The two main ethnocentric proposals for a federal structure –9 ethnic enclaves [CPN (M)] and the 1000 KM long east-west narrow corridor(s) [e.g., Madhesi parties’ demand for a single Terai state] as state(s)— are the two formal proposals that have drawn much attention of the lawmakers. Many, including this author, are of the view that the restructuring of the state needs to go beyond the cultural sentiment to incorporate many other issues such as: ecological interdependence, economy of scale, ethnic harmony, and comparative resource endowments. Monitoring Contracted Provider Service Delivery In The Hollow State: Understanding Barriers Preventing Proper Use Of Service Monitoring Tools, Kristina T. Lambright

The article discusses the barriers that prevent a contracted provider from using service monitoring tool, any source of information used by a government agency to monitor service inputs, outputs, and outcomes that a contracted provider is required to give to a government agency. A motivation barrier exists when the contracted provider is unwilling to use the tool properly. In addition, an ability barrier exists when the contracted provider lacks the resources or skills to use to tool.

Changes in nonprofit accounting standards and practices have spearheaded a quiet revolution in financial management practice in social agencies and the delivery of human services during the past three decades. These changes have gone hand-in-glove with other changes in the political arena to dramatically transform the ways in which human services are organized and delivered. At the core of this transition has been the movement from fund to enterprise accounting, together with such larger political developments as the expansion of grant-based relations with government into the performance management environment of purchase of service contracting.
