Different Wars Require Different Strategies: Separating The “War On Drugs” From The “War On Drug [Traffickers]”, Liana Eustacia Reyes

Using the securitization framework to highlight the arguments that facilitated the “War on Drugs”, this paper highlights a separate war against drug traffickers. Facilitated by ideology through the rhetoric promoted by the “War on Drugs,” the fear of communist expansion and democratic contraction, the “War on Drug Traffickers” was implemented, requiring its own strategy separate from the “War on Drugs.” This is an important distinction because the play on words changes the perception of the issue from one of drug addiction to one of weak institutions and insurgent/terrorist threat to those institutions. This article was written to commemorate the 50^th anniversary of Operation Pedro Pan and the subsequent Florida International University Libraries’ exhibition. It chronicles the events in Cuba and in Miami leading to Operation Pedro Pan, the largest exodus of unaccompanied children in the Western hemisphere. A total of 14,048 children arrived in the United States through Operation Pedro Pan between December 1960 and October 1962. Approximately half of the children did not have family in the United States and were taken under the care of Miami child welfare agencies. The impact of this large influx on an unprepared Miami, …

For all their efforts to avoid a nuclear North Korea, the Clinton and Bush administrations failed to achieve this goal, the most important policy objective of the United States in its relations with North Korea for decades, mainly because of inconsistencies in U.S. policy. This dissertation seeks to explain why both administrations ultimately failed to prevent North Korea from going nuclear. It finds the origins of this failure in the implementation of different U.S. policy options toward North Korea during the Clinton and Bush administrations. This dissertation analyzes processes of globalization, through a critical examination of the dynamics of neoliberalism in the Americas. It employs and also develops a Foucauldian governmentality analytical framework, demonstrating how such a framework contributes to our understanding of world politics. This dissertation also develops the concept of a liberal political imaginary—consisting of the market, society, and the state—and utilizes this as an analytical framework for understanding the globalization of neoliberal forms of governance. The urban landscape of Yerevan has experienced tremendous changes since the collapse of the Soviet Union and Armenia’s independence in 1991. Domestic and foreign investments have poured into Yerevan’s building sector, converting many downtown neighborhoods into sleek modern districts that now cater to foreign investors, tourists, and the newly rich Armenian nationals. The purpose of the research is to study the relationship between international drug interdiction policies and domestic politics in fragile democracies, and to demonstrate how international drug control policies and the use of force fit the rhetoric of war, are legitimized by the principles of a just war, but may also cause collateral damage and negative unintended consequences. The method used is a case study of the Dominican Republic. In 1979 the United Nations passed the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), an international bill of rights for women. Much scholarship has focused on the degree to which states have adopted these new international gender norms, but have paid little attention to the fact that norms change in the processes of implementation. The study is based on a quasi-experimental research design and relies primarily on qualitative data. This multi-disciplinary research project explores the religious and cultural foundations within the “master commemorative narratives” that frame Israeli and Iranian political discourse. In articulating their grievances against one another, Israeli and Iranian leaders express the tensions between religion, nationalism, and modernity in their own societies. The theoretical and methodological approach of this dissertation is constructivist-interpretivist. The concept of “master commemorative narratives” is adapted from Yael Zerubavel’s study of ritualized remembrance in Israeli political culture, and applied to both Israeli and Iranian foreign policy. The North Atlantic Treaty Organization (NATO) is a product of the Cold War through which its members organized their military forces for the purpose of collective defense against the common threat of Soviet-backed aggression. Employing the terminology of regime theory, the creation of NATO can be viewed as the introduction of an international security regime. The International Coffee Agreements (ICA) involved the majority of nations producing and consuming coffee and provided relative economic stability to the coffee sectors of the exporting Third World countries. This study focuses on the serious impact of the 1989 collapse of the ICA on the domestic coffee sectors of Colombia and Cote d'Ivoire. In particular, the dissertation examines the role of the Colombian and Ivoirian coffee parastatals, the Federacion Nacional de Cafeteros de Colombia and the Caisse de Stabilisation et Soutien des Prix des Produits Agricoles, during the crisis and their transformation by it.
