Homestead National Monument was created in 1936 to celebrate the significance of the Homestead Act of 1862, which granted 160 acres of free land to claimants. This was one of the most significant and enduring events in the westward expansion of the United States. The site is the first tract homesteaded under the act by Daniel Freemen, and encompasses 184 acres in Gage County, west of Beatrice, Nebraska.

This unique site also hosts the oldest prairie restoration in the National Park system and the second-oldest tallgrass prairie restoration known. This park unit also has a small remnant of native tallgrass …

This tutorial was created to accompany the GIS Practicum, a day-long workshop offered by the Newman Library at Baruch College CUNY that introduces participants to geographic information systems (GIS) using the open source software QGIS. The practicum introduces GIS as a concept for envisioning information and as a tool for conducting geographic analyses and creating maps. Participants learn how to navigate a GIS interface, how to prepare layers and conduct a basic geographic analysis, and how to create thematic maps. This tutorial was written using QGIS version 1.5 "Tethys", a cross-platform (Windows, Mac, Linux) desktop GIS software package.

This work proposes a method for detecting inundation between semi-diurnal low and high water conditions in the northern Gulf of Mexico using high-resolution satellite imagery. Radarsat 1, Landsat imagery and aerial photography from the Apalachicola region in Florida were used to demonstrate and validate the algorithm. A change detection approach was implemented through the analysis of red, green and blue (RGB) false colour composites image to emphasise differences in high and low tide inundation patterns. To alleviate the effect of inherent speckle in the SAR images, we also applied ancillary optical data. The flood-prone area for the site was delineated …

From June 27 to 28, 2011, the Federal Office for the Environment of Switzerland, the Global Environmental Governance Project of the Center for Governance and Sustainability at the University of Massachusetts Boston, and the World Trade Institute at the University of Bern hosted a workshop on International Environmental Governance: Grounding Policy Reform in Rigorous Analysis. The workshop started a dialogue between academics and researchers on one hand and policymakers on the other in order to provide analytical input to the political negotiations on institutional reform in the run-up to the UN Conference on Sustainable Development in 2012.

Archaeogeophysical surveys were carried out in October 2010 over a 30 x 50 m grid that was established immediately to the north and west of the north end of the Great Friends Meeting House (GFMH) in Newport, RI. The surveys were conducted using a Geonics EM-38 RT ground conductivity meter and a Malå X3M Ground Penetrating Radar (GPR) system that was equipped with 500 and 800 MHz antennas. In addition, a resistance survey was performed over a much smaller central area using a Geoscan RM15 resistance meter. Current methods in ignitable liquid identification and classification from fire debris rely on pattern recognition of ignitable liquids in total ion chromatograms, extracted ion profiles, and target compound comparisons, as described in American Standards for Testing and Materials E1618-10. The total ion spectra method takes advantage of the reproducibility among sample spectra from the same American Society for Testing and Materials class. It is a method that is independent of the chromatographic conditions that affect retention times of target compounds, thus aiding in the use of computer-based library searching techniques. A plug computer is essentially a cross between an embedded computer and a traditional computer, and with many of the same capabilities. However, the architecture of a plug computer makes it difficult to apply commonly used digital forensic methods. This paper describes methods for extracting and analyzing digital evidence from plug computers. Two popular plug computer models are examined, the SheevaPlug and the Pogoplug.

This report includes case studies of consolidated dispatch centers in the United States. Each case study includes descriptions of the governing and operating structure, consolidation process, funding and fee structure, and the successes, challenges and lessons learned by each entity. The results suggest that, although the experiences among consolidated dispatch centers varied, the elements that should contribute to a successful transition are strong leadership, communication with affected employees, ability to compromise, consistency in treatment of employees, development of standard operating procedures, stakeholder inclusion, and beginning consolidation with a clear plan that treats all participants as equal partners.

Often the singular goal of an evaluation is to render a summative conclusion of merit, worth or feasibility that is based on multiple streams of multidimensional data. Exacerbating this difficulty, conducting evaluations in real-world settings often necessitates implementation of less than ideal study designs. This reality gets further complicated by the standard method for estimating the precision of results via the confidence interval (CI). Traditional CIs offer a limited approach for understanding the precision of a summative conclusion. Despite increased attention to internal controls and risk assessment, traditional audit approaches do not seem to be highly effective in uncovering the majority of frauds. Less than 20 percent of all occupational frauds are uncovered by auditors. Forensic accounting has recognized the need for automated approaches to fraud analysis yet research has not examined the benefits of forensic continuous auditing as a method to detect and deter corporate fraud.
