Albion, Michigan’s African American community built a robust, diverse, and thriving city in the early 20th century. Jobs were plentiful and wages allowed for healthy communities to sprout up across the city’s landscape. During this period Albion’s overall population more than doubled, and its African American community grew exponentially over the course of six decades. However, for many in the African American community, societal and economic gains were overshadowed by a crippling shortage in viable housing options. Housing Assistance And Disconnection From Welfare And Work: Assessing The Impacts Of Public Housing And Tenant-Based Rental Subsidies, Andrea Hetling, Hilary Botein

The well-being of families disconnected from welfare and work are of growing concern to policymakers. This article examines the relationship between economic disconnection and housing assistance, a critical source of support that subsidizes what is the largest fixed expense for most households. Results from multilevel logistic models show that the odds ofbeing disconnected are higher for public housing residents and lower for single mothers receiving tenantbased rental assistance in comparison to those in private housing. Findings indicate that housing policies should be considered alongside welfare policy changes aimed at economically disconnected families, and that public housing is a critical site …

Factors Predicting Residential Mobility Among The Recipients Of The Section 8 Housing Choice Voucher Program, Barbra Teater

The Section 8 Housing Choice Voucher (HCV) program is the largest low-income federal housing program in the Unites States and has a policy goal of promoting mobility or "choice." This study explored the factors that predict residential mobility among the recipients of the HCV program in Columbus, Ohio by including variables found to predict mobility among the general population and two new variables that are specific to the HCV program: total tenant payment (TTP); and fair market rent (FMR). An Exploratory Study Of Neighborhood Choices Among Moving To Opportunity Participants In Baltimore, Maryland: The Influence Of Housing Search Assistance, James X. Bembry, Donald F. Norris
The Journal of Sociology & Social Welfare
This study examined the neighborhood choices of 150 families who participated in the Moving To Opportunity Program (MTO) in Baltimore, Maryland. The MTO program, utilizing an experimental design, provided intensive housing search and counseling services to the experimental subjects. This study found that the counseling services were instrumental in altering the subject's cognitive maps, and they were more likely to move to neighborhoods that were more racially integrated, safer, and, also, had higher levels of satisfaction with their new neighborhood. Urban poverty has been the subject of sociological and political debate for more than a century. In this article I examine theories of urban poverty and their place in American housing policy. I first discuss theories that have arisen out of the sociological and policy discourse on urban poverty and the research that supports and challenges these theories. I then review current public housing initiatives and discuss the impact of these theories on current housing policy.
