The Development Of Elementary And Secondary Education Policy In The Minnesota Legislature, Joyce Krupey, Gene Mammenga

This discussion of the political climate in which elementary and secondary education is funded in Minnesota begins with the Minnesota Miracle of 1971. In each successive legislative session some adjustments have been made in this formula. In this paper we describe the various lobbying groups that try to affect education legislation. We also discuss the role played by the governor, key legislators, legislative and Department of Education staff, the State Board of Education, and the commissioner of education in educational policy formation. In conclusion, we summarize major formula changes since 1971 and review the many education-related issues before the legislature …

The Center for Applied Urban Research (CAUR) continued to provide research, technical assistance, and training services to state and local governments, foundations, and nonprofit organizations during fiscal year 1985. The CAUR continued to be involved in international research activity through the Omaha-Manila Applied Projects Program. Nebraska communities that received CAUR assistance include: Omaha, Lincoln, Scottsbluff, Nebraska City, Wayne, Gothenburg, Chadron, Alliance, and LaVista. State agencies served include: the Commission on Law Enforcement and Criminal Justice, the Department of Social Services, and the Department of Health. Over the years, public policy issues have proliferated, and with proliferation has come the inevitable specialization. The result: fragmentation of effort and problems of communication not only between those who make policy and those who implement it, but between practitioners in general and the academic and research disciplines that complement them. Public policy constituencies have created their own languages, but too often the result is a confusion of tongues rather than a profusion of ideas.

The Demography Of New England: Policy Issues For The Balance Of This Century, George S. Masnick

New England's rapidly aging population, its traditionally low fertility rate, and the fact that net migration from other regions and abroad should continue to be close to zero means that only very slow population growth will characterize the region for the balance of this century. Nevertheless, New England's demographic metabolism is exceptionally dynamic: (1) the numbers of different age groups are growing at very different rates; (2) a redistribution of population is occurring from the southern to northern tier states; (3) within each state population is dispersing into non-metropolitan areas; and (4) metropolitan areas, both central and suburban, are quickly …

Historically, Boston schools have been a source of pride and educational innovation, yet they have also been fraught with problems that are typical of urban education. Both the success achieved and the problems encountered in Boston schools bear analysis. In looking at such areas as overall quality of education, funding, and compliance with federal guidelines, specific recommendations for the future of public education in Boston can be offered. An attempt has been made to examine the relationship between social structure and medical factors in a framework which links cosmopolitanism to health orientation and behavior. Specifically, this study has attempted to investigate the variations in health knowledge, beliefs, attitudes and behavior among individuals whose social structure varies in terms of cosmopolitanism.

Indirectly, at least, the Constitution provides the federal government with power to regulate on behalf of environ-mental quality, but it also sets limits on the power. It sets limits, likewise, on the regulatory power of the states. What it does not do, at present, is grant the ‘‘constitutional right to a clean environment’’ so avidly sought in the hey-day of environmental concern, the decade of the 1970s. Thus, the one unique aspect of the general topic consid-ered here has no doctrinal standing; the remaining aspects are matters of doctrine, but they are not unique to envi-ronmental regulation. The Octofoil is the offical publication of the Ninth Infantry Division Association, Inc., an organization formed by the officers and men of the 9th Infantry Division in order to perpetuate the memory of fallen comrades, preserve the esprit de corps of the Division, promote peace and serve as an information bureau about the 9th Infantry Division. The Association is made up of 9th Infantry veterans from WWII and Vietnam, spouses, widows and lineal descendants.

The purpose of this study is to examine nine essential planning principles in the selecting and implementing an aid project. These nine principles will then be used to analyze BYU's involvement with the ADS dairy project. The project is presented from a historical viewpoint. An analysis is mainly given retrospectively at the end of the history of the BYU involvement phase of the project.

In Man, the State and War, Kenneth N. Waltz claims that for a peace prescription to be valid, it must be based on a proper view of the causes of war. Waltz analyzes the validity of three basic causes of war: man himself, the characteristics of the nation-state, and the international system.
I have examined the views of Elder Stephen L Richards on peace and war in the context of the Waltz framework. Elders Richards believed that the failings of men were the primary causes of war. His prescription for peace was widespread acceptance of the Gospel. He disagreed …

The intent of this thesis was to assess the direct and indirect participation of the federal government in processes which have resulted in the loss of wetlands in Southern Ontario. This study focuses on the present and past Federal programs that had or do have the potential to impact wetlands, their history, funding, and administration, and the federal legislation present for wetland preservation. The research methodology was divided into three phases. This article, which was published in 1985, describes the development of a "Post-Chicago" antitrust policy. The Chicago School of antitrust analysis has made an important and lasting contribution to antitrust policy. The School has placed an emphasis on economic analysis in antitrust jurisprudence that will likely never disappear. At the same time, however, the Chicago School's approach to antitrust is defective for two important reasons. First of all, the notion that public policymaking should be guided exclusively by a notion of efficiency based on the neoclassical market efficiency model is naive. The author critically evaluates the adoption of the modern learning model in choice of law analysis. After evaluating the judiciary's use of this model in seven jurisdictions, the author concludes that the traditional learning is better suited to resolving choice of law issues.

Selective non-treatment decisions involving severely handicapped neonates have recently come under renewed judicial and legislative scrutiny. In this article, the author examines the legal, ethical and social considerations attendant to the non-treatment decision. In Part II he discusses the predominant ethical viewpoints relating to this issue and proposes a new moral standard based on personal interests. Part III presents a survey of the jurisprudence relating to selective non-treatment decisions. Parts IV and V of this article provide a critical examination of the recently enacted Child Abuse Amendments of 1984, a federal legislative initiative designed to regulate treatment decisions relating to …
