Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a county/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment. The W3C Semantic Sensor Network Incubator group (the SSN-XG) produced an OWL 2 ontology to describe sensors and observations — the SSN ontology, available at http://purl.oclc.org/NET/ssnx/ssn. The SSN ontology can describe sensors in terms of capabilities, measurement processes, observations and deployments. This article describes the SSN ontology. It further gives an example and describes the use of the ontology in recent research projects.

The Ozark faunal region of Missouri and Arkansas harbors a high level of aquatic biological diversity, especially in regards to endemic crayfish. Orconectes eupunctus, Orconectes marchandi, and Cambarus hubbsi are three such endemics that are threatened by a limited natural distribution and the invasions of Orconectes neglectus. I sought to determine how natural and anthropogenic factors influence these three species across multiple spatial scales. Local and landscape data were used in decision tree analyses (CART) to determine their influence effect on presence/absence and density of the three species. An integrated (space-borne and land-based gravity, aeromagnetic, GIS, and remote sensing) approach was developed, tested, and applied to investigate the following on regional scales (Africa) or local scales (El Qaa Plain, Sinai): (1) assess the capability of GRACE data (04/2002 to 08/2011) for monitoring elements of hydrologic systems on the sub-basin level (Task 1); (2) address the nature and the controlling factors (e.g., climatic and/or human pressure-related) affecting the inter-annual GRACE-derived Terrestrial Water Storage (TWS) trends over a large suite of hydrologic systems and domains in (Africa) (Task 2); and (3) identify the structural, geologic and hydrologic settings as well …

In this article, we present a procedure for obtaining an optimal solution to the Markowitz’s mean-variance portfolio selection problem based on the analytical solution developed in a previous research that lead to the emergence of an important model known as the Black Model. The procedure is well presented, illustrated and validated by a numerical example from real stocks dataset obtainable from a popular European stock market.

This work focuses on the development of house price indices for Nigeria, and the estimates of the Nigerian Residential Property Price Indices on housing characteristics are presented. Four main methods of index construction were considered, these are hedonic regression, repeat-sales, stratification and central price tendency methods. It was discovered that econometric methods like hedonic and repeat sales were constraints in constructing residential property price indices for Nigeria by the nature of the data available. The estimation of inflation volatility is important to Central Banks as it guides their policy initiatives for achieving and maintaining price stability. This paper employs three models from the Generalized Autoregressive Conditional Heteroscedasticity (GARCH) family with a view to providing a parsimonious approximation to the dynamics of Nigeria’s inflation volatility between 1996 and 2011. Of the competing models, the asymmetric TGARCH (1,1) provides an appropriate paradigm for explaining the dynamics of headline and core CPI volatilities in Nigeria, while the symmetric GARCH (1,1) was found to be adequate for food CPI. Many websites use Really Simple Syndication (RSS) feeds to actively push their online content to users rather than waiting for users to pull the content passively. In this paper, I construct a theoretical game model to study the profitability of an RSS-PUSH delivery mechanism. The model assumes a general profit structure for websites and heterogeneous users. To access valuable online content, users incur a variety of costs. They choose either to visit the website in the conventional way (the PULL model) or, if it is supported by the website, to use RSS (the PUSH model). Interestingly, I show that although …

Many event monitoring systems rely on counting known keywords in streaming text data to detect sudden spikes in frequency. But the dynamic and conversational nature of Twitter makes it hard to select known keywords for monitoring. Here we consider a method of automatically finding noun phrases (NPs) as keywords for event monitoring in Twitter. Twitter network is currently overwhelmed by massive amount of tweets generated by its users. To effectively organize and search tweets, users have to depend on appropriate hashtags inserted into tweets. We begin our research on hashtags by first analyzing a Twitter dataset generated by more than 150,000 Singapore users over a three-month period. Among several interesting findings about hashtag usage by this user community, we have found a consistent and significant use of new hashtags on a daily basis.
