Provisions for citizen involvement in the assessment of potential environmental effects of certain plans, programmes and projects are present in current legislation. An international survey revealed that public participation is common practice in European and some other countries worldwide. However, a number of issues are observed to affect public involvement in EIA/SEA processes and expert opinion differs when evaluating the effectiveness of existing participative methods. Results suggest that technology-aided methods can improve traditional participation processes. An Evolutionary Method For The Minimum Toll Booth Problem: The Methodology, Lihui Bai, Matthew T. Stamps, R. Corban Harwood, Christopher J. Kollmann

This paper considers the minimum toll booth problem (MINTB) for determining a tolling strategy in a transportation network that requires the least number of toll locations, and simultaneously causes the most efficient use of the network. The paper develops a methodology for using the genetic algorithm to solve MINTB and presents the algorithm GAMINTB. The proposed method is tested and validated through a computational study with six example networks. Additional numerical test discovers some interesting properties for the proposed method, and provides guidelines for further application of the GAMINTB.

Stormwater runoff can transport nutrients, sediments, chemicals, and pathogens to surface water bodies. Managing runoff is crucial to preserving water quality in rapidly developing urban watersheds like Northwest Arkansas. A watershed containing much of the University of Arkansas campus was identified as the target area for this study because stormwater from this location drains into the West Fork of the White River, designated as an impaired water body due to siltation. With the advent of the Semantic Web, the question becomes important how to best combine open-world based ontology languages, like OWL, with closed-world rules paradigms. One of the most mature proposals for this combination is known as Hybrid MKNF knowledge bases [11], which is based on an adaptation of the stable model semantics to knowledge bases consisting of ontology axioms and rules. Applications of expressive ontology reasoning for the Semantic Web require scalable algorithms for deducing implicit knowledge from explicitly given knowledge bases. Besides the development of more effi- cient such algorithms, awareness is rising that approximate reasoning solutions will be helpful and needed for certain application domains. In this paper, we present a comprehensive overview of the Screech approach to approximate reasoning with OWL ontologies, which is based on the KAON2 algorithms, facilitating a compilation of OWL DL TBoxes into Datalog, which is tractable in terms of data complexity. This investigation contributes empirical results of differences identified in key project stakeholders with respect to their use of knowledge transferred across projects. Gender and role were the two individual characteristics investigated. Project managers and members of project teams were the key stakeholders analyzed. Data was collected from 71 closed projects using a survey composed of closed-ended questions. The data collected was cross tabulated and statistically analyzed using Friedman's test and Spearman's correlation. This paper looks at the intersections of nature and culture through a study of forest ecosystem restoration efforts in the Ouachita National Forest (Arkansas and Oklahoma). Ecosystem restoration goals are often informed by a pre-European settlement (PES) condition, with an implicit (and occasionally explicit) assertion that such conditions are both more natural than and preferable to the contemporary state. In many cases resuming pre-suppression fire regimes remains a key mechanism for achieving this restored condition. This paper describes new records of western sand darter (Ammocrypta clara), spotted gar (Lepisosteus oculatus), and skipjack herring (Alosa chrysochloris) in Iowa's interior rivers. A western sand darter was collected from the Cedar River, Benton County, in 2007. Western sand darters are occasionally collected from the upper Mississippi River (UMR), but have not been sampled in interior rivers since 1958. Two spotted gar were collected from the Des Moines River, Polk and Wapello counties, in 2007. Two spotted gar were sampled from the UMR in 2000, but no spotted gar have been previously recorded from Iowa's interior rivers. A skipjack …

Pre-Settlement Vegetation At Casey's Paha State Preserve, Iowa, Reid J. Leichty, Steven H. Emerman, Lyndon R. Hawkins, Michael J. Tiano

Paha are loess-capped ridges standing 10-30 m above the surrounding plain of the Iowan Surface. Although Iowa was almost entirely covered with prairie and wetlands just prior to Euro-American settlement, the paha are believed to have been forested based on soil types and on early vegetation maps. The objective of this study was to find evidence that paha were forested by measuring the δ13C value of humin, the fraction of soil organic matter that is insoluble in acid and base. Previous work has shown that humin retains the δ13C signature of vegetation on a 1000-year time scale, as opposed to …

Smallmouth bass Micropterus dolomieu are a popular sport fish throughout North America and occupy an important ecological role as top predators in aquatic systems. Despite the importance of smallmouth bass, knowledge of their population structure and dynamics in Iowa interior rivers is limited. The objective of this study was to describe population dynamics (e.g., relative abundance, size and age structure, growth, mortality) of smallmouth bass in six Iowa rivers. Sensors are distributed across the globe leading to an avalanche of data about our environment. It is possible today to utilize networks of sensors to detect and identify a multitude of observations, from simple phenomena to complex events and situations. The lack of integration and communication between these networks, however, often isolates important data streams and intensifies the existing problem of too much data and not enough knowledge. Provenance information in eScience is metadata that's critical to effectively manage the exponentially increasing volumes of scientific data from industrial-scale experiment protocols. Semantic provenance, based on domain-specific provenance ontologies, lets software applications unambiguously interpret data in the correct context. The semantic provenance framework for eScience data comprises expressive provenance information and domain-specific provenance ontologies and applies this information to data management. The authors' "two degrees of separation" approach advocates the creation of high-quality provenance information using specialized services. Ant Diversity In Two Southern Minnesota Tallgrass Prairie Restoration Sites, Pamela M. Kittelson, Monica Paulson Priebe, Phillip J. Graeve

There is little basic information about ant species richness and abundance in tall grass prairie restorations despite the importance of ants to plant community structure and function. We compared ant abundance and richness, vascular plant cover and richness, and soil compaction at two southern Minnesota grassland restoration sites, a prairie reconstruction and a prairie remnant undergoing rehabilitation. We collected a total of 3,523 ants from 12 different species. Plant species richness ranged from 45 in the prairie reconstruction to 95 in the remnant prairie. We found five more species of ants and significantly higher mean ant species richness per plot …
