The extent to which India will be able to successfully harness its demographic dividend depends significantly on the situation of its youth, notably on the levels of education and market-oriented skills they attain. While many states have made progress on the education front, many other states, including Jharkhand, have lagged behind. The purpose of this paper is two-fold. First, it presents a model examining the school choice processes of disadvantaged households accessing the LFP sector in a study on Lucknow District, Uttar Pradesh. The model presents households in the study as engaging in ‘active choice’. Active choice is seen as the deliberated action of households in making concerted choices about their children’s schooling through a complex process. The process involved assessing competing school sectors (mainly the state and LFP), and analyzing particular household circumstances and local school markets through a systemic set of values, beliefs, and “mental models” (North, 1990) about …

This Population Council working paper examines whether an experimental intervention for girls aged 14–19 that provided reproductive health information, vocational counseling and training, and assistance with opening savings accounts in slum areas of Allahabad in Uttar Pradesh, India had an effect on their attitudes and behaviors. Although the livelihoods program was acceptable to parents and feasible to implement, the project had only a minimal impact on the behavior and attitudes of adolescent girls in the experimental slums. The greatest changes between the baseline and the endline surveys were found in those outcomes that most closely reflected the content of the …

The Population Council’s Frontiers in Reproductive Health Program and Policy Research Division, in collaboration with CARE India, is conducting an operations research study of an intervention designed to improve the lives and prospects of young women in several urban slum areas of Allahabad, Uttar Pradesh. The project aims to take a preexisting reproductive health program for adolescents and test the feasibility and impact of adding four additional components to it: 1) counseling about savings formation and livelihoods, 2) training in vocational skills, 3) assistance in opening savings accounts, and 4) follow-up support. The Population Council in collaboration with CARE India has been conducting an operations research (OR) study to investigate the impact of adding a livelihoods component to the Action for Slum Dwellers' Reproductive Health, Allahabad (ASRHA) Project in Uttar Pradesh run by CARE India. The ASRHA Project selected peer educators from the slums and trained them in providing reproductive health (RH) information, communication skills, and group formation techniques. After the peer educators completed training, they conducted group sessions about livelihoods and savings. RH sessions were held alongside vocational counseling sessions. The Population Council's Frontiers in Reproductive Health Program and the Policy and Research Division are collaborating with CARE India to conduct an operations research study to examine the feasibility and impact of adding livelihood counseling and training, savings activities, and follow-up support to the ongoing reproductive health program for adolescents. The short-term objective is to foster the development of alternative socialization processes for adolescent girls that encourage positive sexual and reproductive health behaviors. This document overviews the ICDS and how better use could be made of World Food Programme (WFP) food aid along with the ECE component, including the aspect of providing education to mothers and adolescent girls. Dr. Frank C. Laubach, missionary and adult educator, dedicated his life to the cause of literacy for development and world peace. During his travels to 103 countries, he worked toward helping some 60 to 100 million people become literate. In addition, he founded or helped found four literacy organizations, including Laubach Literacy International; wrote forty books on adult education, Christian religion, world politics, and culture; and co-authored literacy primers in more than 300 languages. He was awarded four honorary doctorates—one of them from Syracuse University.
