The First Amendment – which guarantees the right to freedom of religion, of the press, to assemble, and petition to the government for redress of grievances – is under attack at institutions of higher learning in the United States of America. Beginning in the late 1980s, universities have crafted “speech codes” or “codes of conduct” that prohibit on campus certain forms of expression that would otherwise be constitutionally guaranteed. Examples of such polices could include prohibiting “telling a joke that conveys sexism,” or “content that may negatively affect an individual’s self-esteem.” Despite the alarming number of institutions that employ such …

In this work we experimentally examine the forensic soundness of the use of forensic bootable CD/DVDs as forensic examination environments. Several Linux distributions with bootable CD/DVDs which are marketed as forensic examination environments are used to perform a forensic analysis of a captured computer system. Before and after the bootable CD/DVD examination, the computer system's hard disk is removed and a forensic image acquired by a second system using a hardware write blocker. The images acquired before and after the bootable CD/DVD examination are hashed and the hash values compared. Where the hash values are inconsistent, a differential analysis is …

Video game consoles can no longer be viewed as just gaming consoles but rather as full multimedia machines, capable of desktop computer-like performance. The past has shown that game consoles have been used in criminal activities such as extortion, identity theft, and child pornography, but with their ever-increasing capabilities, the likelihood of the expansion of criminal activities conducted on or over the consoles increases. The Lorain (OH) Police Department requested research assistance from the Ohio Consortium of Crime Science (OCCS) for the purpose of evaluating and revising the current patrol districts and the allocation of resources within the districts. The OCCS is an association of researchers from universities and state agencies working together to provide evidence-based solutions to the real-world problems faced by local criminal justice agencies. Existing research on sexual victimization in correctional facilities has expanded since the enactment of the Prison Rape Elimination Act (PREA) of 2003. Previous literature suggests that the prevalence of sexual victimization in prisons is unknown, yet the known ramifications of reported sexual assaults are serious for both the individuals involved and the institution. Government policies such as the Prison Rape Elimination Act (PREA) of 2003 attempt to address the issue of sexual violence in U.S. correctional facilities. Previous research using both National Child Abuse and Neglect Data System (NCANDS) data and other sources has found that biases do exist with regard to racial differences. The current study will build on past research of biases in the Child Protective Services (CPS) involvement and reporting. The purpose of this study is to explore attitudes and perceptions as they relate to the consensual and non-consensual aspect of sex and tourism. This practice of engaging in sexual activities, aligned with the tourism industry, is referred to as `sex tourism', `romance tourism', or `prostitution tourism'. With several applications of forensic processes coming into question, becoming a reputable expert witness in a court of law can be dire. This pilot study explores the professional opinions of latent fingerprint examiners employed by state criminal investigation departments. Research was geared towards measuring the notion that gaining certification through institutions such as the International Association for Identification (IAI) aids in the perception of latent fingerprint examiners’ credibility and confidence as expert witnesses. The sample population of latent fingerprint examiners (LFPEs) was gathered using a digital survey issued to the forensic laboratories and divisions housed within state criminal investigation units. …

While the overall prison population has experienced an unprecedented growth period over the past thirty years, no segment has grown at a faster rate than the female population. Since the majority of female inmates in this country are mothers, it is imperative that the corrections system addresses the unique needs of this subset. This thesis investigates problems women face during the pregnancy period, while in labor and delivery, while their progenies are infants, children and adolescents and reunification issues during the parole period.

An experiment was conducted to test the effects of evidence complexity and laboratory type on jurors' perceptions of forensic evidence. The study specifically focused on three types of labs: public labs, private labs, and "corporate labs." Public labs are managed by a federal, state, or local law enforcement agency, where evidence is usually analyzed internally at an agency. Private labs are those that have been formed as private businesses to provide services to federal, state, and local crime labs with overflow work. Police ethics and decision making are issues of concern to both academic scholars and police leaders. While previous studies have focused on perceptions of police officers, little research has focused on the perceptions of young people about police ethical decision-making. This study aims to capture such perceptions from a cohort of college students majoring in criminal justice. Students from an undergraduate criminal justice program (n=263) were surveyed to determine their attitudes toward various ethical components of police work, including the prevalence of misconduct and the impact of a college education on ethical decision-making. Most research, however, has either focused on the use of firearms in violent crimes or the availability of firearms compared to the violent crime rates. There are only a handful of studies of racial and ethnic differences in rape victimization at the national level, and many important questions remain unanswered. In the 1960s, the government formed the President's Commission on Law Enforcement and Administration of Justice to looked at the problem of crime and fear of crime in modern American society. In addition to looking at these issues, the Commission also looked at ways to potentially reduce both crime and fear of crime. One of the primary outcomes of the Commission's report was that policing agencies in the United States needed to fundamentally alter the way they served their communities, notably by transitioning to community-oriented policing (COP). One immediate component of officers' work environment that has the potential to have a significant influence on officers' job satisfaction is front-line supervision. Frontline supervisors have been found to impact officers' attitudes in general (Engel, 2000). Additionally, Van Maanen (1983) found that supervisors may impact officers by rewards or punishment. Although it has been researched that supervisors impact officers' attitudes or behavior (Terrill, 2001; Davis & Mateu-Gelabert, 1999), Walker (2007) concluded that there is still little research on the impact of supervisors on officer job satisfaction. Research indicates that police contact has many negative ramifications. Individuals who are stopped or arrested have fewer educational and employment opportunities, more deviant identities and attitudes, increased involvement with delinquent peers, and higher levels of delinquency. Less is known about whether these adverse consequences are universal or if they are more prevalent among some segments of the population. In this dissertation I draw on labeling theory to explore the effects of police contact for a sample of juveniles. Serial killers are a cultural phenomenon. Their grisly crimes have marred magazines, news, books and even films. While the social scientific community is slowly coming to understand these individuals, much remains unknown about them. A common theme in the majority of serial killings is a very strong sexual component. This study analyzed data to develop a scale in which to measure the amount of sexual aggression used by serial killers in three different populations. The amount of data that must be processed in current digital forensic examinations continues to rise. Both the volume and diversity of data are obstacles to the timely completion of forensic investigations. Additionally, some law enforcement agencies do not have the resources to handle cases of even moderate size. To address these issues we have developed an architecture for a cloud-based distributed processing platform we have named Forensicloud. This year, JDFSL partnered with both the 6th International Conference on Digital Forensics and Cyber Crime (ICDF2C) and Systematic Approaches to Digital Forensic Engineering (SADFE)–two prominent conferences in our field that were co-hosted. This mixed methods study examined the attitudes, knowledge and perceptions of barriers toward Evidence-Based Practice (EBP) among Florida Juvenile Justice Service Professionals (JJSP). Previous research established individual factors such as age, gender, years of professional experience and educational attainment are related to attitudes and perceptions of barriers among social service and mental health professionals, but scant research has been conducted among juvenile justice providers (Aarons 2004, 2010; Rubin & Parrish, 2007, 2012; Jette et al., 2003). Research on race and sentencing is increasingly moving beyond racial category analyses to include more subtle attributes such as skin tone and facial features. In keeping with this progression, this research examines the extent to which convicted offenders' Afrocentric facial features interact with sex in order to create longer criminal sentences for stereotypically Black males and females. A random sample of Black and White males and females currently serving prison sentences in the state of Oregon were selected for inclusion in the study. This study utilized empirical data to analyze the impact of Executive Order 13269, a recruiting strategy enacted by former president George W. Bush that provides expedited citizenship to non-citizens who join the U.S. military, and it found that there was no overall effect of the Executive Order on the number of non-citizen enlistments into the military. In practice, non-citizens interested in U.S. citizenship should consider military enlistment as an alternative to the typical path to citizenship, and both non-citizen and citizen veterans should familiarize themselves with the plethora of resources available to them. The term terrorism is used to describe a large range of behaviors conducted by a wide variety of groups. Terrorist groups differ in ideology, size, financial support, group longevity, and the number of alliances with other terrorist groups. Relatedly, terrorist groups conduct different number of attacks with varying intents to cause fatalities using diverse forms of violence. This study uses ecological theory to contextualize terrorist violence as a product of terrorist group traits in relation to the environmental context. Historically, the role of translators and interpreters has suffered from multiple misconceptions. In theaters of war, these linguists are often viewed as traitors and kidnapped, tortured, or killed; if they work in the terrorism arena, they may be prosecuted and convicted as terrorist agents. In United States v. An Equine-Facilitated Prison-Based Program: Human-Horse Relations And Effects On Inmate Emotions And Behaviors, Keren Bachi

Policy makers and correctional authorities are seeking ways to enhance effectiveness of incarceration and reduce recidivism. Equine-facilitated prison-based vocational programs aim to rehabilitate inmates. Informed by the theories of attachment and desistance, this study evaluates the emotional and behavioral effects of such an intervention utilizing a quasi-experimental methodological triangulation design.
Recidivism and disciplinary misconduct are examined by clinical data-mining of institutional records. Propensity Score Matching, binary and multinomial logistic regressions are applied in a discrete-time event history analysis. This dissertation examined the effect of organizational bureaucracy on fraud hotline performance. Fraud hotlines are used to receive anonymous fraud tips from employees in all sectors to prevent and detect fraud. This work contributes to the research on fraud hotlines, which today is very light. This work also examined individual hotline performance against organization theory, which is absent in the literature. The literature also doesn't include studies using social media data to determine organizational climate. In developing countries like Thailand and in remote forensic laboratories around the world, scientific investigations of crimes are limited by the shortage of trained personnel and financial resources. The premise of this research is that polarized light microscope and dispersion staining methods will be developed which allow investigators with limited training to analyze physical evidence at a minimal cost.
