Public Procurement Practices And Policies: Implications For Public Research And Development In The Philippines, Nelson Jose Vincent B. Querijero, Rhea L. Gumasing, Arlene C. Gutierrez, Ruth Anne T. Ruelos, Charina Krissel D. Tingson
Journal of Public Affairs and Development
This study examines procurement practices and policies that hinder or facilitate public research and development. An online survey and interviews with key informants in 44 research development institutions (RDIs) in the Philippines were conducted. Participants include Project Leaders, members of the Bids and Awards Committee (BAC), the BAC secretariat, chief accountants, technical working groups, and suppliers. The results show that some procurement policies, workflows, and capacities of the procuring entities contribute to procurement delays. A lack of qualified or suitable suppliers and a limited market of highly specialized and scientific equipment are also factors affecting procurement efficiency. It is recommended …

Participatory Rural Appraisal (PRA) has shown that participation in development programs in poor communities can be empowering not only for the community members but also for the development workers. However, not all PRAs have seen successes especially in fulfilling their mission to encourage real participation. Hence, it is imperative to understand whether PRA has led to adequate understanding of indigenous perspective to call for action and the interest PRA serves. In 2016, a dramatic shift in Taiwan's politics caught China's attention. After the inauguration of President Tsai Ing-wen, Beijing increased the pressure on Taiwan. Aside from limiting Taiwan's international space, Beijing had taken other steps. This study aims to review the policy regarding the relationship among Taiwan, the US, and China. The primary data were gathered through interviews with Taiwanese key informants of different age groups. Secondary data were gathered from official documents, online sources, journal and news articles, and books. Electricity price forecasting is an important tool used by market players in decision-making and strategizing their participation in the electricity market. In most studies, market-clearing price is forecasted as it gives an aggregated overview of system price. However, locational marginal price (LMP) gives better outlook of the price particular to the customer location in the electrical power grid. The shedding propensity of a person can assist data interpretation in casework when assessing the possibility of passive transfer for DNA analysis. Past studies on shedding propensity evaluated palmar skin (washed and unwashed) deposits. This study compared different skin locations with respect to shedding propensity, and explored the potential of tape-lifts as a skin surface collection method. Eight different skin types and samples were collected with adhesive tape disks from 28 participants over three non-consecutive days; the washed and unwashed fingers from both hands, toe, and arm, neck below ear, and nape. Contact traces are an important part of DNA casework, but the probative value of any identified associations depends on the possibility of passive transfer. There is known individual variation in DNA left behind during contact, this DNA shedding propensity has an effect on whose DNA is detected. This study evaluated this variability using a cell staining approach. Volunteers were asked to deposit a fingerprint on a clean glass slide, then wash their hands and deposit a second fingerprint after a 30-minute wait without touching anything. In this dissertation, I seek to construct a model of meaning variation built upon variability in linguistic structure, conceptual structure, and cognitive makeup, and in doing so, exemplify an approach to studying meaning that is both linguistically principled and neuropsychologically grounded. As my test case, I make use of the English lexical item ‘have' by proposing a novel analysis of its meaning based on its well-described variability in English and its embed- ding into crosslinguistically consistent patterns of variation and change.

According to the Global Burden of Disease study (Cohen et al., 2017), in 2015 ambient air pollutant emissions caused 4.2 million deaths and a loss of 103.1 million disability-adjusted life-years, making it the fifth-ranked global risk factor. In terms of the welfare costs of mortality and illnesses associated with outdoor air pollutant emissions, global estimates for 2015 range between $2.7-3.2 trillion (Coady et al., 2015; OECD, 2016). Elephants have shown remarkable olfactory capabilities. Their sense of smell impacts their foraging choices, behavior, and ultimately, survival. Being able to detect a target odor can allow elephants to locate specific resources, identify threats, and find receptive conspecifics. Previous studies have shown that elephants can consistently detect target odors, but have not identified the limits of this detection. Thus, to investigate the extent of elephants’ odor detection capabilities, we tested Asian elephants in a two-step odor discrimination task. Infectious disease is a primary source of mortality for most mammal species, but scientists have little understanding of factors driving variation in infection and immunity between individuals, populations, and species in the wild. Life history theory provides an evolutionary framework for delineating distribution of available energy to competing physiological demands, including growth, reproduction, and maintenance. Early life reproduction should be favored over late life survival, but, in long-lived species, reproductive success is strongly tied to survival to old age. Food insecurity in Sub-Saharan Africa has prompted a lot of research in the development of soil fertility technologies; however, few of the recommendations from soil fertility management research have been put into use by the target end-users. The objective of the study was to investigate information exchange pathways used by researchers in upscaling of soil fertility in Maara and Mbeere South Sub-counties in Kenya. Previous research in STEM student retention rates showed a gap in knowledge regarding why this group of student experience higher rates of burnout than other groups of students. This study investigated the barriers STEM students at BGSU experienced. A survey was sent out to STEM and non-STEM students alike that asked questions regarding student’s personal history before attending BGSU, their course experiences at BGSU, and the levels of support they have outside of BGSU. Farm families that work together across the family tree and across generations seem to encounter difficulty from time to time when separating “family” from “business.” Having clear, consistent, and honest communications will go a long way towards reducing the troubles that can arise in difficult conversations. The FAA requires airports operating under the Code of Federal Regulations Part 139 to conduct a wildlife hazard assessment (WHA) when some wildlife-strike events have occurred at or near the airport. The WHA should be conducted by a Qualified Airport Wildlife Biologist (QAWB) and must contain several elements, including the identification of the wildlife species observed and their numbers; local movements; daily and seasonal occurrences; and the identification and location of features on and near the airport that could attract wildlife.
