Management and governance systems should ideally match the nature of the natural environment and the range of human uses. Today’s ocean and coastal governance system is made up of singular laws and government agencies, the product of years of evolution. This system was never intended to reflect the complexities of the marine ecosystem and varied human uses of marine resources. The resulting “silo-ed” management system has never worked particularly well, but as we face a rapidly changing Gulf of Maine, and accompanying changes in uses, this system’s limitations are increasingly obvious. This study examines the effects of China's zero-covid policy on its economy and investigates whether the policy reflects a broader shift in the country's development paradigm. Employing a mixed-methods approach, we analyze key macroeconomic indicators, conduct case studies of strict lockdowns, perform textual analysis of official documents, and apply the concept of fragmented authoritarianism to explore the relationship between central and local governments. The findings indicate that while the zero-covid policy has had negative economic repercussions, China's response does not signify a major departure from its pre-pandemic development paradigm. Toward A New Political Project: Resetting By Reconceptualizing, Scherto Gill

This article starts by pointing out that existing proposals to confront the failures of democracy tend to be limited to tackling the symptoms of the current dysfunctional system rather than offering meaningful alternatives to transform the system. It then suggests that a total reset is required and offers an innovative theoretical framework, to conceptualize the new political project, that can transcend the existing impasses. It further argues that such a framework ought to consist in four fundamental, interdependent, and mutually reinforcing principles: (1) equal primary, non-derivative value of all persons; (2) non-instrumentalization of persons; (3) well-being of all as a …

Natural hazards caused by the alteration of weather patterns expose populations at risk, with an outcome of economic loss, property damage, personal injury, and loss of life. The unpredictability of disasters is a topic of concern to most governments. Disaster policies need more attention in aligning mitigation opportunities with disaster housing recovery (DHR). The COVID-19 pandemic is viewed as both an unprecedented challenge and an impetus for digital transformation. During the pandemic, a “new normal” discourse emerged predicting a surge in digitization that would radically and permanently change organizations. This paper examines how the pandemic has affected municipal governments through case studies of the City of Windsor, City of Kitchener, and City of Burlington. It compares how each city adapted to the pandemic through digitization and investigates if such changes have transformed citizen participation and governance in the cities under study. “Negative partisanship,” most basically defined as the phenomenon whereby Americans largely align against one party instead of affiliating with the other, has grave implications for democracy: it has already affected productivity in Congress, the acceptance (rather, lack thereof) of election results (e.g. 2016), and watered down the importance of ideology in American politics. Parsing the independent variables that influence negative partisanship is vital in combating its detrimental effects, and this project proposes satire as a possibility. This report describes the aggregate results from a series of interviews conducted with decision makers involved in governance of the Chesapeake Watershed. Interviews began in June and ended in December of 2021. Information collected will be combined with other data to create and then test a computer model to predict likely policy changes under a range of future scenarios. It is part of a larger project funded by the National Science Foundation called Modeling the Dynamics of Human and Estuarine Systems with Regulatory Feedbacks (Award #2009248). The COVID-19 pandemic created an unprecedented need for governance by a multiplicity of authorities. The nature of the pandemic—globally communicable, uncontrolled, and initially mysterious—required a coordinated response to a common problem. But the pandemic was superimposed atop our decentralized domestic and international governance structures, and the result was devastating: the United States has a death rate that is eighteenth highest in the world, and the pandemic has had dramatically unequal impacts across the country. COVID-19’s effects have been particularly destructive for communities of color, women, and intersectional populations.

Most people associate ownership with the ability to control something. In the USA, employee share (or stock) ownership plans (ESOPs) are one of the principal forms of employee ownership. However, most ESOPs give employees very limited rights of control over the company they own. This paper explore this conflict by examining theories of property and ownership to determine whether the right to participate in decision-making is inherent in the idea of ownership as it is generally understood. Comprised of three essays, my dissertation is linked by a common focus: the relationship between state or local governance arrangements and inequality or facets of social equity. I draw upon a range of literatures to motivate my research questions and inform my methodologies—welfare and social policy, public economics, intergovernmental relations, public finance and management.

The United Nations Convention on the Rights of the Child (United Nations General Assembly, 1989) accords all young people the right to be heard and make decisions on matters affecting them. Despite the fact the United States remains the only country in the world not to have ratified this document, a number of American cities have nevertheless begun to engage young people in community decision-making (e.g., in neighborhood associations or community boards). Thomas Middleton and the Plural Politics of Jacobean Drama represents the first sustained study of Middleton's dramatic works as responses to James I's governance. Through examining Middleton’s poiesis in relation to the political theology of Jacobean London, Kaethler explores early forms of free speech, namely parrhēsia, and rhetorical devices, such as irony and allegory, to elucidate the ways in which Middleton’s plural art exposes the limitations of the monarch’s sovereign image. This fact sheet explores voting data of 1,407,761 Nevadans who participated in the 2020 election through in-person early, mail-in, absentee, or election day voting. The Secretary of State publishes the outcomes of each race, and results are broken down by county. Voting data are displayed as raw vote totals and percent shares of the total vote. Also included are data on the number of voters who declined to vote on each of Nevada’s five ballot questions. These data are calculated by subtracting the “yes” and “no” votes for each ballot measure from the total number of ballots cast both statewide …

Numerous missions planned for the next decade are likely to target a handful of small sites of interest on the Moon's surface, creating risks of crowding and interference at these locations. The Moon presents finite and scarce areas with rare topography or concentrations of resources of special value. Locations of interest to science, notably for astronomy, include the Peaks of Eternal Light, the coldest of the cold traps and smooth areas on the far side. Myriad challenges regarding earth's common spaces, those unregulated by sovereign state authorities, mount and intensify as resources diminish and competition for commercial, scientific and security advantages increases; the pollution and degradation of those spaces simultaneously expands. Threats to the global commons complicate efforts to achieve international consensus which impedes attempts to develop effective governance. This paper examines the consequences of powerful political connections for local governments. We find that governments located within the constituencies of, and thus connected to, powerful congressional members reduce their stewardship over public resources. Using plausibly exogenous declines in the power of congressional representation, we show that the effect is causal. To better understand why connected local governments can reduce stewardship, we study electoral characteristics. Our findings suggest that the increased resources that come with powerful congressional representation allow local‐government officials to reduce stewardship without material adverse effects on their reelection prospects. This study addresses civil society and the state’s shifting approach towards the incorporation of youth in governmental decision-making since the 1990s, and the recent ascendance of youth voice councils as a method of civic engagement. It uses the New York City Youth Leadership Council Initiative and the Borough Student Advisory Councils as case studies.
