The global recession stemming from the COVID-19 pandemic had a significant impact on the public sector of the U.S. economy. Specifically, reduced tax revenues from a dramatic decline in economic activity and increased demand for public services resulted in new and increased job demands for public sector employees (Eggers et al., 2020). Emergency management is a key government function for mitigating risks and reducing the impacts of disasters. Emergency management leaders play a critical role in preparing for and responding to disasters whose impacts are exacerbated by a pandemic. Using the example of the compound threat of hurricanes and the COVID-19 pandemic, this qualitative research uses insights from emergency management professionals to describe collaborative approaches and leadership skills that help balance the needs for stability and flexibility. Sino-American bilateral trade relations have increased significantly in the past four decades since China started its economic reforms in 1978. The bilateral expansion in trade has been accompanied by increased complexity and tensions, which emerged in the form of a trade war during the President Trump administration. After a series of tit-for-tat tariff increases, in an attempt to address concerns through negotiations, both sides reached a Phase One agreement. The effects of Hurricane Katrina and other natural disasters have increased the focus on nursing homes, particularly nursing home emergency preparedness. Nursing home administrators and direct care employees have described the challenges faced when responding to an emergency event. Due to numerous emergency preparedness insufficiencies, requirements were implemented to protect the vulnerable population of older adults who reside in nursing homes. Coastal vulnerability can be considered a wicked problem in society. Wicked problems are hard to define and solve and have broad social, economic, and environmental impacts.
