An Analysis Of The Use Of Special Masters For Assuring Compliance With Judicial Decrees In Corrections Litigation, Richard J. Liles

The purpose of this study was to analyze the recent practice of judges appointing remedial special masters to oversee the implementation of consent decrees and court orders. These orders are a response to the spate of inmate suits demanding compliance with the constitutional guarantees provided in the Fourth, Eighth, and Fourteenth Amendments. As more courts have become involved in adjudging the constitutionality of conditions in correctional institutions, there has been a trend toward the judge becoming a quasi-manager in assuring compliance with the court's orders. The purpose of this study has been to make some contribution toward an understanding of the United States Department of Labor's (USDOL) JTPA Title IIA performance standards models and their policy implications. The major objective of the study has been to construct, evaluate, and document short-run econometric models which would be available for policy analysis and ex ante forecasting. The consequences of job training programs may have important effects on participants and the manpower service delivery system--hence, this study of the relationship between program activities and their consequences.

Property Rights And Hospital Behavior Under Drgs : An Examination Of Nonprofit, Government, And Forprofit Sectors, Elizabeth M. Andal Sorrentino

This study compares nonprofit, government, and forprofit hospitals in South Florida. Property rights arrangement is defined as rights to residual profits in the forprofit hospitals, and the tax-exemption status on the part of nonprofit and government hospitals with obligations to serve charitable purposes in the public interest. This dissertation derives and tests implications about differences in behavior in the context of efficiency, equity, and quality of care delivered in nonprofit, government, and forprofit hospitals.

This Technical Bulletin discusses a Budget Reconciliation Bill designed to reduce the federal budget deficit by raising eighteen (18) billion dollars in the next three (3) years. The reconciliation legislation included a provision that required all state and local government employees hired after April 1, 1986 to be covered by the Medicare portion of the Social Security Tax. The new bill required both employers and employees to pay a tax of 1.45% on the first $42,000 of income earned by an employee.

Despite the progress made by the Commonwealth in the area of elder services, a significant portion of this population continues to live in dire need.
