Evident in human prehistory and across immense cultural variation in human activities, symmetry has been perceived and utilized as an integrative and guiding principle. In our long-term collaborative work with Indigenous Knowledge holders, particularly Yupiaq Eskimos of Alaska and Carolinian Islanders in Micronesia, we were struck by the centrality of symmetry and measuring as a comparison-of-quantities, and the practical and conceptual role of qukaq [center] and ayagneq [a place to begin]. They applied fundamental mathematical principles associated with symmetry and measuring in their everyday activities and in making artifacts. Even though countries in Central Asia and Indonesia seem to be unrelated, both actually have experienced authoritarian regime and implemented decentralization system after that regime collapsed. Nevertheless, decentralization along with non-authoritarian regime does not automatically bring the desired good result since a new authoritarian regime based on decentralization appears. As a result, the citizens long for the welfare of the centralism system. Before talking further about the comparison of both regions, it is better to have a good understanding of each region.

For extending the applications of structure-from-motion (SfM) photogrammetry in river flumes, we present the main challenges and methods used to collect a large dataset ( > 1000 digital elevation models, DEMs) of high-quality topographic data using close-range SfM photogrammetry. Automatic target detection, batch processing, and considerations for image quality were fundamental to the successful implementation of the SfM technique on such a large dataset, which was used primarily for capturing details of gravel-bed braided river morphodynamics and sedimentology. While the applications of close-range SfM photogrammetry are numerous, we include sample results from DEM differencing, which was used to quantify morphology change …

Public surveys are predominantly used when forecasting election outcomes. While the approach has had significant successes, the surveys have had their failures as well, especially when it comes to accuracy and reliability. As a result, it becomes challenging for political parties to spend their campaign budgets in a manner that facilitates the growth of a favorable and verifiable public opinion. Consequently, it is critical that a more accurate methodology to predict election outcome is developed. The investigation is an enlargement of a study outlined February, 1926, by the late state engineer, Wilbur F. McClure, and cooperating agencies. The purpose of this paper was to summarize the 1987-1992 drought in the context of agriculture and water in California, to examine the types of response that farmers and institutions could and did use, and to draw lessons from that experience. California would be challenged as it grappled with population growth and environmental concerns. The Pajaro Valley Water Management Agency (PVWMA) must deal with issues of both water supply and water quality. Managing water resources for agricultural and municipal users requires maintaining a reliable water supply to meet growing demands while preventing ground-water overdraft and the related degradation of water quality. Important regional water-quality concerns include increased nitrate concentrations and seawater intrusion.
