Much is being written these days about the role of evaluation in the formulation of social policy. While few writers question the need for basing policy on systematic evaluation a good deal of the literature appears to focus on the obstacles in Larrying out as well as applying evaluative research. By contrast, the number of studies which in the eyes of critics measure up to minimum standards of scientific adequacy appears to be exceedingly small. Designed as a comparative undertaking by the National League of Cities (NLC) , this study is officially entitled "National Research Agenda Project No. 5: Substandard Housing and the Cost of Providing Housing-Related Services." A similar study was carried out by the urban observatories in Denver and Nashville. According to the study scope of services, the NLC was interested in the cost of "a wide variety of local government activities ... required to support and service urban housing," and how these costs "are affected by housing quality, housing location, age and type of structures. ..." Following the “rediscovery” of poverty in the Kennedy years (1960-1963) and the initiation of the Johnson-era (1968-1968) War on Poverty, there has been much interest in the social sciences on the question of the relationship between poverty and politics in American society. One of the most interesting hypothesis in recent research is the suggestion of a correlation between welfare payment levels in various states and the level of inter-party competition in those states. A Study Of The Effect Of Drug Use On The Minnesota Multiphasic Personality Inventory, Mary Ellen Hammons

The Drug Treatment and Training Project of the State of Oregon Mental Health Division, Alcohol and Drug section in Portland, Oregon is engaged in the treatment of young people between the ages of 15 and 27 who have indicated that they have a problem with drugs, and have asked help in overcoming this problem. As part of the treatment program, the clients are given the Minnesota Multiphasic Personality Inventory (MMPI) and a questionnaire developed by the drug project. The thesis analyses the Drug Treatment’s MMPI results and compares them to other studies.

Concern over the nature and extent of local property tax rate variation is not uncommon. Yet published empirical evidence is practically nonexistent. This is especially so when intrajurisdictional comparisons are made. This study was undertaken to shed light on this issue as it relates to census tracts and housing markets in the City of Omaha.
The general conclusions of the study suggest : (1) there exists substantial inequality in the levying of property taxes between housing market areas, hereafter referred t o as HMA's, (2) there is a lack of uniformity in tax assessments, and (3) the property tax , …

This report on municipal manpower in the City of Boston is one of a series of Urban Observatory studies designed to improve the effectiveness of City policies and programs. Focusing on the City's requirements for administrative, professional and technical staff, the study examines current patterns and problems, identifies existing strengths and weaknesses, and offers a number of recommendations aimed at upgrading municipal performance by expanding the cadres of qualified staff. While the findings identify serious deficiencies, they also point to opportunities for effecting substantial change over the next decade. The Why, Where And How Of Broadened Public Participation In The Administrative Process, Roger C. Cramton

The actions of federal administrative agencies – rules, orders, licenses, loans, grants, contracts, and the like – have enormous effects on individuals and groups. Yet affected persons and groups are not always accorded the opportunity to participate in decision making procedures that affect them. Mr. Cramton argues that broadened public participation will improve administrative decisions and give them greater legitimacy and acceptance. After discussing the types of proceedings in which public participation is desirable and the limitations that should be placed upon it, Mr. Cramton evaluates various proposals for assuring the desired degree of public participation.

This paper is an examination of the foreign policy attitudes of Indiana's United States Senators and Representatives during the critical years before the Second World War. My purpose is to determine whether these particular Mid-Westerners were a part of the isolationist bloc in Congress which exerted a significant influence on the formulation of foreign policy. The scope of the study is limited to an elucidation of the individual views as expressed in Congress b the members of the delegation and an analysis of the campaign for re-election waged by each of them as it relates to the broader issue.

This study is a preliminary evaluation of the relative impacts of various City policies and programs related to the enforcement of housing codes and to the maintenance and upgrading of the existing supply of housing. It analyzes code enforcement functions at both the level of central administration and field procedures. City departments covered by the study include Housing Inspection (HID), Building, and the environmental unit of Health and Hospitals. Also reviewed are newer approaches to housing code enforcement, including civil remedies and federally-assisted concentrated code enforcement projects.

This report presents the findings of the evaluation mission conducted from 14-29 June 2007. Meetings were held with key stakeholders and field visits were made throughout the territory of BiH. Because the bulk of the Dutch money went to capacity-building, the evaluation team visitied six of the regional offices of the Bosnia and Herzegovina Mine Action Centre (BHMAC) and meetings were held with the local staff. Additionally the team visited 5 sites cleared with Dutch money because, although clearance was only a minor part in the total funding of Humanitarian Mine Action in BiH.

The objectives of the present evaluation are: to provide member States with an independent perspective on the performance of the United Nations in this area, and to inform the development of a new United Nations Inter-Agency Mine Action Strategy for the period 2011-2015. Bosnia and Herzegovina (BiH) is heavily contaminated with landmines and other explosive remnants of war (ERW). There are also significant problems with small arms and light weapons (SALW), both in terms of vast unused stockpiles of weapons, ammunition and explosives - some of which is in very poor condition - and also illegal weapons ownership by an estimated 16% of the total population. A Landmine Impact Survey (LIS) in 2002-2003 revealed that about 4% of the land area and over 1300 communities were affected by mines and UXO. Cities, like people, age. In the United States the aging process for cities has, in many ways, been less than graceful. As a result, there is great concern in this country today with the “decline” of our cities. This note considers the elderly population of south Minneapolis Minnesota and makes recommendations for the adaptation of the Model Cities program to better meet their needs.
