Integrating Milwaukee County Afdc Recipients Into The Local Labor Market, John Pawasarat, Lois M. Quinn

This report examines the availability of jobs for mothers receiving AFDC and expected to find family-sustaining employment in the private sector under “W-2,” Wisconsin’s new welfare program. Despite the fact that many full and part-time jobs exist in Waukesha, Ozaukee and Washington counties, few women in the “W-2” population are likely to secure employment outside Milwaukee County. Census data for· the Milwaukee County population of women ages 18-39 indicated that only 5 percent of African American and Hispanic women (and 11 percent of white women) found work outside the county. On November 28-29, 1995, the Andrus Center for Public Policy at Boise State University and two of Idaho’s most respected newspapers, the Idaho Falls Post Register and The Lewiston Morning Tribune, cooperated to convene a major policy and issues conference, focused on the Snake River. The conference was the capstone of a year of thoughtful and detailed reporting of the controversy and promise that always seem to flow with the current of Idaho’s greatest river. Congress should establish a committee on regulatory reform. Changes that would be helpful include: 1) require benefit-cost analysis for new regulation; 2) enforce a fixed timetable for agencies to issue permits; 3) emphasize objectives sought rather than precise methods to be used; 4) use risk assessment for achieving environmental, health, and safety protection; and 5) promote regulatory justice.

This report provides a profile of women's current economic position in Massachusetts. It examines the age, race, and geographical distribution of women and girls across the state; family structure, income and poverty; and women's labor force participation, occupational and industrial distribution in jobs, and earnings. When relevant 1990s Massachusetts data are compared to national data and to Massachusetts data from the 1970s.
Women across the Commonwealth have experienced tremendous changes in their lives over the last two decades as a result of changes in the economy and family structure. For women, the changes provide new opportunities, but they also exacerbate …

Following up on his important work on the competitive advantage of nations, economist Michael Porter has turned his attention to the competitive advantage of the inner city. In his work on the competitiveness of nations—a five-year study often leading trading nations—Porter found that no nation was competitive in everything. He noted that competitive success tends to concentrate in particular industries and groups of interconnected industries, or clusters.
By turning his attention on the inner city, Porter has helped to reinforce the emerging sense that it is important to concentrate on the assets of such locations rather than on their liabilities. …

Tuberculosis And The Power Of The State: Toward The Development Of Rational Standards For The Review Of Compulsory Public Health Powers, Lawrence O. Gostin

This article uses tuberculosis as the paradigm for exploring rational standards for the exercise of compulsory public health powers. Extant doctrine in disability and constitutional law provides a lens for examining judicial review of state interventions. The author first sets out the central epidemiological and biological aspects of tuberculosis to demonstrate the strength of the governmental interest in curtailing the epidemic. Second, he examines the interventions of testing, screening, and confinement of persons with tuberculosis, where he focuses on two congregate settings--correctional and health care facilities--that present substantial health risks and are principal foci for the exercise of state intervention. …

Federal government research and development priorities have shifted in recent years away from areas of national security and agency missions, and toward the enhancement of industrial competitiveness in the global economy. This shift has stirred ideological controversy over whether the federal government should be in the business of picking "winners" and "losers," even prompting some to label this practice “corporate welfare.” Rycroft, Kash, and Adams suggest that the central issues at stake have little to do with ideological differences and a great deal to do with whether the U.S.will continue to lead the world in technological innovation. Four research questions guided this documentation and assessment of the Portland Police Bureau's conversion to community policing. These questions generated a description of the events and circumstances that created the perceived need for change in the Bureau's role and function; a search for justification for selecting community policing as an alternative policing approach; a comparative analysis of past attempts to implement innovative change of a similar dimension in police organizations; and an assessment of the process by which the Bureau implemented this new policing strategy. The findings indicate that the prominent factors driving this change are first, the limitations of …

Most models of the rental housing market assume a close linkage between the level of residential rents and the after-tax user cost of rental housing capital. However, little empirical evidence exists to establish the strength of this linkage or the speed with which rents adjust to changes in user cost or tax policy. This paper develops and estimates an econometric model of the rental housing market in order to shed light on both of these issues. United States annual data for 1964 through 1993 are used to generate two-stage least squares estimates of a four equation structural model. Although the …

Maine, like the nation, has focused a great deal of recent attention on determining acceptable levels of environmental and human health risk. Barbara discusses the role and uses of scientific information in risk assessment and public policy debate. Similar to Kevin Boyle's previous article (featured in the December 1994 issue of Maine Policy Review), Knuth discusses the 1992 Maine Board of Environmental Protection hearings which focused on the human consumption of fish potentially contaminated with dioxin.

Pretrial release (PTR) is the permanent or temporary freedom from incarceration for criminal defendants awaiting adjudication of their cases in court. From Anglo Saxon times in England, people accused of non-capital crimes were generally permitted to remain free until judicial officials could hear the charges against them. In America, pretrial release has been advocated by the courts since the colonial era. The U. S. Constitution requires that bail not be excessive, but leaves governments free to decide how bail laws are administered. The study briefly traces the historical developments of PTR up to the present time. The study then centers …
