The global recession stemming from the COVID-19 pandemic had a significant impact on the public sector of the U.S. economy. Specifically, reduced tax revenues from a dramatic decline in economic activity and increased demand for public services resulted in new and increased job demands for public sector employees (Eggers et al., 2020). Natural hazards caused by the alteration of weather patterns expose populations at risk, with an outcome of economic loss, property damage, personal injury, and loss of life. The unpredictability of disasters is a topic of concern to most governments. Disaster policies need more attention in aligning mitigation opportunities with disaster housing recovery (DHR). Sino-American bilateral trade relations have increased significantly in the past four decades since China started its economic reforms in 1978. The bilateral expansion in trade has been accompanied by increased complexity and tensions, which emerged in the form of a trade war during the President Trump administration. After a series of tit-for-tat tariff increases, in an attempt to address concerns through negotiations, both sides reached a Phase One agreement. Collaborative leadership is a critical component in emergency management and resilience. Although cross-sector leadership is considered compulsory in the management of many disasters, the skills and competencies for successful execution of collaborative leadership approaches in emergency management and resilience are still largely unknown, especially as it pertains to the COVID-19 pandemic response. The effects of Hurricane Katrina and other natural disasters have increased the focus on nursing homes, particularly nursing home emergency preparedness. Nursing home administrators and direct care employees have described the challenges faced when responding to an emergency event. Due to numerous emergency preparedness insufficiencies, requirements were implemented to protect the vulnerable population of older adults who reside in nursing homes. In 2016, the Centers for Medicare & Medicaid (CMS) added specific emergency preparedness requirements to the existing fire safety requirements for regulated nursing homes.
