The purpose of this qualitative case study was to investigate and deepen the understanding of employee engagement in the multigenerational workforce of a federal agency. Organizational culture in combination with the dispersion of staff across multiple generations presented the opportunity to inform the case study through scientific management theory and the theory of generations as well as concepts regarding organizational change, employee satisfaction, and organizational leadership. Research questions involved investigating factors influencing the reduction in employee satisfaction and engagement, the impact of generational differences, and the role leadership plays in altering employee engagement. After the events of September 11, 2001, inadequacies in how government organizations and agencies shared knowledge and communication with defense mission partners became readily apparent. A reasonable U.S. government information technology expectation is the integrated use of mobile phones across organizations and agencies. This case study explored the perceptions, experiences, and significant internal communication and collaboration problem(s) faced by a rural nonprofit board of directors experiencing a growth transition. Specifically, this study addressed (a) how a rural nonprofit's board members perceived their communication and collaboration skills and practices, and (b) the training needed to improve board communication and collaboration policies and practices. Ten rural area study participants shared their experiences and made recommendations for board communication and collaboration training. The September 11, 2001 terrorist attacks exposed considerable breakdowns in communications interoperability and information sharing among first responders. Multijurisdictional responses to the active-shooter incidents at the University of Texas in 2010; Sandy Hook Elementary of Newtown, Connecticut in 2012, and the Reynolds High School shooting of Multnomah County, Oregon in 2014 were replete with interoperability failures as well.
