In this paper I will examine how people of differing environmental perspectives—namely anti-growth preservationists and environmental justice advocates—frame their responses to smart growth, using Marin County in the San Francisco Bay Area as a case study. Then I will offer a race analysis of these frameworks based on the thesis that to address climate change through smart growth we need to challenge the ways certain groups try to retain their white privilege. As foundation for this thesis I will develop the norms of reparations and restoration to argue for an equitable smart growth approach that entails structural transformation to address …

Within sagebrush (Artemisia spp.) ecosystems, which are home to more than 350 species of plants and animals, potentially more frequent and severe fires are causing an increased threat to human safety, property, rural economies, and wildlife habitat. In particular, the habitat of the greater sage-grouse (Centrocercus urophasianus), an iconic sagebrush-dependent species, is at risk. This project examined the solid waste management of disposable diapers in three locations, Stone Town, Mangapwani and Vikokotoni, within Zanzibar, Tanzania. Its methods included field observations of the solid waste disposal system in Zanzibar and interviews with women about their rationales for buying and using disposable diapers. For one of the first times, the data collected during this project will further assist to educate women about the benefits of cloth diapers and the negative effects disposable diapers create for Zanzibari families and the environment. India is home to 240 million children currently at risk of Soil-Transmitted Helminthiasis, which is spread via unclean water, soil, and food, and causes acute pain and malnutrition. While acknowledging the research debates over WASH and mass drug administration, this study seeks to identify the systemic multidisciplinary issues affecting STH elimination efforts in rural Udaipur. Twenty-three interviews were conducted in villages, government departments, NGOs, and medical sectors to identify the challenges within each approach to deworming, and their experiences with multi-sectoral collaboration. Background: Assessing cumulative effects of the multiple environmental factors influencing mortality remains a challenging task.

Objectives: This study aimed to examine the associations between cumulative environmental quality and all-cause and leading cause-specific (heart disease, cancer, and stroke) mortality rates.

Methods: We used the overall Environmental Quality Index (EQI) and its five domain indices (air, water, land, built and sociodemographic) to represent environmental exposure. Associations between the EQI and mortality rates (CDC WONDER) for counties in the contiguous United States (n=3109) were investigated using multiple linear regression models, and random intercept, random slope hierarchical models. In this dissertation, I examine ways that the US National Environmental Policy Act of 1969 (NEPA) and its primary enforcement mechanism, the Environmental Impact Assessment (EIA) process, have reshaped the state as a site for racial and environmental conflict by institutionalizing a particular form of environmental justice within governmental decision making processes. Combining archival methods and legal analysis, I develop three case studies involving community struggles over the social production of space that each engage the EIA process to different effect. Hazardous materials are prevalent in all communities in the United States. They are stored and they are transported. Regardless of the method of transport, (for this study defined as: pipeline, rail, roadway, air, or water) hazardous materials are generally transported without incident. However, consequences of a hazmat transportation incident can be extreme with serious repercussions to public safety, life and wellbeing, the environment, and infrastructure. To plan for and mitigate these consequences, communities may choose to examine the transportation of hazardous materials through high risk areas – areas with sensitive ecosystems or high population – to better develop strategies.

Home to millions of people, as well as a great diversity of natural features and habitats, it is also a place that is disappearing from beneath our feet. This document summarizes the status of coastal and marine resources in the Northeast region of the United States, and how these resources generate economic and ecological value. The Northeast region, for ocean planning purposes, includes the coastal counties of Maine, New Hampshire, Massachusetts, Rhode Island, and Connecticut, and the New York counties (bordering Long Island Sound) of Queens, Bronx, Suffolk, Nassau, and Westchester. India’s global success in the Information Technology industry has also prompted the growth of neoliberalism and the re-emergence of the middle class in contemporary urban areas, such as Bangalore. BITS of Belonging shows that this economic shift produces new forms of social inequality while reinforcing older ones. The study investigates this economic disparity by looking at IT and water privatization to explain how these otherwise unrelated domains correspond to our thinking about citizenship, governance, and belonging. This dissertation consists of three essays related to my research on environmental policy, emissions leakage, and public policy. In the first essay, I address how open economies respond to environmental policy instruments under uncertainty. I develop a dynamic stochastic general equilibrium model for a small open economy (SOE) and evaluate the macroeconomic fluctuations in response to cap-and-trade, pollution tax, and emissions intensity standard under two shocks: productivity and terms of trade. My findings suggest that cap-and-trade policies are most effective in dampening the macroeconomic volatility from productivity shock. At least two-thirds of global fish stocks are overfished or fully exploited (FAO, 2014). As a result, fisheries are not producing nearly as much food, profit, or livelihood opportunities as they could be. Well implemented and effective Rights Based Management (RBM) can reverse these trends, but designing and implementing such systems is challenging.

There are good design principles based on research and experience for designing RBM systems, focused on ensuring that stakeholders buy into management measures and that fishermen can capture the benefits of their own conservation efforts. In January of 2016, the Center for Public Service (CPS) was approached by Energy Trust of Oregon to conduct a review of the tax assessor data on manufactured houses in Oregon. The purpose of this review was to find the average age at which manufactured housing units in Oregon are decommissioned. A brief review of the literature on this topic that has been published indicated that this question had not yet been answered in the field.
