After the success of short term mine action interventions in Kuwait and Kosovo, there has been discussion about the value of the United Nations building national mine action capacity in the countries it supports, rather than implementing a more direct, hands-on strategy. While there is obviously no way of dictating a one-size-fits-all policy, this article will show that the concept of building national capacity remains a vital one and one that has a proven successful track record.

For about five years now, it has been accepted wisdom that the national mine action centers (MAC) are the critical nodes of humanitarian demining activity. MACs are at the virtual cross roads of mine action, with policy "coming down" and tactical results "going up." Throughout the 1990s the United Nations Human Development Index, an annual report that measures human development, depicted Sierra Leone as one of, if not the poorest nation on the planet. In 2001, the same report depicted 162 countries in terms of human development and Sierra Leone ranked 162. This Sub-Saharan nation experienced a total collapse of its state and society beginning in 1990. The United Nations and the rest of the international community are only now beginning to work towards putting Sierra Leone together again.

Immediately after the events of September 11, the US was stunned by horror and disbelief, angry at the perpetrators of such awful violence, puzzled by the country’s inability to recognize itself in the eyes of the world, and eager to learn more about other cultures from which it felt so alien. Our college campuses reflected this range of responses. The team arrived in the local, approximately 10:40, and tried to park the vehicles in the usual parking area. The right rear of the truck set off an AT mine. The truck was projected to approximately 7 metres high. In the same time five occupants at the back of the truck were projected violently due to the blast effect. [Nine named victims were recorded in the Demining group’s accident spreadsheet, from which I infer that four were in the cab.] Six victims were listed as having suffered no injury.

The Managers turned off the track and drove up to the fence. In doing so they drove straight through the minefield followed by the victims in their vehicle. The lead vehicle drove through three or four rows of VS1.6 anti-tank mines. The following vehicle, with the office staff and the only vehicle radio, activated a VS1.6 anti-tank mine as it followed.

When first established by the Slovenian government in March 1998, ITF was to assist Bosnia and Herzegovina in solving its landmine problem, and help surviving landmine victims with physical-social rehabilitation and reintegration. However, as BiH was not the only country in the region affected by landmines (see Mine and UXO threat in SE Europe), it was only fair to spread its operations to all other mine-affected countries in SE Europe as well. Presently, ITF is working in Albania, Bosnia and Herzegovina, Croatia, Macedonia and Serbia and Montenegro.

JMU's Mine Action Information Center (MAIC) held a workshop on May 13-14, 2002 to examine issues related to landmine victim data collection. The U.S. Department of State, Office of Humanitarian Demining Programs was the sponsor of the two-year long casualty database project conducted by the MAIC, of which the workshop was the culminating phase. Based on its research and the workshop activities, the MAIC has developed a list of "action items" which it recommends to improve the collection and management of landmine casualty data.
