Despite the enormous role that Chief Business Officers (CBOs) play in administering the business and financial affairs of American public universities, little research has been conducted on their leadership preparedness. The primary objectives of this study were to assess the self-perceived preparedness of U.S. public university CBOs at the time they assumed their first position in the role, and to determine if specific factors could be associated with their overall preparedness.

Different Types Of Welfare States? A Methodological Deconstruction Of Comparative Research, Rebecca A. Van Voorhis

The Journal of Sociology & Social Welfare

Research on modern welfare states has been strongly influenced by the theory that they develop according to patterns, which form distinct regimes liberal, corporatist, and social democratic. These regimes are characterized by several key variables, among which the decommodification of labor is heavily weighted. This article examines the operational assumptions, measures, and calculations used in the most widely cited empirical study around which distinct regime theory has developed over the last decade. The findings reveal critical methodological weaknesses in the conceptualization and quantification of decommodification measures, which form the empirical cornerstone of distinct regime theory.

Charter schools are a growing force in American education. Parents are demanding a choice in their child's public education. Are charter schools better than traditional public schools? Have charter schools kept their promise?

In the study regular public schools and charter schools were compared along five dimensions: (a) opportunity for learning and access to quality education, (b) innovative teaching methods and participative management, (c) teacher job satisfaction, (d) parent involvement, and (e) school accountability. Western welfare states have not all followed the same path in their social policy development. Still, certain similarities have been identified in the types and combinations of social insurance supported by specific groupings of these states. Titmuss (1974) described "three contrasting models or functions of social policy." Heclo (1985) argued "three broad groups of nations can be distinguished” with different models of social welfare policy. Esping-Andersen (1990) identified "three worlds of welfare capitalism," each with a unique social policy agenda and distinctive social insurance system. The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) shifted responsibility for public assistance from the federal government to the states. This study examined early impacts of this devolution and related program reductions on local service authorities in Illinois. Based on surveys from 101 large townships responsible for administering General Assistance, medical assistance, and emergency needs programs, we found that 60 percent of these localities experienced increased service demands. These demands not only placed pressure on limited local programming funds, but also transformed local service populations in subtle and unintended ways. Recent changes in administration of the Medicaid program make it imperative that local agencies improve their ability to forecast demand for Medicaid services. In October of 1998 the State of Michigan redesigned the Medicaid specialty care in Michigan from a fee-for-service system to a capitated system. In a capitated healthcare system, financial risk is a result of unanticipated changes in the population size and mix. Numerous demographic factors, such as crime, population, unemployment, median age, income, and ethnicity may be used to improve the accuracy of predicted changes in enrollment for Medicaid. This study focuses on the modem day use of TQM, reengineering and privatization initiatives to gain efficiency and effectiveness in government operations, and the impact of alignment on the successful implementation of these three initiatives. A large state government agency which is currently using TQM, reengineering and privatization was used as a case study. Two-hundred-and-twenty-four employees were voluntary participants. Race, Welfare Reform, And Nonprofit Organizations, Michael Reisch, David Sommerfeld

This article presents research on the impact of welfare reform on 90 nonprofit organizations in Southeast Michigan. Utilizing a refined survey instrument, in-depth interviews and focus groups with agency executives and staff, and the analysis of agency documents, it assesses how the racial characteristics of agencies' client populations affected the organizational consequences of welfare reform. The study confirmed that welfare reform has affected the ability of nonprofit organizations to meet the increased expectations generated by recent legislation. These effects have been particularly pronounced among agencies serving a high proportion of racial minority clients.

Public Voices And Public Policy: Changing The Societal Discourse On "Welfare", Vicki Lens

Much of the public discourse on welfare reform is subjective and value laden, a composite of socially constructed stories and myths that support the dominant ideology. This article reports on a study that examines the language used by government officials, poverty experts, advocates and others to discuss welfare reform. Statements made about welfare reform were extracted from the Washington Post and the New York Times and analyzed using qualitative content analysis. Dissecting the public language of welfare provides insight into how prevailing ideologies are communicated and reinforced, and how they can be changed.
