The author discusses the necessity of communications in a business setting. She cited the implementation of Plain Talk by the Annie E. Cassey Foundation which proves the fact that policy works best when decision makers, community residents and citizen customers communicate effectively. She also revealed that to surely achieve success in the business, it is suggested to never underestimate the emotional power of human nature and build a sense of community through continual communication.

Can Organizations Meet Thetest Of Transforming Leadership?, Gill Robinson Hickman

My subsequent writing in this area takes his definition of transforming leadership from the political context and applies it to formal organizations. Transforming organizational leaders shape collective purpose and developmental processes within the organization that adapt to some social changes and promote others. Though leadership scholars have previously adapted Burns's concept and incorporated it in leader-follower relationships (Bass 1985; Bennis and Nanus 1985; Tichy and Devanna 1986; Bass, Avolio, and Goodheim 1987; Bass, Waldman, Avolio, and Bebb 1987), my work attempts to infuse organizations with Burns's imperative to link leadership with "collective purpose and social change (Burns 1978:3).

In March 2006, the National Policy Consensus Center (NPCC) and the United States Environmental Protection Agency (US EPA) co-hosted a multi-stakeholder Colloquium to consider whether collaborative approaches would allow Supplemental Environmental Projects (SEPs) to leverage environmental, public health, economic, and social benefits for communities affected by environmental law violations. A SEP is an environmentally beneficial project that a violator voluntarily agrees to perform, in addition to actions required to correct the violation(s), as part of an enforcement settlement.
Colloquium participants explored the benefits of expanding the SEP process to incorporate multisector, community-based collaborations in the selection, design, and/or implementation of …

Collaborative governance is the process of public, private, and non-profit sectors jointly developing solutions to public problems.
This process—convening people from different sectors to work together on a shared issue—can yield the best solutions to public problems. Research and experience show that solutions created in a collaborative governance process are “better informed, stronger in concept and content, and more likely to be implemented,” according to Terry Amsler, Director of the Collaborative Governance Initiative.
These solutions go beyond what any one sector could achieve on its own. They are more lasting and effective than solutions from traditional approaches. They are more …

A dynamic civil society is essential to a functioning democracy. After the fall of the Soviet Union there was hope that Russia could create a robust civil society to compliment its burgeoning democracy, but 15 years after the fall neither occurrence appears to be the case. Instead of an open society, Russian civil society faces challenges of oppression, threats of violence, an overbearing bureaucracy, and a constitution open to interpretation. The following research outlines some of the obstacles facing Russia’s civil society and addresses how the government is restricting civil society functions.

The Theory Disconnect: Reconciling Theories Of Justice, Ethics, And Morality With The Practice Of Public Administration, Alexander Delorey

This paper examines the disconnect between theories of good public administration and the actual practice of public administration. An analysis of the relationship between theory of all types and the practice of public administration – with a specific focus on the apparent discrepancy between theories of justice and the field – is conducted. The findings reveal that the on-the-ground practice of public administration is not governed by justice, ethics, and morality but rather by professional guidelines and norms.

This paper assesses the relative performance of the council-manager versus the two predominant political models of government in Connecticut: Mayor-Council and Selectman forms of government. All three will be assessed in terms of their capability to provide for greater efficiency in Connecticut’s municipalities.

This analysis is presented on urban sustainability through the use of "green building" in the City of Las Vegas, Nevada. This paper discusses the current practices used by the City of Las Vegas and compares them to the top 5 sustainable cities throughout the United States (as identified by the U.S. Green Building Council). Through comparison of nationwide initiatives and policies, this paper outlines recommendations the City of Las Vegas can adopt to increase their position as one of the leading sustainable cities.

Digital government, encompassing output-focused e-government (delivering services online) and outcomes-focused e-governance (developing ICT-enabled citizen interaction and participation) has been proposed as the next step in online interaction between government and its citizens. Local government is still coming to grips with providing a mechanism for implementation of both facets of digital government, particularly those of e-governance. The Local Digital Government Framework (LDGF) was developed in this study to incorporate the citizen-centric focus of e-governance, facilitating the move from the organisational, New Public Managementbased focus of e-government. This study is concerned with the judicial implementation of the revised family code in Addis Ababa, Ethiopia. The revised family code pertains to the family courts of Addis Ababa which are situated at the lower level of government structure. These courts have a public mandate and are the legitimate public forums wherein to authorize the implementation of the provisions of the code. Open-ended interviews were conducted with judges, attorneys and people affiliated with gender advocacy institutions. The results show that the revised family code contains both strengths and weaknesses. The strengths include the observation that the application of the revised …

The purpose of this study is to provide a detailed examination and analysis of neighborhood satisfaction determinants among residents living within defended and defensible gated communities in the United States. The study considers whether there are significant differences in the determinants at national or regional levels and whether there are significant differences within the components of individual household characteristics, neighborhood quality characteristics, or both.
