This Technical Bulletin provides information about the Immigration Reform and Control Act of 1986. The act was intended to further control the influx of illegal aliens into the U. S. through increased border enforcement. The act also prohibits employment of illegal aliens and aliens, such as tourists, who legally enter the country, but are not authorized to be employed here.

This Technical Bulletin discusses a Budget Reconciliation Bill designed to reduce the federal budget deficit by raising eighteen (18) billion dollars in the next three (3) years. The reconciliation legislation included a provision that required all state and local government employees hired after April 1, 1986 to be covered by the Medicare portion of the Social Security Tax. The new bill required both employers and employees to pay a tax of 1.45% on the first $42,000 of income earned by an employee.

The Pretreatment Enforcement Act of 1987 (Public Chapter No. 111) amended Tennessee Code Annotated, Title 69, Chapter 3, Part 1 to expand the enforcement powers of owners of publicly owned sewage treatment facilities which are required to adopt and enforce pretreatment programs for sewage.

In April, 1986, Tennessee Code Annotated, Sections 7-63-201 through 7-63-204 became effective, authorizing municipalities to appoint enforcement officers by resolution or ordinance to issue ordinance summonses in the areas of sanitation, litter control, and animal control. On November 6, 1986, the President signed into law immigration reform legislation. The new law (P.L. 99-603, "Immigration Reform and Control Act of 1986" ) makes it unlawful for any person knowingly to hire, recruit or refer for a fee any alien not authorized to work. It also requires that employees comply with the employment verification system as outlined by the law.
