The Leahy War Victims Fund has now provided over $60 million in more than 16 countries. As the fund evolves, its agenda becomes more challenging. Its plans include inclusion of people with disabilities in planning and implementing programs; improved training; expanded community-based rehabilitation; development and production of appropriate wheelchairs; and increased coordination with other donors.

Each year, through the efforts of its collaborating partners and the dedicated and professional commitment of their local and international staff, the Leahy War Victims Fund is providing assistance to thousands of war victims, their families, and other people living with disabilities.

From January 15-25, 2000, a three-person, Leahy War Victims Fund (LWVF) team, and the USAID/Liberia health officer conducted an assessment of fund activities in Liberia. The purpose of the assessment was to review the status of activities funded under the LWVF grant to UNICEF/Liberia, and to make recommendations concerning possible follow-on activities with additional funding from the War Victims Fund.

To Walk the Earth in Safety. The United States Commitment to Humanitarian Demining informs the reader about the U.S. commitment to rid the world by the year 2010 of anti-personnel landmines (APL) which pose a threat to civilians. The most recent U.S. Government survey identified 93 countries affected with either an APL, or an unexploded ordnance (UXO) problem, or both. Although the estimates regarding the number of mines implanted in each country vary widely among sources, the U.S. estimate of APL infestation is approximately 60-70 million worldwide. This report covers FY1998.

The Displaced Children and Orphans Fund (DCOF),which is administered by the Office of Health and Nutrition of the Bureau for Global Programs, Field Support and Research, U.S. Agency for International Development (USAID), is a special fund within the agency that provides assistance for special groups of vulnerable children. VVAF has done a good job of establishing itself in the health care community in Vietnam. The deficiencies mentioned in this evaluation primarily pertain to the lack of supervision and training of orthotic technicians and physicians. VVAF is aware of the need to undertake a major overhaul of its Vietnam project in order to meet training obligations to the National Institute of Pediatrics and Bach Mai Hospitals. A focused effort should be undertaken over the next two years to enable Vietnamese personnel to develop the technical skills and leadership necessary to continue orthotic services when this grant ends.

This report outlines the problems of, and gives recommendations on the mine action activities in Angola. It looks at the situation which faces the Central Mine Action Office (CMAO) and the possibilities to improve the situation. The complicated relationship between CMAO and the National Institute for the Removal of Obstacles and Explosive Ordnance (INAROE) is of main concern. The aim was to draft an agreement between CMAO and INAROE and to assess the institutional structure in which CMAO was operating, to indentify problems, and to recommend an effective and sustainable alternative structure.

The objectives of the present evaluation are: to provide member States with an independent perspective on the performance of the United Nations in this area, and to inform the development of a new United Nations Inter-Agency Mine Action Strategy for the period 2011-2015.
