On October 12–13, a workshop funded by the National Science Foundation was held at Iowa State University in Ames, Iowa with a goal of identifying research needs related to coupled economic and biophysical models within the FEW system. Approximately 80 people attended the workshop with about half representing the social sciences (primarily economics) and the rest from the physical and natural sciences. The focus and attendees were chosen so that findings would be particularly relevant to SBE research needs while taking into account the critical connectivity needed between social sciences and other disciplines. We have identified several major gaps in …

Does A Rising Biofuels Tide Raise All Boats? A Study Of Cash Rent Determinants For Iowa Farmland Under Hay And Pasture, Xiaodong Du, David A. Hennessy, William M. Edwards
Does A Rising Biofuels Tide Raise All Boats? A Study Of Cash Rent Determinants For Iowa Farmland Under Hay And Pasture, Xiaodong Du, David A. Hennessy, William M. Edwards
William Edwards
Iowa's farmland consists of over 16% hay crops and pastureland, a significant portion of which is under cash rental contracts. This study investigates the comparative relationships between cash rental rates for cropped land and non-cropped land, where the latter includes hay and pastureland. We find that higher crop prices resulting from biofuel demand induces land use conversion from non-cropped land to crop production and thus bids up non-cropped land rents. Compared with changes in cropped land cash rents, non-cropped farmland rents could increase by a higher percentage. Non-cropped land cash rental rates are largely determined by crop and feeder cattle …

Attitudes And Perspectives Of Front-Line Workers In Environmental Policy: A Case Study Of Ohio Epa And Wisconsin Dnr, Sara Rinfret, Michelle Pautz
Michelle Pautz
This research is an effort to focus on frontline regulators with the Ohio Environmental Protection Agency and Wisconsin Department of Natural Resources. An online survey was conducted of frontline regulators in these agencies to explore their knowledge, attitudes, and perspectives on policy implementation. More specifically, we endeavor to answer how frontline workers implement environmental policy. To analyze these data, we use two categorizations of factors (knowledge and attitudes, and contextual factors) offered by May and Winter (2009) to examine what influences the decision making of frontline regulators in their regulatory interactions. We find that despite common presumptions of adversarialism in …

A Spatial Approach To Energy Economics, Juan B. Moreno-Cruz, M Scott Taylor
A Spatial Approach To Energy Economics, Juan B. Moreno-Cruz, M Scott Taylor
Juan B. Moreno-Cruz
We develop a spatial model of energy exploitation where energy sources are differentiated by their geographic location and energy density. The spatial setting creates a scaling law that magnifies the importance of differences across energy sources. As a result, renewable sources twice as dense, provide eight times the supply; and all new non-renewable resource plays must first boom and then bust. For both renewable and non-renewable energy sources we link the size of exploitation zones and energy supplies to energy density, and provide empirical measures of key model attributes using data on solar, wind, biomass, and fossil fuel energy sources. …

Environmental Impacts Of Stover Removal In The Corn Belt, Alicia English, Wallace E. Tyner, Juan Sesmero, Phillip Owens, David J. Muth Jr.

When considering the market for biomass from corn stover resources erosion and soil quality issues are important to consider. Removal of stover can be beneficial in some areas, especially when coordinated with other conservation practices, such as vegetative barrier strips and cover crops. However, benefits are highly dependent on several factors, namely if farmers see costs and benefits associated with erosion and the tradeoffs with the removal of biomass. This paper uses results from an integrated RUSLE2/WEPS model to incorporate six different regime choices, covering management, harvest and conservation, into a simple profit maximization model to show these tradeoffs.

The purpose of this paper is to introduce the concept of power density [Watts/m2] into economics. By introducing an explicit spatial structure into a simple general equilibrium model we are able to show how the power density of available energy resources determines the extent of energy exploitation, the density of urban agglomerations, and the peak level of income per capita. Using a simple Malthusian model to sort population across geographic space we demonstrate how the density of available energy supplies creates density in energy demands by agglomerating economic activity. We label this result the density-creates-density hypothesis and evaluate it using …

Wind Energy Economics: Potential Economic Development In West Michigan, Paul Isely Ph.D., Yue Fan, Erik Edward Nordman Ph.D..

Economic analyses conducted by the West Michigan Wind Assessment indicate that wind energy development could generate economic benefits and new employment in West Michigan; however, much of the economic activity occurs during construction and the local benefits depend on how many turbine parts are manufactured locally. As the wind industry grows in Michigan, a higher portion of the spending to construct new wind facilities could remain in the state.

Concerns about energy security, reduced dependence on exhaustible fossil fuels, and climate change have led to significant policy support for biofuels, particularly for cellulosic biofuels. The Biomass Crop Assistance Program (BCAP) and volumetric tax credits for biofuels seek to supplement the Renewable Fuel Standard (RFS) and provide incentives for producing and blending cellulosic biofuels. This Article examines the effects of these policies on the mix of biofuels produced, food and fuel prices, and consumption and greenhouse gas (GHG) emissions as compared to the RFS alone. It also examines the effects of two performance-based policies that target incentives based on the …

Citizens Views On Offshore Wind: Benefits, Challenges, And Information Gaps, Erik Edward Nordman, Jon Vandermolen, Betty Gajewski, Aaron Ferguson
Erik Edward Nordman
West Michigan Wind Assessment Issue Brief #4 The brief summarizes a public engagement program on the perceived benefits and challenges of potential offshore wind energy development in Lake Michigan. The Delphi Inquiry approach was used to find an informed group consensus on several topics. Offshore wind energy may be more acceptable if property values, tourism, and scenic vista are not significantly impacted, it reduces fossil fuel use and pollution, and if coastal communities benefit.
