A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson

Interdisciplinary Journal of Leadership Studies

This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

This article reviews the goals, history, and impact of the new gender identity politics. Based on the Yogyakarta Principles, these new ideas and policies will profoundly affect the rights of women and girls worldwide. The Principles are a document from an international meeting about sexual orientation and gender identity in 2006. In 2017, the document was updated to the Yogyakarta Principles Plus 10. The Principles recommend legal changes by states worldwide, resulting in the erasure of sex as a legal and cultural category. The United States is losing the competition for global power to China, especially on the African continent. This thesis aims to analyze opportunities for the United States to take advantage of China’s withdrawal from Ethiopia in order to develop relations with the quickly growing country and influence the country toward democratization. This author found that while democracy is not likely, through increasing relations with Ethiopia’s prime minister, the United States has an opportunity to push for increased individual freedoms for Ethiopians. The author relied on open-source information and strategic analytic techniques often employed by the U.S. intelligence community.

In 2010, Tennessee’s 106th General Assembly passed the First to the Top Act (2010), a companion legislation for the federal Race to the Top Act (2009) program launched by the Obama Administration. A provision of this state law required that half of teacher and principal evaluations be based upon student achievement, which included a component of required continuous academic growth. For school districts whose students scored at the highest academic performance levels, the continuous growth component would negatively impact their teachers’ and principals’ annual evaluations. Conventional academic discussion vis-à-vis America’s Special Operations Forces, is largely focused at the tactical and operational level of analysis. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. Much of the discourse surrounding African immigration to Maine has centered on the provision of public services that facilitate community development and integration. This project investigates different types of leadership strategies employed by African individuals in Maine that advance community objectives. When African immigrant leaders are empowered to affect public policy, they re-frame traditional conceptions of aid-dependency and vulnerability commonly applied to African immigrants in media and popular culture. This dissertation encompasses a case study and a Participatory Action Research project. The case study focuses on climate change mitigation activities within King County, Washington and its 39 cities and towns and discusses progress and challenges related to transportation issues, efficiency measures, and sustainability planning. The findings indicate there is a high level of activity in waste reduction, environmental outreach and education, bicycle and pedestrian promotion, tree canopy protection, sustainability policies, and green building. I was part of a small cohort of Native students, thrilled at the possibility of studying with a man we affectionately, and with some trepidation, referred to as "the Godfather" of Indian politics, policy and law. We called ourselves "Vine's Disciples," not because he was a religious figure, but because we sensed that in having the privilege and opportunity studying with the individual we all considered the most gifted of our time, that we would receive profound lessons in what was required of us as we sought to become active and informed defenders of indigenous nationhood.

Transformations In Supreme Court Thought: The Irresistible Force (Federal Indian Law & Policy) Meets The Movable Object (American Indian Tribal Status), David E. Wilkins

This article is a content analysis examination of 107 federal court cases involving American Indian tribal sovereignty and federal plenary power rendered between 1870 and 1921. Our focus, however, is the U.S. Supreme Court's Indian Law jurisprudence; thus ninety of the cases analyzed were Supreme Court opinions. The cases seemingly entail two separate braces of opinions. One brace included decisions which affirmed tribal sovereignty. The other brace entailed cases which negatively affected tribal sovereignty. These negative decisions generally relied on doctrines such as plenary power, the political question doctrine, or the so- called “guardian-ward” relationship. We argue that the Supreme …
