Preventive deployment as a conflict prevention tool has not recurred in the past several decades, despite the broadly acclaimed success of the United Nations Preventive Deployment in Macedonia, UNPREDEP 1995-1999, and of its predecessor missions, UNPROFOR/Macedonia, and UNPROFOR/M 1992-1995.

This essay examines the historical context that led to Pope John XXIII’s proposal for a global “public authority” in his April 11, 1963, encyclical letter, Pacem in Terris (Peace on Earth). The catalyst for this letter was the Cuban Missile Crisis that occurred between October 22 and October 29, 1962. The weaponization of rape in International Relations is often analyzed through the lens of Realism, focusing on cases where rape is systematically used as a tactic of war by enemy combatants or as “spoils of war”. This phenomenon is evidenced by high-profile incidents in World War II Japan (1941), Cambodia (1975), Guatemala (1978), Bosnia (1992), and Rwanda (1994).
