The Individuals with Disabilities Education Act (IDEA), our nation’s special education law, ensures special education and related services to children with disabilities. The Education for All Handicapped Children Act (PL 94-142) was created in 1975 to ensure that children with disabilities are able to access free and appropriate public education (FAPE) in the least restrictive environment (LRE). This act was reauthorized as IDEA in 1990. One in every seven students in the United States receives special education services through the IDEA, requiring a large, highly qualified special education workforce to support students’ rights to FAPE. North Atlantic Right Whales (NARW) are on the verge of going extinct because of human activity. Entanglements in fixed fishing gear and vessel strikes are killing NARW at such a rate that their extinction is inevitable unless human-caused deaths are significantly reduced. The National Marine Fisheries Service (NMFS, a branch of the National Oceanic and Atmospheric Administration) has subjected Maine’s lobster fishery to regulations aimed at protecting whales since 1997 as part of the Atlantic Large Whale Take Reduction Plan. An industry grew out of Mainers’ and tourists’ passion for hiking, biking, kayaking, skiing and other outside pastimes, and it generates $3 billion in economic activity for the state. The Outdoor Leadership program at UMaine was created to take advantage of this opportunity.

The Defense Of American Exceptionalism: President Trump's Covid-19 Rhetoric, Sabrina Paetow

This thesis uses grounded theory and content analysis to examine the political rhetoric President Donald Trump used in the Coronavirus Task Force press briefings during the early phases of the COVID-19 pandemic. I collected 44 transcripts of these press briefings from when they began on February 26, 2020 until April 27, 2020. This time frame marks the period during which the press briefings happened with consistency and when Trump spoke at all of them. Through my research, I established that United States presidents have employed rhetorical tropes of American exceptionalism, including Trump. Effects Of The Transportation And Climate Initiative On The Maine Economy: An Analysis Of Cap-And-Invest And Its Heterogeneous Impacts On Rural And Urban Households, William L. Somes

In December 2020, a memorandum of understanding (MOU) was released by the Transportation and Climate Initiative Program (TCI-P), a collaboration of 13 jurisdictions in the New England and Mid-Atlantic regions of the United States. Modeled on the Regional Greenhouse Gas Initiative (RGGI), the TCI-P follows a cap-and-invest framework to reduce emissions from the transportation sector by 26% from 2022 to 2032. Since the TCI-P is expected to raise the price of gasoline by 5¢ to 9¢ per gallon, there has been concern that some populations may be disproportionately affected. Participation In The Belt And Road Initiative: Who Joins And Why?, Patrick Groening

The Belt and Road Initiative (BRI) is a large-scale, global infrastructure project introduced by Chinese President Xi Jinping in 2013. The primary goal is to invest in infrastructure projects across Eurasia and Africa in an effort to improve regional connectivity. This research explains who participates in the BRI through cross-country quantitative analysis and two in-depth qualitative case studies. Through a logit analysis of political economy factors such as GDP per capita, FDI inflows, aid data, and others, I find that economic need is a significant predictor of membership as well as previous involvement in Chinese organizations such as the AIIB. …

The use of restraint and seclusion for managing children’s behaviors in schools has led to physical and psychological harm, and, in the most extreme cases, even death. For more than a decade, the level of research and concern regarding restraint and seclusion in schools has grown. The experience of being restrained and secluded in school can be traumatizing and life-altering, particularly for children with developmental, mental health, or intellectual disabilities. While adults and children in mental health and correctional facilities are protected by law from the unnecessary use of restraints and seclusion, no federal law protects our children in schools. …

A Qualitative Study Of The Perceived Risks Of The Impacts Of Moose-Winter Tick Interactions On Human Health, Maine Economy, And Maine Culture, Asha Dimatteo-Lepape

In order to answer the question of how people perceive the interactions between winter ticks and moose, and the impacts that these interactions may have on culture, economy, and recreational practices in Maine, interviews were conducted with participants from four stakeholder groups: hunters, outfitters, Wabanaki citizens, and wildlife managers. By using a case study methodology, I was able to explore moose health risk perceptions as described by participants from the four stakeholder groups, and the likely impacts on recreation behavior, livelihoods and economic viability, cultural maintenance, and wildlife management. Focus group research conducted in the Greater Bangor, Maine area in 2016 identified respite services and intergenerational programming as important factors for supporting a more livable community.

This report outlines findings from a 2018 needs assessment of adult day services (ADS), funded by Maine Health Access Foundation. The needs assessment utilized a survey of local caregivers (N=84) and key informant interviews (N=10) with staff at Maine adult day service programs or service providers that could utilize adult day services for their clients.

Key survey findings indicate that lack of financial resources (identified by 20% of the survey sample), and lack …
