Currently, DNA profiling is the gold standard to identify an individual. However, determining body fluid origin is important in criminal investigations, offering additional information surrounding the circumstances of a crime. However, crime labs can only definitively identify blood and semen and presumptively saliva using techniques that consume time and sample and do not simultaneously identify all forensically relevant body fluids. This causes many crime labs to want to bypass body fluid identification altogether. Therefore, advances into more definitive molecular-based body fluid methods are necessary. There seems to be limited research and understanding as to why for-profit prisons exist in the United States. The initial selling points used to sell private prisons to states and counties were that they would reduce recidivism and cost. Recent peer-reviewed studies have found, however, that neither are the case. This could lead one to ask why for-profit prisons are still used in America. My Master’s Project focuses on local fusion centers and the need for improved information sharing practices among law enforcement partners. After the tragic event of September 11th in 2001, the Department of Homeland Security and the Department of Justice recognized a communication gap between law enforcement agencies and a lack of effective information sharing efforts. Preferred modes of thinking, otherwise known as biases, have been well documented in adult reasoning and decision-making (Evans, 2003; Gilovich, Griffin, & Kahneman, 2002; Reyna & Brainerd, 2011; Tversky & Kahneman, 1986). Researchers have explained these biases by proposing that the basis for them is a system of thought that relies mostly on intuition and “gut feelings” rather than logical analysis of the situation (Reyna & Brainerd, 2011; Tversky & Kahneman, 1986). Fatal use of force incidents involving police officers in the United States have recently seen widespread media attention, emotionally charged rhetoric, and calls for reform. The present study examines police use of force encounters with the mentally ill given the significant proportion of incidents and wanting body of literature. The objective of this study is to examine fatal police interactions to test whether those displaying signs of mental illness in encounters with law enforcement are more dangerous than those not displaying signs of mental illness. According to social construction theory, cases are not objective entities waiting to be discovered or revealed; they cannot exist without case-makers. Construction of a case is a subjective process of choosing, increasing, decreasing, selecting, and reshaping. Therefore, a natural gap exists between the constructed and the real world. This dissertation delves into the gap, not from the existing angle of selectiveness, but from the angle of compliance. Enzymatic ethanol assays are widely used to determine blood alcohol content for individuals admitted to a hospital. In some instances, this hospital data is later used as evidence in a court of law, most commonly in DUI cases. As the enzymatic assay targets, but does not exclusively measure ethanol, it is theoretically possible that interference could occur and produce a falsely elevated result, leading to wrongful convictions or other consequences. This project examined the potential of clinically relevant levels of one potential interferant, lactate and the hepatic enzyme lactate dehydrogenase (LDH) to cause significant and falsely elevated results. Gunshot residue (GSR) can be an indicator for determining the distance of a firearm discharge and linking potential suspects and witnesses to a shooting event. However, the evidentiary value of inorganic gunshot residue (IGSR), commonly used to detect GSR, has been called into question due to the potential for false negatives and false positives. Organic gunshot residue (OGSR) acts as supporting evidence; this increases the overall confidence of the examiner, as well as the value of gunshot residue evidence as a whole.

This study focuses on the effects that racial segregation has on homicide rates. Using two major cities that have similar demographics, Chicago, Illinois and Los Angeles, California, this paper studies homicide rates at checkpoints over a span of time while also recording poverty rates and racial isolation. The Uniform Crime Report put out by the Federal Bureau of Investigation will provide data about homicides in the two cities for the respective years. This study investigates the relations between citizens’ perceptions of how police misconduct as a factor contributing to wrongful convictions is connected to attitudes towards police legitimacy. I hypothesized that there would be a negative correlation between the two variables such that the more individuals believe police error contributes to wrongful convictions, the less legitimate they perceive the police to be. I also examined how citizens’ race affects these perceptions and attitudes, too, and hypothesized that Black citizens are more likely than White citizens to believe police error leads to wrongful conviction and mistrust the police. Online piracy of music and movies is common, despite being a form of theft and copyright infringement. Many individuals do not realize the real-life impacts of online piracy on artists and the entertainment industry. Moreover, few perpetrators are caught or punished for their actions. This allows potential perpetrators to rationalize and neutralize their piracy-related behaviors and, thus, avoid feelings of guilt or shame. This study seeks to understand the role that youths’ sense of personal security plays in their external engagement in deviant behavior. While there is some literature on the relationship between youth’s fear of crime or tumultuous home environments and their involvement in gangs and to some extent violence, it is scant, and studies of youths’ feelings of safety within residential facilities and their in-residence behaviors is virtually non-existent. Black Lives Matter (BLM) is a chapter-based and member-led organization created out of grief by three queer black women. This thesis examines the international impact of BLM. I conducted telephone interviews with activists and advocacy organizations who have organized activist networks and/or won struggles against institutional racism outside of the United States. These activists are located in Kenya, South Africa, Brazil, Australia, India, Spain, The Netherlands, Sweden, and Paris. I conclude that BLM has inspired the creation and supported the continued development of organizations advocating for national and transnational social and racial justice on a global scale. This project centers the multi-generational familial relationships between system-impacted Black women, mapping and uncovering the ways in which incarceration and practices of punishment impact, shape, hurt, and displace Black femme lineages. Through a qualitative lens and a specific focus on the current social and political landscape of Los Angeles, this dissertation examines the ways Black women are impacted by carceral ideology; from punitive definitions of Black womanhood, to the surveillance on Black femme familial intimacy and the rupture of Black women’s sense of home and place. This dissertation examines the New York City Department of Correction (DOC) from 1954 to 1990—a period that began with an audacious program, led by progressive penologist and DOC Commissioner Anna M. Kross, to replace “custodial” prisoner warehousing with a rehabilitative model directed by civilian experts. As part of this plan the political legitimacy, executive strength, and most importantly, the institutional capacity of DOC were expanded, while the department’s plant facilities were increasingly concentrated on Rikers Island. This long-form poetry project follows the human will — in this case the “criminal,” or captive will — as it is manhandled through an archive of reverends, wardens and superintendents narrating the future of prison reform. Photogrammetry is a tool used in forensic science to measure objects within photographs that contain a scale or programs that are able to measure items in 3D images. Items at crime scenes often need to be measured and forensic scientists may not know what the best option is for their situation. Grantees use an online data management system to submit data on participants served under their Vocational and Life Skills programming. This data is due monthly and reflects all services provided during the previous month to participants. Evaluators at the Nebraska Center for Justice Research work with grantees directly to manage data entry errors on an ongoing basis during monthly update calls and regular site visits.

This dissertation examines historical changes in marijuana legalization attitudes between 1974 – 2018, using a qualitative study of pro-legalization social movements in marijuana culture and quantitative analyses of measures from the General Social Survey (GSS). The main research question asks what themes have been prevalent in pro-legalization social movements (e.g., libertarianism, anti-establishment and anti-drug-war, medical/cancer patient advocacy, market incentives), how these themes have changed over the past several decades, and whether they connect to trends in legalization attitudes in the (GSS).

Traditional macroscopic methods for estimating age-at-death from human skeletal remains have been highly successful in practice but are notoriously inadequate when aging individuals over the age of 50 years. Skeletal histology has the potential to overcome these challenges to narrow the gap in age estimation and more accurately address older individuals.
Primary bone is produced during normal growth and development. Once fully matured, individuals undergo the lifelong process of remodeling wherein primary bone is replaced with microstructures called secondary osteons. In 2014, Federal Public Law 113-183 mandated that all child protective service (CPS) agencies in the United States improve services of commercially sexually exploited children and youth (CSEC). The International Labor Organization (ILO) estimated over 30 million individuals fall victim to human trafficking each year, of which, 50% are children below the age of 16. In 2012, the ILO reported there to be 168 million child laborers worldwide, with many trafficked into hazardous conditions to manufacture consumer products that are sold in developed countries. This is a modern form of slavery with poor working conditions, no access to education, and low wages. This article will profile the innovative community engagement process initiated by the "Be the Peace, Make a Change" project to end gender-based violence in Lunenburg County, Nova Scotia, and conclude with lessons learned. These lessons were summarized as "headlines" to imagine a future with new narratives for interpersonal relationships. This project was a three-year grassroots initiative of Second Story Women’s Centre, funded by Status of Women Canada. Passed as part of the Violent Crime Control and Law Enforcement Act of 1994, the Law Enforcement Misconduct Statute 42 U.S.C. 14141 (§ 14141) authorizes the Department of Justice (DOJ) to investigate, and enter into a court-enforceable structural reform agreement with a law enforcement agency engaged in patterns or practices of systemic misconduct, violations of federal law, and unconstitutional policing.
Under § 14141 authority, 33 investigations of municipal police have been conducted since 1994 where the DOJ determined that a police agency was engaged in, or at unreasonable risk of engaging in, a pattern or practice of unconstitutional policing. Publicizing …
