This research review addresses food insecurity among veterans, linking it to adverse health outcomes and increased suicide risk. Despite routine screenings by the U.S. Department of Veterans Affairs, food-insecure veterans have lower enrollment in the Supplemental Nutrition Assistance Program (SNAP) than nonveterans. The research examines nuanced reasons for veterans' SNAP participation, highlighting disparities in initiation, termination, and benefit utilization patterns. Older veterans and those with disabilities are identified as underserved groups, emphasizing the need to improve SNAP accessibility for them. Seventy percent of organizational change initiatives fail. Among organizations where change and adaptation are necessary for survival, the U.S. military stands at the top. The disparity between desired health and fitness behaviors and actual behaviors is a glaring reminder that change is difficult to implement and that current change systems struggle. Merit-based systems offer a solution by rewarding and reinforcing good behavior to generate lasting change. This paper evaluates Kotter's Change Model and Nudge Theory and found them insufficient because they do not sufficiently address reinforcement learning or the temporal tie between behaviors and rewards for reinforcement. By evaluating the case recommendations following a preliminary hearing from military sexual assault cases from fiscal years 2016-2018, this study aims to assess whether or not extralegal factors are influencing decisions of case recommendations of assigned convening authorities. Using secondary data from the Department of Defense’s annual reports on sexual assault in the United States military (n=5,171), this study aims to answer the following questions: Do extralegal factors contribute to convening authorities’ recommendations following Article 32 hearings? The primary focus of this qualitative study was to explore how senior military veteran leaders (SMVLs) employed Senge’s (1990) five core disciplines to building a learning organization. The study investigated strategies for SMVLs to use after their transition from the military into civilian leadership roles. Senge’s (1990) five learning disciplines of personal mastery, mental models, shared vision, team learning, and systems thinking are utilized as the theoretical framework. This work is a review and extension of our ongoing research in human recognition analysis using multimodality motion sensor data. We review our work on hand crafted feature engineering for motion capture skeleton (MoCap) data, from the Air Force Research Lab for human gender followed by depth scan based skeleton extraction using LIDAR data from the Army Night Vision Lab for person identification. We then build on these works to demonstrate a transfer learning sensor fusion approach for using the larger MoCap and smaller LIDAR data for gender classification.

Policy makers are tasked with changing laws and improving systemic processes in response to evolving moral standards. As societal outrage grew regarding sexual assault in the military, those in power sought to balance what was perceived as a system that ignored, retaliated against, or unfairly burdened victims. However, as the pendulum swung toward victims’ rights and privileges, those accused of this crime inherited the burden of an imbalanced system. Unsupervised image-to-image translation techniques have been used in many applications, including visible-to-Long-Wave Infrared (visible-to-LWIR) image translation, but very few papers have explored visible-to-Mid-Wave Infrared (visible-to-MWIR) image translation. In this paper, we investigated unsupervised visible-to-MWIR image translation using generative adversarial networks (GANs). We proposed a new model named MWIRGAN for visible-to-MWIR image translation in a fully unsupervised manner. We utilized a perceptual loss to leverage shape identification and location changes of the objects in the translation.
