A Framework For Analysing The Microbiological Commons, Charlotte Hess, Elinor Ostrom

In an earlier article, “Ideas, artifacts and facilities: information as a common-pool resource”, we examined the role of collective action in building robust knowledge commons and in circumventing trends of enclosure and privatisation of the intellectual public domain. Our analysis suggested that collective action and new institutional design play as large a part in shaping the collection, distribution, and preservation of scholarly information as do legal restrictions and market forces. The microbiological commons extends well beyond the boundaries of e-prints and other full-text research documents that are the focus of the open access movement. William “Bill” Anthony (1926-1989) was arguably one of the most influential bookbinders and conservators in the US. His impact cannot be measured by his work alone but also by his legacy as demonstrated by all those he trained, many of whom are now leaders in the field in their own right. Lawrence Yerkes’ forward and Helen Ryan’s introduction to the catalog describe not only Anthony’s life and work, but also the emotional bond they had with him and his spirit that touched so many.

This past spring, members voted to change the name and the mission statement of the association. Overnight “Common Property” morphed into “the Commons,” as our association became “The International Association for the Study of the Commons.” This was, however, not a quick or rash decision. Rather it was a thoroughly discussed issue by the Council and members over the past four years.
