Postpartum And The Pressure To Work, Summer Brother Jun 2023

Postpartum And The Pressure To Work, Summer Brother

Anthós

In the United States, the lack of availability and support around maternity leave results in mothers rushing back to the workforce soon after childbirth. Topics such as breastfeeding, physical trauma, postpartum depression, and working while in the postpartum period, all pile together to paint a picture of what it means to be a new mother in America. Through the use of qualitative data and academic sources, the article's findings conclude that health and bonding between the mother and baby are interconnected. The rush to begin work again also affects all aspects of one's health, often beyond the six to eight …

Women Parliamentarians In India Since 1991: Challenges And Opportunities, Vatsala Bhusry May 2023

Women Parliamentarians In India Since 1991: Challenges And Opportunities, Vatsala Bhusry

Hatfield Graduate Journal of Public Affairs

India gained a new economic orientation in 1991 following the policy of economic liberalization. It offered the opportunities to close the gender gap in various fields including the political field as visualized in the original goal of the Indian constitution. However, there is an acute underrepresentation of women at the national political level and there is a lack of evidence-based research studies to analyze this gap. This study maps the political trajectories of 13 elected women leaders holding offices at the national level since 2019. To better understand the challenges and opportunities at both macro and micro levels they came …

Electric Vehicle Charging Stations And Oregon Federal Lands: A Prospective Policy Analysis, Cole P. Grisham May 2023

Electric Vehicle Charging Stations And Oregon Federal Lands: A Prospective Policy Analysis, Cole P. Grisham

Hatfield Graduate Journal of Public Affairs

In 2022, the Oregon Department of Transportation (ODOT) committed $100M towards expanding electric vehicle (EV) charging stations statewide. The policy goal is to provide EV fast-charging capacity[1] for four vehicles per station over the Interstate 5 and 84 corridors, along with the US 101, 97, 26, and 20 corridors. ODOT’s investment establishes clear statewide EV charging corridors for the traveling public, not only in the most populated corridors but also across the more rural parts of Oregon and connecting to neighboring states. In order for the travelling public to access public lands for recreation, economic, and other purposes by …

Policy Monitoring And Governance: The Cost-Effectiveness Of Community-Based Sanitation Programs In Indonesia, Devi Yulianti, Intan Fitri Meutia May 2023

Policy Monitoring And Governance: The Cost-Effectiveness Of Community-Based Sanitation Programs In Indonesia, Devi Yulianti, Intan Fitri Meutia

Hatfield Graduate Journal of Public Affairs

Community-based sanitation (CBS) is a sanitation service option with technical and institutional assistance for poor urban communities to develop sanitation infrastructure in urban areas and treat domestic wastewater in small-scale sanitation systems. The Indonesian government has implemented critical policy interventions and investments to upgrade sanitation access nationwide since the early 2000s. This research will answer how policy monitoring and governance affect community-based sanitation program delivery through cost-effectiveness analysis. Building upon a qualitative paradigm, this paper contributes insights into community-based sanitation program effectiveness in local government. We adopted a descriptive case study-based research project in several urban villages in Bandar Lampung, …

Public History Is Now, Sarah E. Dougher Jul 2022

Public History Is Now, Sarah E. Dougher

Amplify: A Journal of Writing-as-Activism

A walking tour of downtown Portland in August 2021 raises questions for the writer about the purpose of “memory activism,” its relation to writing-as-activism. Drawing on critiques of urbanist Jane Jacobs and interrogating the concept of “reckoning,” the essay explores ways in which the streetscape and people there can deliver meaning and pose questions about systemic racism and unsheltered existence.

Regional Decision-Making In Oregon’S Area Commissions On Transportation, Cole P. Grisham Jun 2022

Regional Decision-Making In Oregon’S Area Commissions On Transportation, Cole P. Grisham

Hatfield Graduate Journal of Public Affairs

Long after other areas of Oregon had already done so, the local agencies in the Portland region served by the Oregon Department of Transportation decided to form a regional Area Commission on Transportation. Why they decided to do so and what caused local agencies to delay forming one until long after other regions was not immediately clear. In this article, I examine the policy documents around the formation of the Region 1 ACT and how its policy history represents wider historical trends on regional transportation decision making nationally. To do so, I describe Oregon’s regional policy making structure followed by …

Accounting's Problematic Relationship To Legitimacy: A Review Of The Critical Literature, David Maddox Jun 2022

Accounting's Problematic Relationship To Legitimacy: A Review Of The Critical Literature, David Maddox

Hatfield Graduate Journal of Public Affairs

Accounting is the practice of measuring, documenting, and reporting on the economic dimensions of an organization, institution, or activity. Traditional views of accounting see it as a value-free technique to provide information for decision-making, and as such, compliance with standard accounting practices bestows legitimacy. In the 1970s and 1980s, critiques of the view of accounting as a neutral tool for rational decision-making emerged. These critical studies of accounting identified ways in which accounting was constitutive of reality rather than reflective, submerged conflicts and depoliticized internal relationships under a unitary image of the entity, provided tools of visibility that contributed to …

Governmental Persuasion Strategies On Social Media During Covid-19: A Comparative Study Of The Us And China, Fan Wang

Hatfield Graduate Journal of Public Affairs

This study compared persuasive strategies of the governments of the U.S. and China during a public health crisis using social media messages. Collecting data with R and Python from two national public health sectors' official accounts on Twitter (N = 1,630) and Sina Weibo (N = 3,554), the researcher investigated how the organizations' messages reflected Cialdini's seven principles of persuasion and whether other emergent messaging patterns occurred. According to the different phases that the two countries had gone through during the pandemic, the researcher also conducted a pooled times series analysis to investigate the relationship between the frequency of daily …

Oregon's Senate Joint Resolution 12: Understanding The Implications Of A Constitutional Right To Healthcare, Anna Starr, Mpp Jun 2022

Oregon's Senate Joint Resolution 12: Understanding The Implications Of A Constitutional Right To Healthcare, Anna Starr, Mpp

Hatfield Graduate Journal of Public Affairs

Problems persist throughout the U.S. healthcare system including exorbitant costs, poor health scores, high rates of uninsured, and lack of access to services among marginalized groups. Among many proposed solutions is a constitutional provision to healthcare. Largely based in ethics, healthcare as a right is also expected by many to improve health outcomes. However, while constitutional provisions for healthcare are found in countries around the world, empirical research results are limited and mixed at best. In the wake of social justice movements and resurgence of vibrant conversations about human rights, and with international pressure mounting for the U.S. to follow …

The Political Economy Equilibrium Of Environmental And Trade Policies In The U.S., Linda Allen May 2021

The Political Economy Equilibrium Of Environmental And Trade Policies In The U.S., Linda Allen

Hatfield Graduate Journal of Public Affairs

The U.S. has incorporated environmental policies into its all free trade agreements since it negotiated the North American Free Trade Agreement (NAFTA) in the early 1990s. The inclusion of environmental policies represented a major shift in trade policy but the environmental policies have not drastically changed in subsequent trade agreements over the past 25 years despite the continued involvement of environmental constituencies and policymakers. The punctuated equilibrium model provides the analytical framework for understanding the factors that gave rise to the drastic policy shift under NAFTA as well as the subsequent policy stasis, in order to inform future policymaking efforts. …

Peak-Load Pricing In Portland: Theory, Application, And Recommendations For Central Business District Pricing Policy, Camille N. Mikkelsen May 2021

Peak-Load Pricing In Portland: Theory, Application, And Recommendations For Central Business District Pricing Policy, Camille N. Mikkelsen

Hatfield Graduate Journal of Public Affairs

In order to make good microeconomic policy in the public sector, non-rivalrous goods and joint costs need to be addressed. One field where non-rivalrous goods and joint costs are important to consider is in the economics of peak-load pricing and transportation policy. This concept is often applied to electrical utilities, but not often applied as a way to relieve the burden of downtown traffic congestion during peak traffic times or to increase city revenues. This paper discusses the theory of peak-load pricing as it applies to “central business districts” (CBDs). It demonstrates successful and unsuccessful examples of peak-flow …

Security Concerns Vs. Monied Interests?: The Role Of Agenda Setting In Homeland Security, Andrew Christopher Ziegler May 2021

Security Concerns Vs. Monied Interests?: The Role Of Agenda Setting In Homeland Security, Andrew Christopher Ziegler

Hatfield Graduate Journal of Public Affairs

This paper applies public policy concepts such as agenda setting, resource allocation, lobbying, and campaign rhetoric to the field of homeland security. The analysis examines the allocation of resources among the U.S. federal government’s five broad homeland security priorities during the fiscal years of 2012-2017. An overemphasis on border security has led to a disproportionate allocation of resources among these various priorities. The uneven distribution is the summation of electoral ambitions, campaign contributions, and corporate lobbying. This analysis highlights the negative consequences that are a direct result of an unbalanced allotment, cumulating in a slow and uncoordinated federal response to …

The European Union: Data Protection For Economic Competition And Regional Security, Matthew D. Wurst May 2021

The European Union: Data Protection For Economic Competition And Regional Security, Matthew D. Wurst

Hatfield Graduate Journal of Public Affairs

The collection and use of personal data is being increasingly scrutinized by governments and the European Union (EU) has been attempting to handle the development of data protection based progressive protections to protect its citizens data and right to privacy. With the reemergence of Russia in challenging the state of affairs within Europe, their illegal seizure of the Crimea from Ukraine demonstrated the lengths Russia will go to in order to preserve its sphere of influence. Furthermore, Russia’s use of cyber tactics and hybrid warfare has caused many in Europe to become more concerned for their security. When viewed through …

Transportation Network Companies, Proposition 22, And The Future Of Labor Relations In The United States, Nate Midgley May 2021

Transportation Network Companies, Proposition 22, And The Future Of Labor Relations In The United States, Nate Midgley

Hatfield Graduate Journal of Public Affairs

While the victory of Proposition 22 (Prop 22) in the November 3rd, 2020 California State election came as a shock to many observers, Transportation Network Companies (TNCs) such as Uber and Lyft, the architects and beneficiaries of the ballot measure, have a long track record of subverting regulatory attempts. From this historical perspective, the novelty of Prop 22 is not related to the means employed in its victory, but in the sheer scale of effort involved. In other words, Prop 22 represents an escalation of a familiar framework of regulatory subversion by the TNCs, whose success at the …

It is to this extent that this study examines the causes, the perpetrators, and the effects of violent conflict on the people and national development in Nigeria. This is with a view to establishing development challenges in Nigeria and proffer pragmatic solutions. The data for the study were gathered from primary and secondary sources. Foreword: Mark O. Hatfield's Legacy, Anthony Miranda May 2021

Foreword: Mark O. Hatfield's Legacy, Anthony Miranda

Hatfield Graduate Journal of Public Affairs

In 46 years of public service, Mark Hatfield never lost a political campaign. Despite being campaigned against from the political right and left, the people of Oregon elected and reelected him 11 times. Today, a good portion of Oregon’s infrastructure bears the Hatfield name. This Journal shares that honor, and we believe that to the best of our abilities it should share his courage and conviction. To advocate for things which may not be popular, or even practicable, but can move us forward as a society.

Economic Primer & Policy Analysis: Rent Control Policies & Oregon Sb-608, Gabrielle A. Brown May 2021

Economic Primer & Policy Analysis: Rent Control Policies & Oregon Sb-608, Gabrielle A. Brown

Hatfield Graduate Journal of Public Affairs

Rent control policies are controversial. They create significant winners and losers and raise serious questions about the prioritization of certain segments of society with others and economic concerns with moral ones. With such dynamics, it is a given that there are no easy answers, at least not to those not given to ideological posturing. The fact is that housing is both an economic system and a human one, with very real ramifications for those involved, which just happens to be everyone.

In 2019, the State of Oregon passed SB-608, a bill intended to address two primary concerns: rental cost growth …

Oregon's energy system is evolving to reflect the stated legislative priorities of decarbonization, decentralization, and diversification. This report outlines several policy instruments (Renewable Portfolio Standards, Net Metering & Interconnection Standards, Tax Incentives, Public Benefit Funds, and Energy Efficiency Standards) available to the state, their alignment with the stated goals of the state, their utilization and effectiveness in other states, and the political considerations surrounding their implementation in the state of Oregon. This report concludes with suggested policy package considerations to further these goals in the current political climate.

Co-Predatory Rule: International Cooperation With Respect To Cryptocurrency Taxation In Russia And Belarus, Jim Mignano May 2020

Co-Predatory Rule: International Cooperation With Respect To Cryptocurrency Taxation In Russia And Belarus, Jim Mignano

Hatfield Graduate Journal of Public Affairs

This article presents an example of how globalization and digitization force states to rely on international organization. Examining tax policy with respect to cryptocurrency—an innovative, global technology—the implication is that a state levying taxes on cryptocurrency must turn to international monitoring and enforcement regimes to support effective taxation. Based on Margaret Levi’s theory of predatory rule, I submit a theory of “co-predation” to explain international cooperation with respect to taxation of novel, cross-border technologies such as cryptocurrency. The Automatic Exchange of Information (AEOI), an anti-tax evasion framework promulgated by the OECD, serves as an example of international cooperation. A comparison …

International Migration, Development, And Policy: Reconsidering Migration Transition Theory—A Way Forward, Karin A. C. Johnson May 2020

International Migration, Development, And Policy: Reconsidering Migration Transition Theory—A Way Forward, Karin A. C. Johnson

Hatfield Graduate Journal of Public Affairs

Migration transition theories have been contested as they informed immigration policy in the Global North, which—based on assumptions that immigrants from developing countries may be a threat to social stability and economic opportunity—aimed to diminish emigration from the South. Development policies were proposed that could produce a “migration transition” in the South, where it was assumed that improved economic development would act as a substitute for migration and lead to minimal emigration, thus reducing overall immigration to the Global North. However, policies did not result in a migration transition. Acknowledging problematic rhetoric and contradictory policy and outcomes, this paper addresses …

Conceiving The Cuban Paradox: An Analysis Of Cuba’S Reproductive Healthcare Paradigm, Ashleigh E. Adams May 2020

Conceiving The Cuban Paradox: An Analysis Of Cuba’S Reproductive Healthcare Paradigm, Ashleigh E. Adams

Hatfield Graduate Journal of Public Affairs

This research paper explores certain socio-political conditions that have contributed to the paradox of the Cuban healthcare model, viewed through the lens of Cuban women’s sexual and reproductive health. By examining Cuba’s reproductive healthcare system paradigm, this paper examines the complex relationship between socio-political and economic determinants, and Cuban women’s decision/ability to reproduce and provide for their offspring.

Analysis of Cuba’s strategy and orientation reveals strengths, weaknesses, and contradictions that impact women’s reproductive choices and access to care. This research invites consideration of the ways in which this nation’s approach enhances women’s sexual and reproductive health. The Cuban model demonstrates …
