Law-abiding citizens are concerned with deterring and preventing crime. One strategy to accomplish this goal is to increase the costs and reduce the benefits that particular situations present to offenders. This form of crime control is known as situational crime prevention. Like law-abiding persons, offenders must concern themselves with being victimized. Differently, however, offenders must also worry about being detected and punished by formal agents. Thus, situational prevention from the offenders’ perspective is relatively complex, encompassing efforts to block not only opportunities for victimization but also for law enforcement. A Multilevel Model Of Police Corruption: Anomie, Decoupling, And Moral Disengagement, Ruth Zschoche

Police corruption is a primary concern for law enforcement agencies. The purpose of this study was to identify factors that could predict the likelihood of police officer susceptibility to corruption. Data was collected through surveys of 1083 officers within eight U.S. police agencies that were participating in the National Police Research Platform funded by the National Institute of Justice. The data were analyzed using multilevel structural equation and base multilevel models.
The theoretical model for this study addressed susceptibility to corruption on both the departmental (clusters) and individual officer levels. Four main constructs were utilized in this study. Acceptance of …

An increasing number of police departments are using Twitter to communicate with the public. As with any emerging communications technology, there is considerable variation in the usage of this medium. This study reports the results of a content analysis designed to determine how police departments are using Twitter.

Mission Statement Content And Prevalence Among Local Police Departments And Sheriffs' Offices, Gwendolyn L. Pascoe

This descriptive study uses grounded theory approach to investigate the prevalence and content of mission statements among United States local police departments and sheriffs' offices that employ less than 25 sworn personnel. Mixed method research analysis identified the prevalence of mission statements as well as the content and characteristics of mission statement. Mission statements were analyzed with no a priori assumptions, standards, or coding schema. From this study it was found that 80 (37.21%) of the study's sample law enforcement agencies (N = 215) have mission statements that were located through this study's web search and agency participation. The New York City Police Department (NYPD) has made enforcement of laws against disorder and quality-of-life offenses a central part of its policing strategy. Concomitantly, New York City (NYC) experienced a renaissance in orderliness, cleanliness, tourism, real estate value, and crime reduction, although other problems such as poverty, unemployment, drug abuse, racial tensions, and homelessness persist. This paper examines quality-of-life policing practices in NYC, describes the philosophical underpinnings, explores the critical response to the program, and presents lessons of potential relevance to other policing organizations in the USA and around the world.

The Use of Force Working Group was convened in October of 2008 to study police use of electronic control devices, better known as Tasers. Allegheny County (Pa.) District Attorney Stephen A. Zappala, Jr. appointed the Working Group in the wake of an incident in which a person died following a Taser exposure at the hands of local police officers.
This Report concludes that Tasers can be worthwhile and safe weapons in the police arsenal, but only if they are used consistent with proper policy, training, supervision and accountability. Anything less makes the use of these weapons a risky choice from …

Since the attacks of September 11, 2001, law enforcement agencies have actively sought partnerships with Muslim communities in the U.S. Consistent with community-based policing, these partnerships are designed to persuade members of these communities to share information about possible extremist activity. These cooperative efforts have borne fruit, resulting in important anti-terrorism prosecutions. But during the past several years, law enforcement has begun to use another tactic simultaneously: the FBI and some police departments have placed informants in mosques and other religious institutions to gather intelligence. A survey was prepared and conducted to investigate the viability of implementing sobriety checkpoints in Rhode Island. The survey was designed to make a comparison between a state which has found sobriety checkpoints to be constitutional, Massachusetts, and a state that has found sobriety checkpoints to be unconstitutional, Rhode Island. The survey's findings indicate that Rhode Island would benefit from the implementation of sobriety checkpoints.

The concept of community policing dominates the law enforcement profession today. One would be hard pressed to find an advertisement for a police chief’s position that does not require a thorough understanding of this method of policing. Like the Kansas City preventive patrol experiment and the Rand report on the criminal investigation process, the call for community policing has led to dramatic changes in the way that police carry out their responsibilities. In recent years, the Australian Government has committed significant resources to combating trafficking in persons. Within this larger anti-trafficking effort, the community sector, law enforcement, prosecutors, health professionals and members of the community all have an important role to play. As each sector comes to terms with the reality of trafficking in Australia, it is important that emerging challenges and possible solutions are identified. This paper focuses on the challenges that may confront law enforcement officials in any country in their efforts to detect trafficking, identify victims, investigate offences and contribute to the successful prosecution of offenders. This paper examines a recent twist in EU data protection law. In the 1990s, the European Union was still primarily a market-creating organization and data protection in the European Union was aimed at rights abuses by market actors. Since the terrorist attacks of New York, Madrid, and London, however, cooperation on fighting crime has accelerated. Now, the challenge for the European Union is to protect privacy in its emerging system of criminal justice. The participants in this study were police officers in city/municipal and county law enforcement agencies. Ethics training is very important in the field o f law enforcement because of the many temptations that officers face and the tremendous amount of authority that society gives to the police. An important post-9/11 objective has been to connect law enforcement agencies so they can share information that is routinely collected by police. This low-level information, gathered from sources such as traffic tickets, calls for service, incident reports and field contacts, is not widely shared but might account for as much as 97% of the data held in police records systems. U.S. policy and law assume that access to this information advances crime control and counterterrorism efforts. The scarcity of functioning systems has limited research opportunities to test this assumption or offer guidance to police leaders considering investments in information sharing. …

This paper discusses the collection, analysis, and interpretation of police traffic stop data. The focus primarily is on the theoretical, statistical, and practical determination of whether law enforcement is engaging in “racial profiling.” One of the most controversial components of research in this area relates to the “baseline” or comparison group. Researchers struggle with determining whether agencies are engaging in “racial profiling” when making traffic stops without some measure of what the world would look like in the absence of “racial profiling.” We know what is, but how can we know what should be? Professor Baude's purpose in this discussion is to elicit police officers' comments on what members of the legal profession ought to know about the influence of the "street perspective" in shaping those officers' attitudes towards the criminal justice system and the role they play in it. It is police insistence on the broad validity of insights which only "the street" can provide that accounts for the considerable gulf between "front-line" enforcement officers and other functionaries in (and students of) that system.
