Rates of urbanization in Ethiopia are significant and, increasingly, young females are among those who migrate from rural to urban areas. Previous research in Addis Ababa showed that, compared to boys and young men, young female migrants are more likely to migrate to cities without the accompaniment of immediate family members. and often move in with people with whom they have only loose affiliation or live on their own. The Population Council, in collaboration with Research, Training and Management International (RTMI) and Underprivileged Children’s Education Program (UCEP), pilot tested a soft skills training intervention in two Rohingya camps and a vocational training center in the host community in Cox’s Bazar, Bangladesh in 2022. As a follow-up to the pilot program, the Council along with its partners rolled out soft skills training in four Rohingya camps and a vocational training center in the host community in 2023. Adolescent girls face distinct challenges that require tailored and girl-centered responses. This brief draws on the knowledge of program implementers and researchers who work on community-based girl group (CBGG) programs (often called “safe spaces”) in various low- and middle-income settings and the US. It summarizes emerging lessons and insights on CBGGs, emphasizing the vital role that mentors play in this group-based model. The evidence emphasizes the importance of providing mentors with training, supervision, compensation, solidarity, and opportunities to build their own networks.

It is estimated that there are 17.2 million child domestic workers globally, most of whom are girls. Research related to this marginalized group is limited, with most at a small scale or subsumed in other topics, such as domestic workers generally. The dearth of evidence limits awareness about girls in such circumstances and inhibits the design and implementation of context-appropriate policy and program responses. Large numbers of Ethiopian women seek domestic work in the Middle East Corridor—a significant social trend that reflects a key livelihood strategy used by Ethiopian families and communities in the face of widespread poverty. Research related to this type of migration is extensive, but mainly concentrated on the “push” and “pull” factors and the potential risks of labor exploitation, trafficking, and resultant threats to migrants’ physical, mental, and sexual health. This brief summarizes a case study that assessed the gendered impact of COVID-19 school closures on education, health, well-being, and protection of adolescents in India. Based on surveys and interviews in Bihar and Uttar Pradesh, findings point to the digital divide for girls as well as shared barriers to effective remote learning. Informed by the evidence, the study presents recommendations to scale up efforts to improve remote learning, reduce digital divide and strengthen teacher support, with a particular attention to addressing gendered differences.

This brief summarizes a case study that assessed the gendered impact of COVID-19 school closures in Kenya. COVID-19 school closures escalated education inequalities especially for girls and young people in rural areas. These closures exacerbated adolescent mental health issues, food and economic insecurity, and experiences of violence. COVID-19 response programs implemented by both the Government of Kenya and non-state actors were not able to fully mitigate the impacts of school closures for adolescents, teachers, or schools. Continued efforts to understand the implications of school closures and to support vulnerable students are needed.

This brief summarizes a recent study on the impacts of COVID-19 school closures in rural communities in Bangladesh. It clarifies issues of remote learning access, management, and monitoring, as well as new strains on students’ time use. It also reveals general impacts on mental and physical health, economic status, as well as gendered effects including child marriage. Based on evaluations of mitigation measures, recommendations for comprehensive policies, provision of technical, financial, and social support, and improvements in education systems emerged.

This report describes findings of changes over time attributable to the “Keeping Girls in Schools” study in Bangladesh that implemented skill-building activities for a two-year period in the districts of Chapainawabganj, Kushtia, and Sherpur. The project sought to bring about change in child marriage norms prevalent in the area by offering young girls a safe place to meet after school hours with mentors and teachers and to offer girls tutoring support and life-skills. To address adolescent health and wellbeing in Tajikistan, the Aga Khan Foundation (AKF) and Population Council used a hybrid human-centered (HCD) and evidence-based program design to engage adolescent girls, boys, and caregivers in a guided process of defining key issues and program areas. The design informed the development of a first-of-its-kind program model for AKF and in Tajikistan: coordinated community-based groups for adolescent girls and boys, caregivers' groups, and an institutional stakeholder community of practice in Tajikistan. With the COVID-19 crisis continuing to evolve, evidence on the effectiveness of short-term emergency-oriented responses and long-term mitigation strategies is expanding but still limited. There are, and will continue to be, substantial evidence gaps on programming to address risk across outcomes of importance to adolescent girls. More evidence is needed to slow the risks posed by the pandemic for this subpopulation, which can help guide gender- and age-responsive prevention and impact mitigation investments. The pandemic disrupted access to both sexual and reproductive health services and safe spaces. As a result, many girls faced vulnerabilities that inhibited access to basic education, including risks of child marriage, early pregnancy, gender-based violence, female genital mutilation/cutting, sexual exploitation, and child labor. Girls are one-third less likely to be subjected to female genital mutilation (FGM) today than 30 years ago. However, rapid population growth in some of the world’s poorest countries, where FGM persists, threatens to roll back progress. In 2020 alone, an estimated 4.1 million girls were at risk of being subjected to FGM. Without concerted and accelerated actions to end the practice, an estimated 68 million additional girls will have been subjected to FGM by 2030. The Adolescent Girls Initiative–Kenya is a study that evaluates the long-term impact of a multisectoral intervention targeted at adolescent girls aged 11 to 15 years from Kibera and rural Wajir. The intervention consists of four components: a community-based violence-prevention program, an education conditional cash transfer (CCT), health-focused girls-empowerment clubs, and wealth creation for girls via financial education and savings. A random selection of 6,000 girls were exposed to different components of the intervention. The Population Council provided technical assistance and strengthened capacity for Rapariga Biz, a large-scale UN program in 20 districts across Nampula and Zambezia provinces in Mozambique. The program was established to reduce child marriage and early pregnancy through a set of multisectoral interventions. The partnership between the Council and UNFPA-Mozambique generated useful lessons regarding the opportunities and challenges of using the community-based girl groups (CBGG) model in low-resource settings, especially when implemented at scale.
