The landmine threat to innocent civilians around the world is personally tragic, but it also represents a massive challenge to the development and infrastructure of nations at risk. Landmines have recently been used to target civilian populations and refugees, creating crisis situations regarding agriculture, indirect health consequences, and developmental choices.

Mine action is a series of activities which, taken together, attempt to ameliorate the effects of landmines. Mine action components include landmine clearance, mine awareness, and victim assistance and support activities. The demand for a centralized lessons learned database has made it clear that there is value in consolidating the experience derived from the numerous de-mining missions by a variety of teams in a variety of countries. Consequently, the James Madison University Mine Action Information Center developed a methodology for collecting, validating, and distributing lessons-learned within the mine action community.

Bosnia and Herzegovina (BiH) is heavily contaminated with landmines and other explosive remnants of war (ERW). There are also significant problems with small arms and light weapons (SALW), both in terms of vast unused stockpiles of weapons, ammunition and explosives - some of which is in very poor condition - and also illegal weapons ownership by an estimated 16% of the total population. A Landmine Impact Survey (LIS) in 2002-2003 revealed that about 4% of the land area and over 1300 communities were affected by mines and UXO.
