For 100 years, the Antiquities Act has been used by nearly every President in the 20th century to set aside and protect lands threatened with privatization and development. The list of lands first protected under the Antiquities Act – and that might never have been protected without it – is truly remarkable. Many of our most treasured national parks including the Grand Canyon, Olympic, Zion, Arches, Glacier Bay, and Acadia, began as national monuments. All told, Presidents have issued 123 proclamations setting aside millions of acres of land under the Antiquities Act.

Effectiveness measures provide decision makers feedback on the impact of deliberate actions and affect critical issues such as allocation of scarce resources, as well as whether to maintain or change existing strategy. Currently, however, there is no formal foundation for formulating effectiveness measures. This research presents a new framework for effectiveness measurement from both a theoretical and practical view. First, accepted effects-based principles, as well as fundamental measurement concepts are combined into a general, domain independent, effectiveness measurement methodology. With the rising popularity of Web services, both academia and industry have invested considerably in Web service description standards, discovery, and composition techniques. The standards based approach utilized by Web services has supported interoperability at the syntax level. However, issues of structural and semantic heterogeneity between messages exchanged by Web services are far more complex and crucial to interoperability. We present methods for optimally adapting Web processes to exogenous events while preserving inter-service constraints that necessitate coordination. For example, in a supply chain process, orders placed by a manufacturer may get delayed in arriving. In response to this event, the manufacturer has the choice of either waiting out the delay or changing the supplier. Additionally, there may be compatibility constraints between the different orders, thereby introducing the problem of coordination between them if the manufacturer chooses to change the suppliers. Text search engines are inadequate for indexing and searching XML documents because they ignore metadata and aggregation structure implicit in the XML documents. On the other hand, the query languages supported by specialized XML search engines are very complex. In this paper, we present a simple yet flexible query language, and develop its semantics to enable intuitively appealing extraction of relevant fragments of information while simultaneously falling back on retrieval through plain text search if necessary. We also present a simple yet robust relevance ranking for heterogeneous document-centric XML.

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

The village of Peace Dale in the town of South Kingstown, Rhode Island, developed around several mills that commenced operations in the 1800s. One mill, known as the Palisades, is still partially active and in excellent condition, but much of its square footage is unutilized. A citizens’ group of artists and business people joined with the mill owners and the town of South Kingstown to develop new zoning regulations to make more flexible the permitted uses for the mill site. Construction of a new Third Bridge over the Kennebec River in Augusta offered the prospect of a new and handsome gateway to the city. Further, the resulting change in traffic patterns offered the City the chance to plan for a pattern of development quite different from what the city had experienced for the past half-century. The case study describes the planning and construction of the new bridge and corridors that re-routed traffic out of Augusta’s downtown and older neighborhoods, and created the opportunity for planned development adjacent to the corridor created by the new bridge. Steel wire rope is used for many logging applications. It has served the industry well in terms of strength, durability, and longevity. However, steel wire rope is difficult to use because it is stiff, heavy, and unyielding. These characteristics can lead to fatigue and exhaustion, and may contribute to worker injuries. Ultra-high molecular weight polyethylene synthetic rope has the potential to replace steel wire rope for selected logging applications. Research shows ergonomic gains and other operational effectiveness with its use. Sustainability With Globalization: An Unsustainable Proposition, Daniel B. Reader

Globalization is recognized as a world-encompassing phenomenon, even as its benefits are debated. Sustainability, the capacity to maintain high standards of living through generations, is at stake. This paper examines the problems of sustainability with globalization from several perspectives. High statistical correlation between indices of globalization and environmental degradation (r2 = 0.977, p < .001) is found using multi-dimensional scaling software. The socially destabilizing, culture flattening effects of globalization are examined, and the terms ‘nationalism’ and ‘terrorism’ are defined. On the basis of its medial position among the indices of both globalization and environmental degradation, Chile is explored in a case study of the interaction. Conclusions regarding Chile’s vulnerabilities are reached, and the country’s environmental, social, and economic ‘weak spots’ are identified. The ethical positions of globalization and sustainability are considered, and the conclusion that there is very little that can be done to alter the nature of the interaction is drawn. It is suggested that globalization minimizes the prospects of success in efforts toward sustainability by maximizing vulnerabilities among sustainability’s components.
