Energy Efficiency, Business Competitiveness, And Untapped Economic Potential In Maine, Charles S. Colgan, Samuel Merrilll, Jonathan Rubin

Regional Studies

The economic stresses on Maine’s businesses are growing. A slowing economy and rising input costs, particularly for energy, are increasing pressures in a state where concerns about the costs of doing business remain high. But there is much that businesses can do on their own to relieve some of these pressures. Even a quick examination of Maine’s energy situation shows that there are both real challenges and opportunities. Perhaps the single most effective action to enhance Maine’s business climate and economic competitiveness is to aggressively increase the energy efficiency of Maine’s economy.

The pending construction of the Changuinola 75 Hydroelectric Project (Chan-75) has sparked significant controversy as the affected communities, national non-governmental organizations (NGO’s) and international NGO’s have protested against the conduct of the project’s promoters, the AES Corporation and supporters, the Panamanian government. Located in the Bosque Protector Palo Seco, a buffer zone to La Amistad International Park, the Chan-75 hydroelectric dam project will have significant consequences for the biodiversity, flora and fauna of the area. The dam will also displace four indigenous Ngöbe communities, a traditionally marginalized and underrepresented group, as well as flooding the farmland of many others. Hydroelectric …

The purpose of my independent research project is to find out whether the written Corporate Social Responsibility environmental policies of Arauco Forests are actually enacted in the eight region (Bíobío). My hypothesis is that even though Arauco has implemented these policies, it does not have a sustainable model for its forest industry. La Sucesión Primaria De La Vegetación Sobre Los Flujos Piroclásticos Del 2006 En El Volcán Tungurahua, Lauren Schaefer

A year and a half after the August 2006 eruption of the Tungurahua volcano, the vegetative growth on the pyroclastic flows is young and scarce. To determine the types of plants and the mechanisms which control the dynamics of vegetative recovery, two transects were made; one in the Cusúa gorge and the other in the Bascún gorge in which the type, quantity and ages of the plants were noted. A third transect of vegetation not directly affected by the 2006 flows was made near the Bascún gorge for comparison purposes. In the two main sites, a total of 47 species …

With the influx of packaged goods into a society that had always lived off the land, Samoans have had to change their conception disposal of rubbish. In January 1983, the worst recorded die-off of any marine animal hit the Caribbean beginning near the mouth of the Panama Canal and eventually wiping out nearly 99% of one of the most important herbivores in coral reef communities, Diadema antillarum—the long-spined sea urchin or Diadema. No populations of Diadema in the Western Atlantic are known to have escaped the drastic population declines. The loss of Diadema throughout the Western Atlantic has had long-lasting impacts on the structure and composition of many types of communities including coral reefs, mangrove roots, sea grass beds, and sand flats. We describe an approach to measure the popularity of music tracks, albums and artists by analyzing the comments of music listeners in social networking online communities such as MySpace. This measure of popularity appears to be more accurate than the traditional measure based on album sales figures, as demonstrated by our focus group study. We faced many challenges in our attempt to generate a popularity ranking from the user comments on social networking sites, e.g., broken English sentences, comment spam, etc. We discuss the steps we took to overcome these challenges and describe an end to end system for generating …

This study evaluated the water quality and accessibility of water resources in the community of Solöng located in the Naso-Teribe territory of the province of Bocas Del Toro. The seven chemical parameters of nitrate, phosphate, pH, alkalinity, total hardness, turbidity and dissolved oxygen were used to assess the safety of drinking water and the health of aquatic ecosystems utilized by the residents of Solöng. A microbiological assessment which included tests for total coliform bacteria and the fecal coliform strain group of Escherichia coli were conducted as well. In the three decades since its introduction, resource selection analysis (RSA) has become a widespread method for analyzing spatial patterns of animal relocations obtained from telemetry studies. Recently, mechanistic home range models have been proposed as an alternative framework for studying patterns of animal space-use. In contrast to RSA models, mechanistic home range models are derived from underlying mechanistic descriptions of individual movement behavior and yield spatially explicit predictions for patterns of animal space-use. In addition, their mechanistic underpinning means that, unlike RSA, mechanistic home range models can also be used to predict changes in space-use following perturbation. In this …

A number of recent discussions about ethical issues in climate change, as engaged in by economists, have focused on the value of the parameter representing the rate of time preference within models of optimal growth. This essay examines many economists' antipathy to serious discussion of ethical matters, and suggests that the avoidance of questions of intergenerational equity is related to another set of value judgments concerning the quality and objectivity of economic practice. Using insights from feminist philosophy of science and research on high reliability organizations, this essay argues that a more ethically transparent, real-world-oriented, and flexible economic practice would …

This paper offers a macro perspective of the various activities involved in the implementation of e-government through an interpretive analysis of the various e-government-related initiatives undertaken by the Singapore Government. The analysis lead to the identification of four main components in the implementation of e-government, namely (i) information content, (ii) ICT infrastructure, (iii) e-government infostructure, and (iv) e-government promotion. These four components were then conceptually integrated into the e-Government Implementation Framework.
