A growing body of evidence reveals that people of color and low-income persons have borne greater environmental and health risks than the society at large in their neighborhoods, workplace, and playgrounds. Over the last decade or so, grassroots activists have attempted to change the way government implements environmental, health, and civil rights laws. Grassroots groups have organized, educated, and empowered themselves to improve the way government regulations and environmental policies are administered. Releasing The Fetters: Parties And The Mobilization Of The African-American Electorate, Peter Wielhouwer

One of the most important functions of political parties is mobilizing the electorate during campaigns in order to help the party and its candidates win elections. To this end, the parties seek out particular types of potential voters, and this research assesses the efforts of the parties to mobilize African-Americans. Using the 1952–96 American National Election Studies and the 1996 National Black Election Study, I examine long-term patterns of party canvassing, bivariate effects of the party canvass on voting rates, and effects of the parties' activities on black voters in 1996. The relationship between Eastern Europe and democratisation studies so far has been highly asymmetric. In contrast to the vast contribution, both in data and theory, of Eastern Europe to the democratisation literature, the latter has been of only modest use to the understanding of the democratisation processes in post communist Europe.
