The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

"It was just a decade ago that the comprehensive plan for the city of Springfield, Mass. was published, and almost immediately, the national news media picked it up and publicized it throughout the country. What was it about this plan for the future of a middle-sized city that would generate this type of attention? After all, most cities produce similar plans, but these usually go unnoticed and unread, even in the communities for which these plans are made.

In 1989, the state legislature passed an Act affecting the manner in which certain police officers are disciplined. The Act, Chapter 398 of the 1989 General Assembly, known as the Police Bill of Rights, requires that, effective January 1, 1990, questioning of any police officers on matters that are likely to lead to the discipline of officers for punitive reasons, take place at a reasonable time and place designated by the investigating official. Improving collaboration between parents ,family members and professionals has recently become a central theme in efforts to improve services for children c.md adolescents with emotional and behavioral disorders. In this issue, conceptual issues and practical applications of parent-professional collaboration are presented. Here, we examine the rationale for collaboration, some common barriers to effective partnership and key elements that enhance a collaborative relationship. Accompanying articles describe a broad array of activities occurring throughout the country to promote collaboration, support parent organizing efforts, and enhance family support policy and practice.

Sampling Bus Ridership At The Route Level: Initial Results From Efforts To Improve The Precision Of Sample Estimates, James G. Strathman

UMTA's Section 15 reporting requirements establish precision standards and corresponding sampling plans for estimating bus ridership at the system level. However, many transit providers are interested in recovering data with sufficient precision to permit ridership analysis at the route level. One outcome of extending a system sampling plan to route level data collection and analysis would be a large increase in the sample sizes required to achieve a reasonable standard of precision. Given the costs involved in expanding the data recovery process beyond what is required for Section 15 reporting, alternative means of improving the precision of route level data …

In this paper we discuss the structure and dynamics of this consensus process through an exploration of a series of challenges to the regime. These challenges include: (1) cultivating new sources of project finance, as the federal government reduces its contribution; and (2) integrating transport projects with regional and local land use plans designed to manage urban growth; in the context of (3) intensifying competition between -business centers within the region, as rapidly growing suburban areas seek transport projects that will facilitate locally-oriented economic growth. Improved technology for counting, classifying, and weighing vehicles in the highway traffic stream is becoming increasingly available. Research has been undertaken to make effective use of these new technologies, not just to replace current data collection programs of counting, classifying, and weighing with more efficient versions. Foreign investment in the rock lobster industry become an important issue during 1988 following the purchase of the rock lobster processing establishment INF Pty Ltd by the Japanese company Chungagon. While automatic passenger counters (APC's) offer the potential for cait effective data recovery and management, they also introduce new complications in the data recovery process. This report addresses three issues associated with the implementation of APC's, based on an evaluation of the recent experiences of the Tri-County Metropolitan Transportation District of Oregon (Tri-Met). First is the issue of validation, which is concerned with both the recovery and accuracy of APC passenger data. The purpose of this research project is to examine the functionality and interface of two Geographic Information Systems, and to perform a potential environmental assessment of the Westside Bypass Freeway corridor in suburban Portland. First is a discussion which describes elementary GIS concepts, data format and fundamental GIS operations. Next is a description of pcARC/INFO and IDRIS! and an analysis of their functionality. Following this, a description of the methodologies used to analyze the Westside Bypass Freeway corridor, is presented. What types of resources are involved when members of a voluntary association combine their efforts in pursuit of joint goals or common goods? This paper examines the question from the vantage point of a rational choice theory termed endowment theory. Endowment theory is concerned with the rational allocation of productive surpluses to associations and other voluntary groups in pursuit of identified common goods. At least three distinct types of resource dowries can be identified in the current world of nonprofit associations. Treasuries are endowments of money and market-priced resources. Two other categories of "priceless" resource endowments are also evident among …

This report summarizes the results of a partial evaluation of the 1988-89 Drug Abuse Resistance Education (DARE) effort implemented in all sixth grades in the Nashville, Tennessee, Metropolitan Public School system by trained instructors from the Nashville Metropolitan Police Department. As documented in the following pages, the evaluation effort had two major components.
1. An evaluation of the program by teachers and principals in all the participating schools.

The 1988 Oregon Public Transportation Study provided a solid foundation of information about Oregon’s transportation providers. In particular, it furnishes information on which revenue sources members of the industry are utilizing, expenditure patterns, capital and operating revenue needs, the protected increased demands for public transportation, and the ability of provides to makes use of available resources in their strategic planning. The study also substantiated that many members of the industry do not identify themselves as transportation providers, particularly the Special Need Transportation providers.
