This chapter discusses statebuilding within the context of post-conflict reconstruction and development in Africa. It outlines the policies and practices of, first, the African Union (AU) and then the Economic Community of West African States (ECOWAS), and explores how these are implemented in fields of political governance, security sector reform, economic reform, and social justice. These areas are crucial to any effective or comprehensive statebuilding process; if they are not adequately addressed, there is a risk of the country concerned reverting to conflict. Early Public Impressions Of Terrestrial Carbon Capture And Storage In A Coal-Intensive State., Rachel Krause

While carbon capture and storage (CCS) is considered to be critical to achieving long-term climate-protection goals, public concerns about the CCS practice could pose significant obstacles to its deployment. This study reports findings from the first state-wide survey of public perceptions of CCS in a coal-intensive state, with an analysis of which factors predict early attitudes toward CCS. Nearly three-quarters of an Indiana sample (N=1,001) agree that storing carbon underground is a good approach to protecting the environment, despite 80% of the sample being unaware of CCS prior to participation in the two-wave survey. Young Professionals As Ambivalent Change Agents In New Orleans After The 2005 Hurricanes, Renia Ehrenfeucht, Marla Nelson

After the 2005 hurricanes, newcomers arrived in New Orleans to help rebuild the city. The influx of one identifiable group, young professionals and postgraduates, raised hopes and concerns that New Orleans would gentrify. Based on semistructured interviews with 78 young and mid-career professionals, this paper examines how the young professionals approached an ambivalent situation where they were working to rebuild a better city while retaining its distinct cultural qualities, given that their presence itself contributed to the cultural change. Advocates of Army Leader Development Strategy (ALDS) and the liberal arts share the same goal: cultivation of “agile, adaptive, and innovative” people. Yet, the Army does not have an implementation plan for cultivating these attributes, and its Professional Military Education (PME) institutions do not offer an expansive liberal arts education. Given the contemporary operational environment, any plan to develop critical and creative thinkers must include an appreciation of complex socio-political dynamics. Mountaintop removal is a form of mining that has major effects on the ecology and people of central Appalachia. The practice has been gaining increasing attention from the EPA and popular cultural sources as an environmental justice issue. Recent decisions by the EPA incorporate an environmental justice analysis as contextualization, but the perspective provided is problematic. This Article compares the way that the social and cultural context of mountaintop removal has been framed in judicial opinions and EPA documents to understand how legal documents understand and perpetuate the conflicts related to mountaintop removal. Bureaucratic Advocacy And Ethics: A State-Level Case Of Public Agency Rulemaking And Tobacco Control Policy, Michael S. Givel

Before 2001, the Oklahoma Department of Health achieved little to protect the public from the dangers of secondhand tobacco smoke. In an ongoing effort between 2000 and 2003, the department joined with health groups to lobby for stronger requirements, resulting in a new Oklahoma administrative rule in 2002 and legislation in 2003 regulating secondhand tobacco smoke. This action was congruent with the American Society of Public Administration's Code of Ethics for interactive democratic policymaking, in which administrators are required to serve the public interest with compassion, benevolence, fairness, and optimism.
