Writing about US human rights policy from the outside is always a disconcerting experience. All bets are off, and all assumptions are turned on their head. Assumptions from the South looking North are that, rhetoric aside, US interests rarely if ever feature human rights protection and promotion in first place. What’s more, they have very frequently featured the opposite: dirty tricks, torture and rendition were sadly familiar to students of Latin American history long before Guantanamo. Halting The Race To The Bottom: Urgent Interventions For The Improvement Of The Education Of English Language Learners In Massachusetts And Selected Districts, English Language Learners Sub-Committee, Massachusetts Board Of Elementary And Secondary Education

Massachusetts students of limited English proficiency do better academically than students of limited English proficiency in other states. But relative to other students in the state, students of limited English proficiency in Massachusetts face a disadvantage greater than that faced by their peers in most states. This suggests that while the overall higher levels of education in the state benefit LEPs in Massachusetts relative to LEPs who attend schools in states where the quality of education is lower, current policy and practice leads to significantly greater inequality in this state. The Identification Of Participation Barriers Associated With Employment Testing In The Ontario Constable Selection System, Glenn Hadley

This paper examines the Ontario Constable Selection System (OCSS) to assess whether barriers within the process discourage candidates from competing for a career in policing. Interviews with 11 newly sworn police officers and 12 individuals who chose not to participate in the OCSS testing were conducted. The findings reveal that factors related to the perceived validity of the test, financial cost, and perceived fairness discourage potential applicants from competing.

China’S Foreign Investment And Assistance: Implications For Cambodia’S Development And Democratization, Kheang Un

Peace and Conflict Studies

With a strong economy and newly acquired confidence following three decades of rapid economic expansion, China has pursued an outward looking policy based upon foreign direct investment, development assistance and trade targeting particularly the developing world. Such expansion has drawn concerns over its impact on human rights, democratization and the environment. This paper assesses these concerns by examining Sino-Cambodia relations over the past sixteen years. It concludes that while trade, development assistance, and investment have had positive effects on Cambodia’s economic development, concerns that these engagements have derailed deeper democratization in Cambodia are not deterministic. This study will examine the evolution of the field of venture philanthropy since the late 1990s and will provide an updated guide to the types of organizations utilizing venture philanthropy strategies across the United States and internationally. The purpose of this research is to investigate how the field has changed as it has matured, to identify the key players and learnings of organizations across the field, and to develop a framework for the types of organizations that have been the most successful in implementing the venture philanthropy model.

Objective: Identify characteristics of hospitalbased language services (LS), and describe practices of identifying patients with limited English proficiency (LEP) and interpreter training.

Participants: Seventy-one hospitals applied to participate in a national initiative. Applicants were non-federal, acute care hospitals with substantial LEP populations, at least 10,000 discharges, and in-person interpreters.

Methods: Descriptive statistics were generated on language, collection of language data, LEP volume and service utilization, staffing and training requirements and organizational structure. The relationship between admissions and encounters was analyzed.

Results Ninety percent of hospitals collect primary language data. Spanish is the most common language (93% of hospitals). …

The post-Mao years witnessed vigorous labor law reform efforts in China, which can be partly understood in terms of globalization, economic and legal. In the economic globalization, China was increasingly integrated into the world economic system and exposed to international pressures to reform its traditional labor system and follow internationally-accepted labor rules. In other words, the economic globalization created the need for labor law reforms in China. In the legal globalization, China was apparently the recipient or borrower of foreign legal ideas including ideas about labor legislation. These ideas inspired the Chinese to build a new legal system concerning labor.

This article seeks to elucidate the recent changes to the Chinese military by examining the new characteristics of the People’s Liberation Army (PLA) and its newly adopted approaches for modernization between 2003 and 2008. It includes diachronic discussions to explore various social and political factors for the changes, domestic and international constraints on the implementation of military modernization, and the outcomes of these endeavors. The main findings indicate that the Chinese military has changed its main feature as two important transitions have emerged: first, the PLA has been transformed from a manpower intensive army to a technology oriented force; and …

An Emerging South-South Coalition Strategy: China, Africa And Latin America, Tricia Gray

Concomitant with the astronomical rise of China in international politics, there has been an increased frequency and intensity of foreign relations between Global South states. This research attempts to, first, illuminate these largely overlooked foreign policy activities, and, second, to evaluate the implications of the trends. A South-South strategy is based on improving the position of developing countries in multilateral organizations, struggling against international marginalization, enhancing economic and technical cooperation, and challenging hegemonism and imperialism. This study concludes that a South-South coalition framework is a useful model for understanding Global South states’ foreign policy behavior and for addressing future conflicts.

Many economic development practitioners view cluster theory and analysis as constituting a general approach to strategy making in economic development, which may lead them to prioritize policy and planning interventions that cannot address the actual development challenges in their cities and regions. This paper discusses the distinction between strategy formation and strategic planning, where the latter is the programming of development strategies that are identified through a blend of experience, intuition, and analysis. The stories were part of a larger project funded in part by the National Center for Media Engagement. Members of minority groups have higher rates of disease, poorer health, and more limited access to care than their white counterparts. They account for half of the uninsured population and 58% of the low-income uninsured population. Even when they have coverage, minority patients are at risk for receiving lower-quality medical and surgical care than white patients. The factors underlying these inequities are complex and go far beyond the health care system,but any meaningful reform must, at a minimum, confront disparities in care. While Medicaid and the Children's Health Insurance Program (CHIP) have become increasingly important sources of health coverage for low-income children in all racial and ethnic groups, the program plays an especially large role for children of color, who are more likely than white children to be low-income. In 2007, Medicaid and CHIP covered nearly one in five white children, but roughly two in five African American and Hispanic children.

This paper examines the policy process for the implementation of a by-law to restrict or limit the number of cats in a household in Owen Sound. An analysis of the policy process and the identified problem was conducted, in addition to a consideration of the external factors that influence the municipal policymaking process and a survey of other small urban municipalities to determine if they had encountered a similar problem and considered implementing a similar by-law.
