Abstract

The announcement of Plan S in September 2018 triggered a wide-ranging debate over how best to accelerate the shift to open access. The Plan’s ten principles represent a call for the creation of an intellectual commons, to be brought into being through collective action by funders and managed through regulated market mechanisms. As it gathers both momentum and critics, the coalition must grapple with questions of equity, efficiency and sustainability. The work of Elinor Ostrom has shown that successful management of the commons frequently relies on polycentricity and adaptive governance. The Plan S principles must therefore function as …

Stakeholders in the information community recognize the challenges surrounding user authentication in the context of licensed information resources. Resource Access in the 21st Century (RA21) is one cross-sector initiative that is intended to reduce those challenges for both academic libraries as well as content and technology providers. Further collaboration by stakeholders may assuage some of the hesitations regarding RA21.

Electronic delivery and removing paywalls has allowed published, open access research to flow more readily across borders. Furthermore, although subscription publishing platforms continue to be maintained as they have been historically in the Global North (GN), new publishers, often located in the Global South (GS), have seen an opportunity to offer platforms of their own that publish in an open access environment. Although Institutional repositories have been used as a strategy to improve the access to traditional scholarly content (such as e-prints) very often, their role in scholarly publishing has been discussed for a long time. Present study investigates the role of institutional repository as a scholarly publishing platform, and intends to propose an open access scholarly publishing model based on institutional repositories. For that purpose, related literature is reviewed to identify the current trends in scholarly publishing, open access movement and institutional repositories. However, the open access movement has opened the door for "predatory publishers" to take advantage of researchers surviving in this publish or perish academic landscape. Predatory journals are becoming increasingly common. Nursing researchers, instructors, and students need to be made aware of the dangers of predatory journals, and they need to know how to identify them. Despite growing interest in Open Access (OA) to scholarly literature, there is an unmet need for large-scale, up-to-date, and reproducible studies assessing the prevalence and characteristics of OA. We address this need using oaDOI, an open online service that determines OA status for 67 million articles. We use three samples, each of 100,000 articles, to investigateOAin three populations: (1) all journal articles assigned a Crossref DOI, (2) recent journal articles indexed in Web of Science, and (3) articles viewed by users of Unpaywall, an open-source browser extension that lets users find OA articles using oaDOI. Whereas traditional book and journal publishing remain the gold standard for many post-secondary institutions, nontraditional publishing is just as prolific at the flagship university in Maine. The university has strong land and sea grant missions that drive a broad research agenda, with an emphasis on community outreach and engagement. However, the impact of researchers’ contributions outside of academe is unlikely to be accurately reflected in promotion, tenure or review processes. Thus, the authors designed a series of altmetrics workshops aimed at seeding conversations around novel ways to track the impact of researchers’ diverse scholarly and creative outputs. In March 2015, Wilfrid Laurier University administration announced that WLU Press would be integrating with the Laurier Library. Media coverage of this announcement has been mixed, and is an indication of the ambivalent response to library-press collaborations or integrations, in both the university press and library communities. This article considers the WLU case at its current early stage of development, discussing this transformation not necessarily as “progress” but as one response to a rapidly shifting scholarly environment. JeSLIB is an open access, peer-reviewed journal published by the Lamar Soutter Library at the University of Massachusetts Medical School. The library publishes JeSLIB through its eScholarship@UMMS repository on the bepress Digital Commons platform.

In order to assist you in making the best decisions for your work, and to avoid journals that may not be credible, the William H. Hannon Library has developed a rubric for the evaluation of journals. Our focus during the development of this tool was specifically to address the concerns of our Loyola Marymount University faculty about Open Access journals, but this rubric may be applied more broadly to any kind of journal.

Marshall University Library has been experiencing a fruitful collaboration with various departments and programs on campus involving the publication of peer-reviewed journals, which are hosted on Marshall’s open access institutional repository (OAIR), Marshall Digital Scholar (MDS). Euscorpius, Marshall Journal of Medicine and Sermon Studies are currently publishing peer-reviewed research articles. Two other peer-reviewed journals are in the planning stage to begin publication this year. One of these, the Journal of Applied Digital Evidence (JADE) is a collaboration with the forensic sciences programs at Marshall University, Eastern Kentucky University and Purdue.

The session looked at the intersection between the UN’s Sustainable Development Goals (SDGs) and ways that Open Access (OA) efforts can be used to further those goals.
