This thesis uses qualitative research methods to: (1) assess the extent and capabilities of Russia’s modern chemical and biological weapons programs, (2) assess Russian compliance with arms control agreements, (3) determine the threats Russian chemical and biological weapons pose to NATO security, (4) assess NATO’s existing strategy against the modern chemical and biological threat, and (5) provide recommendations for U.S. and NATO policies and programs to mitigate the threat of these programs in the short and medium term. The emergence of more devastating and organized cyber attacks by non-attributable threat actors internationally raises questions about whether classical deterrence theory in its contemporary form has assisted important military defence alliances, like the North Atlantic Treaty Organization (NATO), to adapt to the changing threat landscape. The timeline of the NATO Alliance's adaptation to external cyber threats is examined at critical historical junctures. Following the collapse of the Soviet Union, Russia experienced an abrupt discontinuity in its sense of identity. This break in identity, and a more profound lost sense of self, creates a strong need to reestablish continuity. The need to regain that sense of self is strong and can supersede other concerns. Ontological security theory proposes that the need to maintain identity can outweigh physical security considerations. ‘Vox Populi?:’ Assessing Nato Popularity Relative To Political And Economic Indicators In Selected Member Nations, Zachary W. Cheek

Undergraduate Economic Review

This paper seeks to identify the impact of political and economic conditions on a nation’s popularity/favorability ratings towards North Atlantic Treaty Organization, the world’s most powerful military alliance. It is found that in random-effect models there exists a significant positive relationship between a country’s democratic strength and favorability, as well as a negative relationship regarding unemployment. In fixed-effect models, however, there is slight evidence of a positive relationship with per-capita GDP, as well as negative relationships with the unemployment rate and the trade index. Overall, differences in member-nations largely account for whether democratic or macroeconomic conditions influence support.

In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

NATO did not dissolve following the Soviet Union’s collapse and the end of the Cold War. Instead, the alliance expanded, in stages—from 16 members at its Cold War peak to 30 in 2020. While NATO enlargement alone did not cause the deterioration of US–Russian relations, it did contribute significantly to that outcome. Champions of NATO expansion aver that it maintains peace in Europe and promotes democracy in East-Central Europe. They add that Russia has nothing to fear. This monograph analyzes the current political tensions between the United States and Turkey and suggests ways to manage them. This thesis investigates the relationship between foreign intervention and state failure. I argue that even an ideal international multilateral humanitarian intervention in a weak state will lead to deepening state failure if the intervention was biased and driven by material rather than ethical interests, focusing on achieving military victory of one party of the internal conflict rather than a negotiated settlement between all conflict parties and ignores the responsibility to rebuild in the aftermath of the intervention.

The first two case studies that are analyzed within this paper include key countries that were added in the 1999 and 2004 rounds of NATO enlargement: Poland, Lithuania, Latvia, and Estonia. When the Cold War abruptly ended, Latvia found it necessary to find a new place in the international community. Its smallness, weaknesses and sensitivities as well as historic experiences made the task urgent because it needed a protector and a broader community to belong to. Like a needle in a haystack, finding these would prove challenging, primarily because not many options existed. First, only one community, the Euro-Atlantic community, could satisfy Latvia’s willingness to escape Russia’s unwanted dominance.
