George Kennan's prediction of the Soviet Union's downfall may have, in retrospect, jinxed Russia on the one aspect that had historically worked in its favor: time. The confluence of time and space--brought about by an emphasis on territorial expansion-had greatly aided Russia when difficulties had rendered the variable of time indispensable. When confronted by the likes of Napoleon and Hitler, for example, Russia had at its disposal the luxury of always trading space for time. The diet of early human ancestors has received renewed theoretical interest since the discovery of elevated d13C values in the enamel of Australopithecus africanus and Paranthropus robustus. As a result, the hominin diet is hypothesized to have included C4 grass or the tissues of animals which themselves consumed C4 grass. On mechanical grounds, such a diet is incompatible with the dental morphology and dental microwear of early hominins. Most inferences, particularly for Paranthropus, favor a diet of hard or mechanically resistant foods. This discrepancy has invigorated the longstanding hypothesis that hominins consumed plant underground storage organs (USOs). Plant USOs are …

For the last ten years, DVD-R media have played an important role in the storage of large amounts of digital data throughout the world. During this time it was assumed that the DVD-R was as long-lasting and stable as its predecessor, the CD-R. Several reports have surfaced over the last few years questioning the DVD-R's ability to maintain many of its claims regarding archival quality life spans. These reports have shown a wide range of longevity between the different brands. While some DVD-Rs may last a while, others may result in an early and unexpected failure. We describe and formalize an approach to correlate binary associations (such as between entities and events, between persons and events, etc.) implied by News documents on the co-occurrence granularity (such as document-level, paragraph-level, sentence-level, etc.) of the corresponding text phrases in the documents. Specifically, we present both qualitative and quantitative characterization of searching News documents: former in terms of the nature of the content and the queries, and latter in terms of a metric obtained by adapting the notions of precision and recall. We introduce description logic (DL) rules as a new rule-based formalism for knowledge representation in DLs. As a fragment of the Semantic Web Rule Language SWRL, DL rules allow for a tight integration with DL knowledge bases. In contrast to SWRL, however, the combination of DL rules with expressive description logics remains decidable, and we show that the DL SROIQ – the basis for the ongoing standardisation of OWL 2 – can completely internalise DL rules. On the other hand, DL rules capture many expressive features of SROIQ that are not available in simpler DLs yet. While reasoning in SROIQ …

In real-world machine learning problems, it is very common that part of the input feature vector is incomplete: either not available, missing, or corrupted. In this paper, we present a boosting approach that integrates features with incomplete information and those with complete information to form a strong classifier. By introducing hidden variables to model missing information, we form loss functions that combine fully labeled data with partially labeled data to effectively learn normalized and unnormalized models. The primal problems of the proposed optimization problems with these loss functions are provided to show their close relationship and the motivations behind them. …

Diversification of traditional row-crop farming in the Corn Belt is seen as advantageous in providing a wider economic base, decreasing economic risk associated with the link between commodity grain and cattle, increasing net farm income, and increasing biodiversity in the region. As farm size has increased to provide sufficient farm income, farm operations during the critical planting and harvesting windows are seen as limits to additional on-farm enterprises.

Externalities occur among agglomerated firms. Scale externalities occur between firms in the same industry. Scope externalities occur when heterogeneous industries are collocated. Combined scale-and-scope externalities exist when the scale of one industry is beneficial to the growth of another collocated industry. In the Sein and Haridranath (2004) framework of information technology (IT) impacts on development, scale externalities correspond to second-order impacts, while combined scale and scope eternalities correspond to third-order impacts. We use an agglomeration perspective to explain the growth of IT industries in India. We study growth patterns of four specific IT industries: computer and peripheral equipment manufacturing, semiconductor …

Abstract This paper analyzed the changing livelihood strategies in Kenya, and their cultural impacts via a literature review. I then combined this understanding with the data I collected while in Kenya to examine the opinions local people have of community conservation initiatives, based on their changing livelihood strategies. This paper examines how volatility responds to return news in the context of stochastic volatility (SV) using a nonparametric method. The correlation structure in the classical leverage SV model is generalized based on a linear spline. In the new model the correlation between the return innovation and volatility innovation is dependent on the type of news arrived to the market. Theoretical properties of the proposed model are examined. A simulation-based maximum likelihood method is developed to estimate the new model. Numerical Analysis Of Non-Constant Pure Rate Of Time Preference: A Model Of Climate Policy, Tomoki Fujii, Larry Karp

When current decisions affect welfare in the far-distant future, as with climate change, the use of a declining pure rate of time preference (PRTP) provides potentially important modeling flexibility. The difficulty of analyzing models with non-constant PRTP limits their application. We describe and provide software (available online) to implement an algorithm to numerically obtain a Markov perfect equilibrium for an optimal control problem with non-constant PRTP. We apply this software to a simplified version of the numerical climate change model used in the Stern Review. For our calibration, the policy recommendations are less sensitive to the PRTP than widely believed. …

In this age of internet and electronic commerce it is becoming increasingly important to have and to manipulate information about the trustworthiness of the content or service providers in order to make informed decisions. This paper explores realistic models of trust and distrust based on partially ordered discrete values and proposes a framework, which is sensitive to local, relative ordering of values rather than their magnitudes. The framework distinguishes between direct and inferred trust, preferring direct information over possibly conflicting inferred information. It also represents ambiguity or inconsistency explicitly.
