The Old Woman Creek National Estuarine Research Reserve, Ohio Department of Natural Resources Coastal Management Program, and Ohio Sea Grant College Program (the Partners) are developing a comprehensive Coastal Training Program (CTP) to assist Ohio’s coastal decision-makers. Satellite Evidence Of Hurricane-Induced Phytoplankton Blooms In An Oceanic Desert, S. M. Babin, J. A. Carton, T. D. Dickey, J. D. Wiggert

The physical effects of hurricanes include deepening of the mixed layer and decreasing of the sea surface temperature in response to entrainment, curl-induced upwelling, and increased upper ocean cooling. However, the biological effects of hurricanes remain relatively unexplored. In this paper, we examine the passages of 13 hurricanes through the Sargasso Sea region of the North Atlantic during the years 1998 through 2001. Remotely sensed ocean color shows increased concentrations of surface chlorophyll within the cool wakes of the hurricanes, apparently in response to the injection of nutrients and/or biogenic pigments into the oligotrophic surface waters. Reconstructability analysis (RA) dates back to the pioneering work of Ashby in the mid-1960s. In the 1970s and 1980s, RA was the subject of very active research in the systems community. It receded for a time as a focus of activity, but the special issue of the International Journal of General Systems in 1996 on the General Systems Problem Solver and the special IJGS issue in 2000 on Reconstructability Analysis in China marked the renewal of interest in this area. We are implementing a unified cognitive architecture for a mobile robot. Our goal is to endow a robot agent with the full range of cognitive abilities, including perception, use of natural language, learning and the ability to solve complex problems. The perspective of this work is that an architecture based on a unified theory of robot cognition has the best chance of attaining human-level performance.

This agent architecture is an integration of three theories: a theory of cognition embodied in the Soar system, the RS formal model of sensorimotor activity and an algebraic theory of decomposition and reformulation.

Despite a residual popular temptation to see the posts of cultural analysis as signs of temporal closure, the logic of global visual media is strengthening, not weakening, metaphors of visibility which remain intact from the Enlightenment. Here I describe a stand-off between post-Enlightenment critiques (as in some sectors of Cultural Studies) and a narrow power base which is defined by producing light and managing the very conditions of visibility. The goal of this project was to utilize the tools of machine learning to evaluate the data obtained through experiments in psychology. Advanced pattern finding algorithms are an effective approach to analyzing large sets of data, from any domain of science. Consequently, we have a psychological question and hypothesis, and a separate machine learning technique to assess these claims. G-Portal is a Java-based digital library system for managing the metadata of geography related resources on the Web. In addition to providing a flexible repository subsystem to accommodate metadata of different formats using XML and XML Schemas, G-Portal organizes metadata into projects and layers, and supports an integrated and synchronized classification and map-based interfaces over the stored metadata. G-Portal also includes a classification subsystem that creates category structures and classifies metadata resources into categories based on user-specified classification schemas. Bayesian methods have been efficient in estimating parameters of stochastic volatility models for analyzing financial time series. Recent advances made it possible to fit stochastic volatility models of increasing complexity, including covariates, leverage effects, jump components, and heavy-tailed distributions. However, a formal model comparison via Bayes factors remains difficult. The main objective of this article is to demonstrate that model selection is more easily performed using the deviance information criterion (DIC). It combines a Bayesian measure of fit with a measure of model complexity. Meriwether Lewis and William Clark undertook their journey with the Corps of Discovery in 1804-1806 in order to explore the area that the United States had purchased from France in 1803. Then known as Louisiana, this region included almost everything west of the Mississippi to the continental divide. In order to find the best route across the continent, President Thomas Jefferson charged Lewis with following the Missouri River to its headwaters and then locating rivers flowing down the west side of the Rocky Mountains to the Columbia River and into the Pacific Ocean. Semantics is seen as the key ingredient in the next phase of the Web infrastructure as well as the next generation of information systems applications. In this context, we review some of the reservations expressed about the viability of the Semantic Web. We respond to these by identifying a Semantic Technology that supports the key capabilities also needed to realize the Semantic Web vision, namely representing, acquiring and utilizing knowledge. This discussion paper has been prepared to provide information to assist in assessment of the possible impact of the translocation of golden perch (Macquaria ambigua), Murray cod (Maccullochella peelii peelii) and Australian bass (Macquaria novemaculeata) into and within Western Australia, for the purposes of recreational stocking, domestic stocking, commercial and non-commercial aquaculture. In assessing the translocation of any aquatic species, economic and social benefits must be balanced with biological and environmental risks.

The automatic clustering algorithms are known to work well in dealing with clusters of regular shapes, e.g. compact spherical/elongated shapes, but may incur higher error rates when dealing with arbitrarily shaped clusters. Although some efforts have been devoted to addressing the problem of skewed datasets, the problem of handling clusters with irregular shapes is still in its infancy, especially in terms of dimensionality of the datasets and the precision of the clustering results considered. Not surprisingly, the statistical indices works ineffective in validating clusters of irregular shapes, too. We address the problem of clustering and validating arbitrarily shaped clusters with …

Workshop on Directional Drilling in the Rocky Mountain Region (November 13)

The Rocky Mountain region is seeing a large increase in the amount of exploration and production of oil and gas resources. Many people are interested in the use of directional and horizontal drilling technology but not much is understood about these technologies outside of the oil and gas industry. Many hold out the promise that directional drilling can minimize environmental impacts and the footprint of development. The technological, environmental, legal and policy implications of directional drilling for oil and gas in the Rocky Mountain region are the focus of this workshop.
