The Census Bureau estimates the population of Nebraska as of July 1, 2014 to be 1,881,503. This is an increase of 12,534 from the July 1, 2013 estimate, or an increase of 0.67 percent. Nebraska’s most current annual growth is slightly (about 1,000) less than the gain of 13,482 or 0.73 percent in the prior year. Nebraska has now gained population for 27 straight years, with the last annual population loss occurring in 1987, amid the “farm crisis”.

As a child one might have walked or cycled to school. But as a breadwinner, once energy related decisions largely get influenced by one's income level and opportunities and restrictions.

This paper investigates the impact of filtering software in K-12 schools and school libraries. The Children's Internet Protection Act, or CIPA, requires that public schools and school libraries use filtering technology in order to receive discounted rates on technology. As a result, nearly all public elementary and secondary schools today use filtering technology. While the provisions of CIPA narrowly define the content to be blocked, filters are often set to block much more than is required. Filtering technology is often ineffective, and many unobjectionable sites end up being blocked, including Web 2.0 sites and tools needed to educate students in …

On 31 March 2014, the International Court of Justice (ICJ) ruled that Japan’s whaling activities in Antarctica did not comply with Article VIII of the International Convention for the Regulation of Whaling (ICRW), which permits whaling for scientific purposes. Copious and confusing media commentary followed the decision. This included seemingly conflicting reports from within Japan, which initially indicated whole-hearted compliance with the ruling, which required this whaling to cease, but later suggested that implementation by Japan might be limited to a brief halt followed by a launch of a new Antarctic ‘research’ programme including lethal take.

This brief is about the use of mobile phones among homeless veterans for medical appointment reminders, and other health services provided by healthcare practitioners. In policy and practice, social workers and counselors should determine whether mobile communication would benefit homeless veterans with whom they work and should identify certain barriers to mobile communication that could exist; the VA should expand its mobile notification efforts and look for programs that reduce barriers to regular access to mobile communication. Population trends for 1095 species listed as threatened and endangered under the Endangered Species Act were correlated with the length of time the species were listed and the presence or absence of critical habitat and recovery plans. Species with critical habitat for two or more years were more than twice as likely to have an improving population trend in the late 1990s, and less than half as likely to be declining in the early 1990s, as species without. Despite his importance as a senior Al-Qaeda spokesman, no detailed examination exists of Adam Yahiye Gadahn’s employment of fiqh al-jihad—that branch of Islamic jurisprudence regulating the lawful waging of jihad—to condemn or condone violence committed in the name of Al-Qaeda. This article first provides a detailed exposition of Gadahn’s sharia-based critique of affiliates’ conduct deemed by him in violation of Islamic law and involving the commission of major sins. Second, Gadahn’s conception of fiqh al-jihad is contextualized and contrasted with the comprehensive fiqh al-jihad-based critiques produced by respected militant Islamist scholars. This study examines ten major storms that have affected Louisiana in the last fifty years, beginning with Hurricane Betsy in 1965. The goal is to determine if the nine coastal parishes are prepared adequately for another major hurricane impact. It examines storms that have affected the state physically, in terms of property and ecological damages. It also considers storms that provided non-physical influences, by way of mitigation policy changes and social, economical, ecological, and political policy alterations. This case study explored the use of site-visitation as a diagnostic tool for school improvement. Nine charter schools in New Orleans were selected for the study. Based on qualitative research and systems theory, a within- and cross-case analysis of nine semi-structured interviews with school leaders were conducted. The school leaders’ experiences with the state-run site-visitation model and their use of the findings for school improvement was explored. The findings led to the development of a hybrid accountability model that encompasses the components school leaders believe will lead to school improvement. New forms of online citizen participation in government decision making have been fostered in the United States (U.S.) under the Obama Administration. Use of Web information technologies have been encouraged in an effort to create more back-and-forth communication between citizens and their government. These “Civic Participation 2.0” attempts to open the government up to broader public participation are based on three pillars of open government—transparency, participation, and collaboration. Rulemaking is one of the U.S. government's most important policymaking methods. Although broad transparency and participation rights are part of its legal structure, significant barriers prevent effective engagement by many groups of interested citizens. RegulationRoom, an experimental open-government partnership between academic researchers and government agencies, is a socio-technical participation system that uses multiple methods to alert and effectively engage new voices in rulemaking. Initial results give cause for optimism but also caution that successful use of new technologies to increase participation in complex government policy decisions is more difficult and resource-intensive than many proponents expect.

This qualitative study explores the lived experience of in-home counseling services by using a phenomenological method. In-home counseling services are used in situations where families experience extreme emotional distress, in part owing to the problematic behavior of a child. A semi-structured interview was used to elicit parents’ experience of in-home services in a geographical area that included a large portion of Virginia. The study found that the whole of parents’ experience of in-home services was dynamically influenced by constituent parts including the parent’s experience of the child, their experience of parenting, their experience of systems of care, and their experience …

This study examines whether Transition Assistance Program (TAP) helps transitioning service members find work as the researchers surveyed 350 Army personnel who have or could have utilized TAP services and found that 65% of the respondents used TAP services, with a majority (75%) using the services while active duty. In practice, Returning service members and veterans seeking employment or need help with their post-military goals should utilize TAP services, remembering that TAP services have been expanded to cater more to their individual needs. This paper examines ways in which Feeding Our Communities Partners (FOCP) can productively expand on its current work to alleviate hunger in Blue Earth County, Minnesota. This report contains a literature review addressing hunger and food insecurity, a needs assessment of hunger in Blue Earth County, case studies of existing programs, and qualitative interviews with professionals who work with the youth in these programs. We conclude by recommending three potential ways that FOCP can expand their current programs to address hunger among school-aged youth in Blue Earth County.

Coupled with its use in a new reactor design, called a Liquid Fluoride Thorium Reactor, the two have the ability to disrupt the nuclear industry and power sector. Combating Hiv/Aids In Marginalized Communities: Papua And West Papua Provinces, Indonesia, Bani Cheema

My study focuses on foreign aid and local initiatives for HIV/AIDS prevention in eastern Indonesia using the provinces of Papua and West Papua as a case study. The two provinces are home to indigenous tribal groups that are socioeconomically marginalized and most affected by the epidemic. My research investigates behavior change communication as a principal strategy undertaken by multiple organizations for HIV/AIDS prevention in this region. I take a qualitative approach by examining the effectiveness of this strategy in local communities and by revealing social and cultural barriers that impede success.
