Governments use industrial policy to promote the development of new industries and the creation and adoption of new technologies. Such policy involves subsidies granted to producers and consumers, usually for the purpose of correcting a market failure. Concerning renewable energies such as wind energy and solar energy, China, the United States, and the European Union provide extensive support to producers and consumers. This support has resulted in trade frictions among these nations. This paper discusses the relationship between industrial policy and trade disputes in renewable energy.

Green infrastructure is an approach for managing stormwater that uses vegetation and soils to capture and treat rainwater where it falls. While determining vegetation phenology from the time series of historical satellite data has been widely investigated throughout the last decade, little effort has been devoted to real-time monitoring and short-term forecasting. The latter is more important for numerical weather modeling, ecosystem forecasting, forest and crop management, and health risk warning. In this study we developed a prototype approach for the real-time monitoring and short-term forecasting of fall foliage status (including low coloration, moderate coloration, near-peak coloration, peak coloration, and post-peak coloration) using temporal satellite observations. This brief examines the strengths and weaknesses of existing instruments and institutions and addresses the efforts to improve coordination among the international sectors of environmental emergency response. Potential operational, capacity-building, and legal options for strengthening prevailing mechanisms are identified and discussed, including the need for stronger political mandates, the need for a stronger framework to address fragmentation, and the need for procedures to support and facilitate environmental emergency responders. The lessons from this discourse can improve the field of environmental emergency response, while also informing advancements in broader context of international environmental governance.

We discuss an approach for predicting microscopic (individual) and macroscopic (collective) user behavioral patterns with respect to specific trending topics on Twitter. Going beyond previous efforts that have analyzed driving factors in whether and when a user will publish topic-relevant tweets, here we seek to predict the strength of content generation which allows more accurate understanding of Twitter users' behavior and more effective utilization of the online social network for diffusing information. Aims: Many websites provide a medium for individuals to freely share their experiences and knowledge about different drugs. Such user-generated content can be used as a rich data source to study emerging drug use practices and trends. The study aims to examine web-based reports of loperamide use practices among non-medical opioid users. Loperamide, a piperidine derivative, is an opioid agonist approved for the control of diarrhea symptoms. An integrated study was conducted in the Mojave Basin to investigate the potential role of faults and basement uplifts for groundwater flow in the Mojave Desert. Observations made include: 1) Very Low Frequency (VLF) measurements across mapped (using LIDAR and Geoeye-1 imagery) fault traces showed significant radio field dip angles indicative of presence of shallow sub-vertical, sheet-like conductors; many of the VLF tilt peaks coincided with changes in the magnetic profiles; 2) Vertical Electric Soundings indicate shallow basement west of, and parallel to, the Helendale Fault and deep saturated zones east of the fault/basement outcrop (F/B); and 3) isotopic analyses …

Traditional media outlets are known to report political news in a biased way, potentially affecting the political beliefs of the audience and even altering their voting behaviors. Therefore, tracking bias in everyday news and building a platform where people can receive balanced news information is important. We propose a model that maps the news media sources along a dimensional dichotomous political spectrum using the co-subscriptions relationships inferred by Twitter links. By analyzing 7 million follow links, we show that the political dichotomy naturally arises on Twitter when we only consider direct media subscription. Twitter is a fast-growing online social network service (SNS) where users can "follow" any other user to receive his or her mini-blogs which are called "tweets". In this paper, we study the problem of identifying a user's off-line real-life social community, which we call the user'sTwitter off-line community, purely from examining Twitter network structure. Based on observations from our user-verified Twitter data and results from previous works, we propose three principles about Twitter off-line communities. We build and analyze a dynamic ecological economic model that incorporates endogenous innovation on input substitutability. The use of the system dynamics method allows us to depart from conventional equilibrium thinking and conduct an out-of-equilibrium (adaptation) analysis. Simulation results show that while improvement in input substitutability will expand an economy, this change alone may not improve sustainability measured by indicators such as utility-per-capita and natural resource stock. It could, however, be possible that in combination with other technological progress, improvement in input substitutability will contribute to sustainable development. An examination of State of Connecticut v. Julie Amero provides insight into how a general lack of understanding of digital evidence can cause an innocent defendant to be wrongfully convicted. By contrast, the 101-page opinion in Lorraine v. Markel American Insurance Co. provides legal precedence and a detailed consideration for the admission of digital evidence. Due to their usage increase worldwide, iPads are on the path of becoming key sources of digital evidence in criminal investigations. This research investigated the logical backup acquisition and examination of the iPad2 device using the Apple iTunes backup utility while manually examining the backup data (manual examination) and automatically parsing the backup data (Lantern software - automated examination). Current detection of JPEG stego images must include detection of double compression: a JPEG image is double compressed if it has been compressed with one quality factor, uncompressed, and then re-compressed with a different quality factor. This paper proposes an addition to OWL 2 syntax to incorporate nominal schemas, which is a new description-logic style extension of OWL 2 which was recently proposed, and which makes is possible to express "variable nominal classes" within axioms in an OWL 2 ontology. Nominal schemas make it possible to express DL-safe rules of arbitrary arity within the extended OWL paradigm, hence covering the well-known DL-safe SWRL language. To express this feature, we extend OWL 2 syntax to include necessary and minimal modifications to both Functional and Manchester syntax grammars and mappings from these two syntaxes to Turtle/RDF.
