ABSTRACT This paper attempts to seek and examine a balance between the political obligation (rights of the governed and duties of government) in democratic governance. Political obligation is two sided, namely, obligation on the part of government and obligation on the part of governed. The paper argues that this is the effective process by which the EU successfully exports European governance to the CEEC without overtly pressuring states. First, this paper will discuss the type of organisation of sovereignty (the model of federalism) in the EU in order to outline the peculiar institutional elements that enable the EU to export its model of governance in its expansion. EU expansion enhances statehood (understood both in terms of policy autonomy and governance capacity) in the applicant countries at the same time that it exports its own substantive form of governance. ABSTRACT This paper discusses various salient issues that relate and led to the disablement of traditional political institution in Nigeria. These include the colonial subjugation, vilification by the combined forces of western influence-Christianity and western education, and finally the defilement by some of the contemporary occupants of these institutions. It highlights the vicissitudes that the institution has experienced over the years from the advent of colonialism to the present and the effect of some of the status and operation in the institution. These, among others, are what the paper seeks to bring to the fore.

This article discusses issues involved in the management of the Lower Fraser Valley (LFV) airshed, which straddles the border of Washington State and British Columbia. Many factors influence the management of the airshed, including geography, asymmetric patterns of growth, and differing regulatory contexts. There have been episodes of controversy associated with airshed management, with the greatest recent controversy centered around a 1999 proposal to build an electric generation facility in Sumas, Washington. The Arar case is particularly significant because of the intense publicity, debate, and mobilization that it has engendered in Canada. This article analyzes how local stakeholders along the Canada – U.S. border are increasingly involved in binational governance of water. The article highlights the growing influence of regional, multi-jurisdictional organizations such as the Washington – B.C. Shared Waters Alliance, as well as the changing role of long-standing supranational institutions such as the International Joint Commission. Particular emphasis is given to the topic of the relative institutional capacity of local groups within multi-jurisdictional, international structures. The article concludes with remarks that can guide public policy on local involvement in transboundary water issues.
