Normalmente, somos crítico do Presidencialismo. Mas o nosso sistema parlamentarista tem um problema também: o da qualidade dos nossos representantes. O texto ficcional proposto encena as angústias de um parlamentarista que entende a política como um clubismo, mas que mesmo assim precisa de ir digerindo as escolhas das máquinas partidárias para candidatos a deputados. Obviamente tal não pretende levar água nem ao moinho dos que pretendem reduzir o seu número, tornando o parlamento numa sensaboria bicolor, nem dos que gostariam de círculos uninominais, em que seria eleitos candidatos mediáticos ou caciques locais.

This paper shows how Hannah Arendt’s disturbing notion of superfluousness and her critique of human rights are highly applicable to the problems globalization has brought to the U.S.-Mexico border region and beyond, with worrying consequences. In theory, ‘inalienable’ human rights form a safety net to catch those whose governments fail to afford them political rights. But, as Arendt pointed out, such minimum rights only function if one’s state is willing and able to guarantee them. For her, stateless persons are deprived of both a territory and of occupying a ‘niche in the framework of the general law.’ They are thus …

The force of a constitution, like the force of all enacted law, derives, in significant part, from the circumstances of its enactment. Legal and political theory have long recognized the logical necessity of a “constituent power.” That recognition, however, tells us little about what is necessary for the successful enactment of an enduring constitution. The status of citizenship and the rights extended to non-citizens are among the most contentious and hotly-debated political issues in numerous Western polities. Some scholars, most notably Seyla Benhabib, have deemed the contemporary changes a ‘disaggregation of rights claims’, in which the interplay between ideals of particularism and universalism lead to an ‘unbundling’ of civil, political, and social rights with formal national membership. Yet this theoretical framing harbors deficiencies which complicate our understanding of the contemporary politics of immigration. Of all the magical monsters in Harry Potter, boggarts are interesting both for the narrative function they perform, and for how they emphasize the complex relation between identity and violence in international politics. In this paper I show that the Potter series illuminates how globalization has transfigured our conceptions of collective identity and violence—to the point where conventionally accepted theories of international relations are having trouble dealing with them. Boggarts arouse our deepest fears, and amorphously shape-shift according to those fears. Consequently, no one knows what a boggart really looks like—adding to our insecurities. Diferentemente dos outros grandes proponentes da chamada “Pátria Grande”, e graças em parte à sua longa experiência de etnógrafo, Ribeiro reservou um lugar de destaque para os povos indígenas na sua conceituação de uma “federação de estados latino-americanos meridionais”.
