On 04 Oct 2009 at 08:35 hrs when [the Victim] deminer was working on a signal in his clearance lane using a pickaxe, he hit the mine on its top and caused it to go off. According to the investigation report the ground surface was hard and the deminer was using the pick without informing his section leader with a wrong procedure for excavation of the detected signal, and caused the mine to be exploded. As a result of the accident, the involve deminer got superficial injures on his face and body.

Kristof and WuDunn provide a vivid panoramic view of problems faced by women (primarily in the “developing” world), what has been done and what more could be done to help them achieve dignity and autonomy in their lives, and how vindication of their rights could contribute to the broader social development of their societies. In this they provide us with important insights into how human rights might be effectively proclaimed and successfully implemented. In reviewing their considerable contributions, I shall also suggest some limitations on both their analysis and their policy recommendations.

This working paper examines the characteristics of the research collaborations of the Manchester City-Region, UK, based on a bibliometric analysis of co-authorship patterns of scientific publications published during the period 2006-2008. The paper focuses on Manchester City-Region collaborations with UK public research laboratories, but to place these in context the paper also contains overview analyses of all of the city-region’s research collaborations in the UK and internationally.

The practice of female genital cutting (FGC) in Senegal continues today despite a law banning its practice. This study is a discussion of the collaboration between the NGO Tostan and the Senegalese government (Direction of the Family) as they work toward their goal of complete abandonment of FGC in Senegal by 2015. It examines the different roles of these two entities and how this collaboration will make this goal a reality. A recent report by the Muskie School and the Maine Department of Health and Human Services provides a new way of looking at the state’s long term support system. With an emphasis on developing a common approach for description and analysis across programs, the profile reveals that users of long term services and supports in Maine span all age groups and types of service users. With the advent of the Anthrax attacks in the fall of 2001, this Nation has been confronted with a serious policy conundrum. On the one hand, we have strengthened programs that encourage the use of our best scientific resources to develop countermeasures to the weaponization of highly dangerous biopathogens. On the other hand, research on those countermeasures requires the use of the very biopathogens we seek to defeat. On 14 September 2009, a deminer of CBDT-06 was busy in his clearance lane, he detected an unknown device and informed his respective section leader who had 18 year demining experience to check it. The section leader took the device with his left hand from the clearance lane, he started to remove the soil from it, but in this time it was exploded and caused injuries to his left hand fingers. Unprofessional dealing with unknown device caused this accident.

In the course of mine action in the Republic of Croatia so far, the most important and most represented activity has been conducting humanitarian demining operations. Since the very beginning of systematic pursuit of demining problem area, the basic issue has always been the question of defining suspected hazardous area. True development of demining capacities starts with the establishment of the Croatian Mine Action Centre and amendments to the Law on Demining by which the market model was introduced.
